ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JAN 2017)
Complete and return one (1) copy of this RFQ via email to the Contract Specialists at alexander.cooper@noaa.gov AND michelle.blake@noaa.gov no later than August 14, 2018 at 12:00 PM ET. Acknowledge acceptance of all terms and conditions no later than August 14, 2018 at 12:00 PM ET.
Contact Contract Specialists at alexander.cooper@noaa.gov AND michelle.blake@noaa.gov with any questions pertaining to this RFQ no later than August 8, 2018.
Quotes will be evaluated on past performance and price.
1) Quote Preparation The following instructions apply for the submission of quotes:
a. Quotes shall be submitted in two separate volumes:
Volume I – Past Performance Volume II - Price
b. The Government will evaluate quotes in accordance with the evaluation criteria set forth in FAR 52.212-2 of this RFQ.
2) Quote Instructions
a. Past Performance:
Past performance will be used as a means of evaluating the relative capability of the vendor to successfully meet the requirements of this solicitation. Vendors are required to provide information on no more than three (3) of the firm’s most recently completed contracts/orders (not to exceed five (5) years since completion) for like or similar work.
The Government may consider this information, as well as information obtained from any other sources, when evaluating the offeror’s past performance. The vendor is further reminded that the source selection authority shall determine the relevance of similar past performance information (PPI).
The offeror is requested to provide this information in the following format for each contract:
1. Contract Number and Client point of contact
2. Dollar Value of the contract
3. Contract performance period
Vendors shall assume that the Government has no prior knowledge of them and that it will base its evaluation on the information presented in the Past Performance Proposal; as such, Past Performance Proposals must be fully self-sufficient and provide all necessary information. Failure to submit the Past Performance Proposal by the date and time cited above may be cause for rejection and the proposal receiving no further consideration.

FAR 52.212-2 -- Evaluation -- Commercial Items. (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation and Statement of Work will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
• Past Performance
• Price Past Performance, is significantly more important than price. However, the Government will not award at significantly higher prices to only achieve slightly better performance. The Government will assess the benefits of better performance versus the added price through trade-off analysis. As non-price factors become equal-price becomes increasingly important.

Questions and Answers
Q. By chance, can you provide an example of the training schedule, even if for past years.
A. Reservations will typically be made each month with varying requirements room nights. A recent requirement for June 2018 was 78 room nights from June 17 through June 30. This is only an example.
Q. How will the reservations be made?
A. In accordance with the SOW, the COR will provide names and dates with notice at least one week in advance. However, the COR will have a goal of providing names and dates two to four weeks in advance.
