Answers to Vendor Questions in Response to Solicitation Number: EA-133M-17-RQ-0094 Aircraft Engineering Support for NOAA AOC Fleet
1) Respectfully request an extension to the due date of subject solicitation to 14
February 2017.
Response: There will be no extension to the due date.
2) Is there an incumbent services provider?
Response: Pagnotta Engineering, Inc.
3) Should the offeror infer that the Technical Volume is limited to 30 pages as a whole, with no more than 10 pages dedicated to subsections; or this the Technical volume unlimited in page count except for the subsections specifically addressed? The RFP states in Section 2. B. that the technical volume should include the following three subsections at 10 pages each:
i) Management Approach
ii) Staffing Approach
iii) Structural Analysis are each limited to 10 pages.
Response: See amended RFQ description (3. a. Technical).
4) NOAA provided a list of example task orders and asked for staffing planning solutions to address multiple parallel task orders. However, an annual estimated
LOE is not provided nor discussed. It is assumed that the contractor is not expected to perform on all sample task orders in parallel, rather that NOAA has some notional idea on the estimated annual LOE or concept of parallel task orders expected. Can
NOAA provide a notional or anticipated LOE or staffing requirement (i.e. 1. Electrical
DER / staff to support 1 major (4-5 engineers) and 1 minor (1 engineer) for parallel programs)?
Response: Historical workloads under previous IDIQ contracts have typically averaged two to four concurrent projects, that would include one major project (3-
4 engineers), and two to three minor projects (1-2 engineers).
5) Is flight testing support expected (performance and handling qualities)?
Response: While most projects concentrate on static structural analysis and modification, occasional aircraft performance and aerodynamic analysis is needed to support major aircraft modification flight tests.
6) Will desired labor category descriptions or requirements be made available?
Response: No additional descriptions or requirements will be provided beyond the information provided in the request for quote.
7) The pricing instructions include a labor rate request for four labor categories. FMS
Aero has multiple labor categories to propose for each of these disciplines, depending on experience level (Jr, Mid, and Sr). May all three rates be proposed for each labor category, or perhaps a composite rate of the three labor categories provided instead?
Response: Use one labor rate that you feel best corresponds to the level of engineering required for the example tasks listed in the statement of work.
8) Is the Project engineer a Jr, Mid, or PM level?
Response: Historically, the modifications are complex enough to require a mid-level to senior engineer.
9) The RFP states, “A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.” However, the time until award is not specified. Is the offeror expected to state the offer is good until the time of award, or does the Gov request a specific timeframe from submission that the offer is good? For example, "the offer is good for 240 days".
Response: Typically, vendor quotes are valid for sixty (60) days unless otherwise identified by the offeror.
10) In Volume I, the Technical Section of the proposal, we are assuming that it is acceptable to have an introductory section in addition to sections i (Management
Approach), ii (Staffing Approach), and iii (Structural Analysis). Is this assumption correct?
Response: The offeror may provide any additional documentation or information, such as an introductory section; however, any additional documentation or information will not be evaluated unless it is submitted as per the RFQ quote instructions for a. technical, b. past performance, and c. price.
11) Is it acceptable and/or desirable to include resumes of key individuals as an appendix to Volume I?
Response: Any technical information, such as resumes of key individuals, must be included in the technical submission; otherwise, it will not be evaluated (i.e. an appendix to Volume I is not evaluated).
