1) Question and Answers
Vendor Question 1: How should quotes be submitted-by email or hardcopy? If by email, who should we submit the quote to?
Government Response to Question 1: Responses via email are acceptable. Please refer to Section A, Block 9, Contract Specialist Amy McLiverty at Amy.L.McLiverty@noaa.gov.
Vendor Question 2: How many total sea days does a vessel in the industry typically complete per year?
Government Response to Question 2: The number of sea days is not required under the current requirement;
please see Section C, Statement of Work, Section C.4 Service Requirements.
Vendor Question 3: Will video recording be required of fishing events only, or will it be required 24/7 once finishing activity begins?
Government Response to Question 3: The video recording will need to start once fishing activity begins (net set out) and should continue until the vessel gets back to port to ensure no discarding of fish occurred in between sets, during transiting, or while steaming back to port.
Vendor Question 4: Under Section C, subsection C.4.5 (page 12 of 63) it states that "The Contractor shall draft a project plan for the project." In Section M, page 62 of 63, under FAR 52.212-2 Evaluation-Commercial Items, Item 1 Technical Approach states "The Vendor’s Technical Approach shall include a draft Project Plan.” Is the Project Plan a Deliverable under the contract, or should it be included in a vendor’s response?
