Statement of Need for

Brand Name or Equal

123-Ton Chilled Water Air Conditioning Plants

PURPOSE:

The Department of Commerce (DOC), Office of Marine and Aviation Operations (OMAO), Marine Operations Center, NOAA Ship Ronald H Brown requires a contractor to provide two

123-ton, seawater cooled, chilled water, air conditioning plants. These plants will be installed on an ocean going ship. Any offeror who provides a quote under this RFP must provide sufficient documentation that the product offered meets or exceeds the requirements specified below.

These requirements are based on Carrier Model 30HXS136RY-6-MAR. The following salient characteristics must be met:

1. MINIMUM SALIENT CHARACTERISTICS FOR EACH PLANT:

1.1. Must have the capacity to move at least 123 tons or 1,476,000 BTU of heat.

1.2. Must have at least two or more refrigeration circuits with the combined capacity of which is 123 tons.

1.3. Must use R-134a refrigerant. Initial operating charge of refrigerant must be provided with the unit however it may be in separate containers.

1.4. Must reject heat to sea water. Seawater will be supplied by the ship at a pressure of 50

-70 PSIG. Must have seawater control valves that regulate flow as a function of compressor discharge pressure. These valves may be externally mounted. All seawater wetted components must be made of a material suitable for use in seawater such as

Bronze, Copper-Nichol or 316 Stainless Steel. Condensers must be made of materials suitable for use in seawater. The condenser shall have zinc anodes. Compressors, condensers and evaporators must be marine-grade.

1.5. Must be able to move rated amount of heat with a seawater inlet temperature of 90 degrees Fahrenheit.

1.6. Must deliver chilled water at approximately 40 degrees Fahrenheit to the ship’s air coolers. Chilled water circulating pumps will be provided by the end user.

1.7. All seawater and chilled-water connections must be flanged

1.8. Must have liquid filter/dryer for refrigerant before the TXV.

1.9. Must be powered by 460 VAC, 3 phase, 60 Hz power.

1.10. Must have all controllers necessary to run the system including sequencing of compressors to maintain chilled water output at approximately 40 degrees Fahrenheit.

Controls must shut the system down on failure of lube oil pressure or high discharge head pressure. Controls must cycle the compressors in response to low suction head pressure.

STATEMENT OF NEED FOR BRAND NAME OR EQUAL 123-TON CHILLED WATER

AIR CONDITIONING PLANTS (continued)

1.11. At a minimum, gauges shall be installed to monitor the following parameters:

refrigerant suction pressure (vacuum), refrigerant discharge pressure, chilled water pressure, salt water pressure, oil pressure, oil temperature, refrigerant sight glass, oil sight glass on compressor(s), oil pressure, suction temperature, discharge temperature, condenser water inlet temperature, condenser water outlet temperature, chilled water inlet temperature, chilled water outlet temperature.

1.12. Electrical contactors between conductors and electronics must be in a watertight enclosure (bulk of control system needs to be in a watertight compartment).

1.13. Compressors must have capacity controls, known as “unloaders,” to reduce output when the heat load is small. There must be a system to control the unloaders.

1.14. The controls shall have the following minimum safety features: high discharge pressure shutdown, low suction pressure shutdown, oil failure shutdown, chilled water low temperature shutdown, low condensing water pressure shutdown.

1.15. The system must be skid mounted, except for controllers which can be mounted separately.

1.16. Dimensions of the assembled unit must be less than 36 inches wide by 147 inches long by 66 inches high.

1.17. Vendor must demonstrate that he has delivered at least 25 units, 15 of which are currently in service, similar to the one offered, and that the customers were satisfied with the performance of the units (refer to specifics in Combined Synopsis).

2. DELIVERABLES

2.1. Two (2) each skid mounted marine chilled water air conditioning plants as described above.

2.2. Three (3) each printed copies of a technical manual that provides, at a minimum, theory of operation, troubleshooting guide and cut-away diagrams of all parts with OEM part numbers identified. Three manuals must also be provided for all components that are outsourced. Also provide an electronic (.pdf) version of all documentation.

2.3. One (1) each spare compressor assembly to include motor and compressor.

2.4. One (1) lot of recommended shipboard spares.

2.5. One (1) lot of compressor oil. Quantity shall be enough for two plants in addition to initial plant fill.

2.6. Four (4) each of all filters, and dryer elements.

2.7. Must be delivered with shipping prepaid to:

NOAA Charleston Port Office, 1050 Register Street, North Charleston, SC 29405.
