COASTSPAN Survey

Cooperative Atlantic States Shark Pupping and Nursery Survey

2015-2016 Field Sampling Season

Statement of Work

Scope The National Marine Fisheries Service Fishery Management Plan (FMP) for Atlantic tunas, swordfish, and sharks identifies a need to classify and understand Atlantic shark nursery areas.

Background

The National Marine Fisheries Service, Narragansett Laboratory, Apex Predators Program (APP) has a requirement to investigate the biology of large and small coastal shark species on their nursery grounds along the east coast of the United States, Gulf of Mexico, and Caribbean Sea. The purpose of the research is to classify and understand Atlantic shark nursery areas per the FMP for Atlantic tunas, swordfish, and sharks, to collect and analyze data for stock assessments and management, and to identify critical habitat areas for Essential Fish Habitat (EFH) research. This is a portion of a multi-year research program on shark nursery grounds and essential fish habitat.

Requirements/Tasks The contractor shall furnish the necessary personnel, materials, equipment, services and facilities except where noted in Attachment “A” to perform the following work:

1.) Identify sampling stations in putative coastal shark nursery grounds in consort with COASTSPAN personnel.

2.) Set gill nets and/or longline gear at pre-selected or random-stratified stations to sample juvenile and neonate sharks for 3-7 days per month, April through December or as necessary and weather permitting.

3.) Take required environmental data at each station.

4.) Identify, enumerate, examine, and tag sharks. Collect CPUE, location, and tag data.

5.) Assemble catch data and tag data by month and station into chart form and prepare monthly sampling reports to share with NMFS Narragansett COASTSPAN team.

6.) Submit data for base year by December 30, 2016.

NMFS Narragansett COASTSPAN will provide tags, tagging equipment, some sampling gear, and expertise as outlined in Attachment “A”. A detailed description of this project and all requirements is also included in Attachment “A”. Preliminary planning will begin on or about September 01, 2015.

Period of Performance The base year of the project shall be completed no later than Sept. 01, 2016. Partial payments are authorized and will be dispersed upon approval of the APP Team Leader.

Deliverables Expected results will include determination of which shark species use these coastal zones as a pupping and nursery grounds, gauge the relative importance of these areas with a concurrent monthly census and tag neonate and juvenile sharks. Data provided by the COASTSPAN survey participants will be shared with the APP staff as summarized monthly tables (Excel spreadsheets) and charts to be coalesced into maps delimiting nursery grounds and the seasonal utilization of these areas. Catch records (expressed as CPUE) from each area will be analyzed for use in US Atlantic HMS shark stock assessments.

All data for base year contract shall be filed with NMFS Narragansett, no later than December 30, 2016.

Cooperative Atlantic States Shark Pupping and Nursery Survey

Introduction This proposal outlines the equipment, supplies and sampling protocol needed to conduct a survey of neonate and juvenile sharks of Atlantic Coastal Waters for purposes of outlining temporal and spatial distribution including migratory habits, characterization of the suitable habitat for young of the year (YOY) and juveniles on their nursery grounds, estimating abundance of young of the year sharks, calculating annual index of relative abundance of YOY and juvenile sharks, and where appropriate, contributing to age and growth, food habits, parasites and other life history information. The sampling procedures have been designed to be used with specific statistical analyses; to preserve the statistical integrity of this project it is essential to follow the guidelines contained in this manual. Specific modification may be made in consort with NMFS personnel as circumstances require.

Permits Any local collecting permits will be the responsibility of the contractor. Please cooperate with any local agencies and request their help in obtaining tag returns.

Vessel Requirements It is the responsibility of the field team to provide an appropriate vessel; a boat significantly smaller or larger than 16-22 foot length will usually not be suited for these types of gear operations (i.e. gill-net and shallow water longline). In addition, the field team must provide fuel and oil, marine radio, electronic navigation (GPS, LORAN), and equipment necessary for safe boating operations.

No special modifications are necessary to the vessel, but a monofilament gill net will snag on any protrusion.

Protocol Sampling Dates Monthly surveys will generally be conducted some time during the months of April through December (depending on the geographical area) to provide a start and end point for juvenile residence time wherever possible. The specific days are not firm, the field team may shift the survey to accommodate weather and personal schedules; it is important to have the sampling trips as evenly spaced as possible for purposes of the tag/recapture and temporal distribution objectives of this study. Sampling will be conducted over three to seven consecutive days. The goal is to start sampling before pupping begins and finish after the sharks have left, at least during the first year.

Sampling Stations Stations will be systematically chosen by, or in consort with, the contractor to cover pertinent, significant or putative coastal areas for monthly monitoring. Ten to twelve stations will be chosen, two three hour gill net stations, or four longline stations are usually possible each day.

Sampling Site Characteristics The gill net is typically set perpendicular to the shore in 10 to 15 feet of water and therefore across the tidal current. Longline may be set in deeper channels and areas of higher current. By design, no particular stage of tide is chosen. Sampling is conducted during daylight hours only. Tide is only a consideration if it changes the target depth significantly.

Sampling Gear Stations will be sampled utilizing gill nets and/or longline gear. The choice of sampling gear type is determined in consort with APP staff.

Gill Net A bottom-set monofilament gill net, 229 m (750 feet) long and 3 m (10 feet) deep with 10.3 cm (4 inch) stretch mesh may be provided. The contractor will supply two containment barrels or other means of stowing the net, flagged staff buoys to conform to local fishing requirements, floats, two medium anchors and hardware.

