RFQ EA133F-18-RQ-0104 AMENDMENT 0002
QUESTIONS AND ANSWERS
Vendor Question 0001: Attachment 2 says that "cameras must record at a speed of no less than 15 unique frames per second when the use of a video monitoring system is required". Will this system be required to be used as a video monitoring system? Will still image only systems be considered for this project?
Government Response to Vendor Question 0001: The frame per second rate is exclusive to video systems as a comparison. This project is specifically looking for a vendor who can provide a still image system that can be used as a comparison to a video image system.
Vendor Question 0002: Is electronic submission allowed? If not, please confirm the delivery address.
Government Response to Vendor Question 0002: Yes, electronic submission is allowed.
Please see email address for Contract Specialist Amy McLiverty, SF-1449, Block 9.
Vendor Question 0003: Page 10 " To achieve these objectives, NMFS has identified the following Contractor specific project deliverable: Coordinate with the video-based EM contracted provider to ensure compatibility of systems;"- Please elaborate on which items require compatibility and what the expectation is? Should the two EM systems not work independently of each other?
Government Response to Vendor Question 0003: The project will leverage the current work in the region where several fishing vessels are utilizing video based EM system. The concept is that a vessel would carry both a video and still image based system which would then allow the Government an opportunity to compare the two technologies. As a result the Contractor will be required to work with the current vendor who is supplying video-based systems to ensure both systems can work simultaneously on the vessel. Items such as installation, data retrieval, power supply, system interruption, etc. will need to be addressed.
Vendor Question 0004: How many trips per vessel per month are expected to be reviewed?
Government Response to Vendor Question 0004: The Government has not selected vessels for participation at this point and therefore cannot elaborate on the expected number of trips per vessel per month. The expectation is all trips regardless of frequency will be reviewed for the purpose of this contract as the Government would like to maximize the amount of data collected under the project.

Vendor Question 0005: Is past performance documentation excluded from the 15 single-sided page limit?
Government Response to Vendor Question 0005: Past performance documentation such as Past Performance Information sheets or Past Performance references are not included in the page count limitation; these items may be included as attachments.
Vendor Question 0006: Schedule B does have a section to include pricing for a 6 Month Option Period.
How should this pricing be presented?
Government Response to Vendor Question 0006: Please reference RFQ Section I, Federal Acquisition Regulation (FAR) clause I.5, 52.217-8, “Inclusion of FAR clause 52.217-8, Option to Extend Services, in the solicitation and resultant contract is for use by the Government as outlined at FAR 37.111, Extension of Services. The option will be exercised as needed at any time during the life of the contract using the rates applicable at the time of exercise.”
Vendor Question 0007: Can the government provide an estimated number of fishing days to be monitored for each of the two distinct types of vessels?
Government Response to Vendor Question 0007: The Government has not selected vessels for participation at this point and therefore cannot elaborate on the expected number of trips.
Vendor Question 0008: Can the government provide the primary and secondary ports from where the 2 to 5 commercial vessels operate?
Government Response to Vendor Question 0008: The Government has not selected vessels for participation at this point, however, the general range, as stated in the RFQ Statement of Work, “This SOW describes an EM project to be designed for and deployed on two (2) distinct types of vessels operating off the coasts of Maine, Massachusetts, Rhode Island, and New Jersey.
Specifically, vessels engaged in the midwater trawl herring and mackerel fishery as well in the northeast multispecies groundfish fishery.” There may be more of a focus in New England;
however that is dependent on interested vessels.
Vendor Question 0009: There is no text following the third bullet under the bullet ‘In the Northeast Multispecies Groundfish Fishery’: on the top of page 14 of the RFP. Should there be text associated with this bullet?
Government Response to Vendor Question 0009: No, that is an error.
Vendor Question 0010: What is the required resolution and interval of image capture for the still image EM systems? What file formats are preferred?
Government Response to Vendor Question 0010: The Government does not have enough experience with still image systems to determine a minimum requirement. It should be noted that part of this study will evaluate if still image systems capture all information or if frames or
EA133F-18-RQ-0104 Amendment 0001 Page 4 of 5 images are dropped as a result of still image technology. Still image systems should be set up to ensure high resolution of frames to facilitate species identification and image capture should ensure the system is not missing data. Preferred file formats are defined in Attachment 2 (Electronic Monitoring Equipment Specifications, Section VIII).