Setting All anchors and end buoys should be attached to the net before beginning deployment. The net is set by securing the anchor with proper scope. The net may be set over the bow or stern. Use caution in setting off the stern so that the net is not tangled by the propeller. As the net leaves the barrels/stowage, make sure it is not twisted, attaching floats and weights at the seven marked 100 square meter points. These floats help judge current and keep boats out of the net. The end anchor should set itself if there is enough tension or current. Note location, time, depth, salinity and temperature.

Hauling The net should be “under-run” as soon as possible while in place by hauling up the first set end over the windward side of the boat. We usually haul the net over the windward/up-current side of the boat while simultaneously re-deploying and spreading the net over the leeward/down current side, removing everything from the net (animals, vegetation, debris), until you are at the end of the net. Drop the end of the net back into the water and drift or carefully motor away from the net. If sharks or significant bycatch are captured, go back to the beginning of the net and begin the hauling process again to decrease mortality; if no sharks or only a few fish are caught, leave the net for 30-45 minutes before under-running again. Continue this process until the time elapsed from the beginning of the deployment is at least three hours. The number of passes made across the net will depend on the density of sharks and bycatch.

Retrieving When the sampling time has expired (at least 2.75 hours), retrieve the net. Pick up the downwind or down current end anchor and buoy. Haul the net, clear it and start piling it into one of the barrels or other stowage. It is better to haul the net from down wind/current to keep it from rolling.

Clearing Everything should be cleared from the net as it is “under-run” over the boat. Debris in the net will cause it to not “fish” properly. On the back of the data sheet, list all bycatch and vegetation. Identify to species all fishes and invertebrates. Count the teleosts and note the relative abundance of invertebrates.

Longline Gear A 50 hook longline may be provided for use in areas where gill netting is unsafe or difficult (areas of high current, heavy boat traffic, macro algae, etc.). The line consists of 50 gangions comprised of 39960, 12/0 Mustad circle hooks with barbs depressed, 50 cm of 1/16 stainless cable, 100 cm of 1/4 inch braided nylon with 120 - 4/0 longline snaps and 1000 feet of 1/4 to 3/8 main line.

Setting and Retrieving Longline is baited with strips of menhaden or other suitable local fish species and deployed by drifting or slowly motoring over the station. Gangions are spaced every 14-16 ft, (4-5 meters) and buoyed appropriately. Scrap weights (from the long line) are used at each end of the line to start and end the bottom set and keep it from traveling in current.

Longline gear is soaked for one hour from time of last hook deployment and retrieved by hand down current from first hook set to last. Soak times may be reduced to 30 minutes if there is substantial bait loss due to non-target species. Circle hooks usually catch the corner of the jaw and are at first difficult to remove. Pushing the hook down the throat slightly with stainless fishing pliers, or by using a “Dehooker” or other device may help. Make every effort to remove the hook from the shark. Sharks are measured and tagged as described below.

Environmental Data Several measurements are taken during each set. Air temperature, water temperature, depth (at both ends of the net), and salinity are measured and weather and bottom type are described at the beginning of each set and entered on the data sheet. If there is a precise depth gauge on the boat, it may be used, but some electronic systems do not work well in the shallow water. A leadline marked in intervals of feet or meters will suffice. For bottom type, look at what comes up on the anchor for sediment (mud, sand, gravel, shells or a combination). If a refractometer is available, measure the salinity. If a refractometer is not available use salinity sample bottles that should be labeled with the date, time and station name. The bottle should be rinsed out twice before filling for the sample. Samples should be run by the contractor unless other arrangements are made. Depth (at both ends of the net), temperature and salinity should also be measured at the end of each set.

Elasmobranchs All elasmobranchs will be logged on the data sheet with net position (the net is pre-marked and divided into seven 100m2 sections, marked on the float and leadlines); or note longline position. All elasmobranchs should be identified, sexed, measured for fork length (FL) and total length (TL) (disc width (DW) on rays), tagged (except dogfish and batoids) and released. In addition to the above information, all sharks should be examined for the presence of a tag, umbilical scar condition (explained below), presence and location of external parasites (explained below) and fish hooks. Be careful to release gill net caught sharks away from the net. Note the condition of the shark at release as excellent, shark swam away quickly (1), good, shark swam away slowly (2), fair, shark was sluggish (3), poor, shark floated away or just sank out of sight (4), moribund (5), or lost from the net before measured (6). Moribund and dead sandbar sharks are to be qualitatively/quantitatively sampled for stomach contents.

Tagging Sharks smaller than 70 cm FL will be released with a blue NMFS rototag clipped into a hole punched in the dorsal fin with a leather punch (provided), or the NMFS HP tag (plastic, dart-tipped spaghetti tag) attached to the dorsum at the posterior base of the first dorsal fin so the barb of the tag is hooked under the base of the fin. Sharks larger than 100 cm FL will be tagged with the NMFS M-type tag, a stainless tipped capsule tag in the same location as the HP tag, but not hooked under the fin elements.

Knowing the healing rate of the umbilical scars in the natural habitat is crucial to estimating age (in weeks or months) of the young of the year and can be used to estimate size at and date of birth. Carefully inspect each shark for an umbilical scar and classify it as having umbilical remains (UR) where there is a piece of the cord hanging off the opening, fresh without healing (FR) where the umbilical scar is wide open and no healing has begun, partially healed (PH) where the opening is still open, but there is some over growing, mostly healed (MH) where the scar is mostly closed but a black line is present, completely or well healed (WH) where a line of scar tissue can be seen, or not present (NP) where a line of scar tissue cannot be seen. Data sheets and umbilical scar photographs will be provided under separate cover.

Recaptures The nature of the abundance estimator used in this study is the availability of tagged animals to be recaptured one or more times. Recaptured sharks should be re-released after all the data is recorded. Note the fouling on the tag. Direct observation of the umbilical scar over one or more recaptures is important. Please note umbilical scar condition.