Vendor Question 0011: When the RFP refers to EM systems, should we assume that this always means still image EM systems? For example, on p. 11: “The Contractor shall install, test and initialize all the EM equipment on the participating fishing vessels.”
Government Response to Vendor Question 0011: Yes, unless otherwise noted, EM systems would refer to still image systems. There is a video based EM system component to this study for comparison purposes, but those services are supplied by another vendor currently working in the region. The vendor selected for this study would exclusively supply a still-image system.
Vendor Question 0012: Can you provide an estimate of the number of trips that will be monitored in both the herring/mackerel fishery and the groundfish fishery? Can you also provide information about the average length of those trips?
Government Response to Vendor Question 0012: More than likely, due to the timing of the project, the study may focus more on groundfish. The Government has not selected vessels for participation at this point and therefore cannot elaborate on the expected number of trips. In general, vessels we hope to target for participation, will fish year round and will likely be day-boat (36 hours or less) vessels, meaning trips will likely occur 2-5 times per week depending on the time of year. There is another EM study involving larger off-shore trawlers that is in the initiation stage and may coincide with this study. If one of those vessels was interested in participating trips would be longer (3-7 days) but would occur less frequently (3-5 times per month).
Vendor Question 0013: Is it correct to assume that the bid should include the lease price and tech support costs for 5 still image EM systems, and no costs associated with providing or maintaining the video EM systems?
Government Response to Vendor Question 0013: The quote should include the lease cost, tech support, and maintenance costs for the duration of the project specifically for the vendor’s still image system. The video system is a separate but related part of this study that the vendor is not responsible for.
Vendor Question 0014: Will the contractor be responsible for receiving, processing and storing data from the still image EM systems only? Or will they also be responsible for processing and storing the collected EM video data?
Government Response to Vendor Question 0014: Correct, the vendor will only be responsible for receiving, processing, and storing data for the still image EM system.
Vendor Question 0015: For data review and analysis, will reviewers be comparing still imagery to video imagery? Or will data review solely involve the collected still imagery?
EA133F-18-RQ-0104 Amendment 0001 Page 5 of 5
Government Response to Vendor Question 0015: Data analysis and review for the vendor will only include still imagery
Vendor Question 0016: What is the proposed start date of the project?
Government Response to Vendor Question 0016: The Government anticipates award at the end of March 2018. The selected vendor will begin the project immediately, please see RFQ Section C.4 Service Requirements.
Vendor Question 0017: Can you tell us which EM vendor systems are on the participating vessels in the groundfish fleet?
Government Response to Vendor Question 0017: Currently, Ecotrust – Canada is supplying services to all the groundfish vessels in the region. However, the contract for the next fishing year (May – April ) is currently out for bid and the vendor may change.
Vendor Question 0018: The RFQ states that " all data collected will be property of the US government".
Do you have a definition of data? I know in our other programs in the United States and Canada that data explicitly does NOT include the video assets collected by the program and rather just includes the catch/fisheries data that is gleaned from the review of the data and any associated date/time and location data. The raw video in those cases is something that we hold in trust for the individual fishermen we are collecting it from and there is some statute of limitations on how long we maintain those video assets (anywhere from 3-7 years in the programs we run).
Government Response to Vendor Question 0018: As stated in RFQ Section 2.4.9, Ownership of Materials, “All, reports, summaries, information collected or developed during this project and submitted to NMFS as required, and collected image and sensor data will be the property of NOAA Fisheries and will be maintained onsite by the NMFS.”
The vendor would be holding the data in trust of the Government (the owner) not the fishermen (data provider). We assume the role of protection of the EM data collected and in the SOW we state it’s protected as observer data. The Government is the end user and we need full access to any data collected as part of this study. In an experimental setting such as this project, it is essential the Government have full access to all the data collected as a result of this project.
2) Except for the changes made herein all other terms, conditions and provisions of the solicitation remain unchanged and in full force and effect.
