Statement of Work
Milli-Q Systems
Hollings Marine Laboratory
Charleston, SC 29412
GENERAL
The Department of Commerce (DOC), National Oceanic Atmospheric
Administration (NOAA), National Ocean Service (NOS), Hollings Marine
Laboratory (HML), located at 331 Fort Johnson Road, Charleston, South Carolina is a federal research laboratory housing five (5) scientific business partners. The HML is an
117,000 square foot laboratory facility, which includes laboratories, office spaces, a Nuclear
Magnetic Resonance (NMR) facility and an aquaculture facility.
The existing Eighteen (18) Individual Milli-Q Systems require semi annual inspection and service so that our Scientists are able to have purified water to utilize in various experiments throughout the HML Laboratory Building.
OBJECTIVE
The complexity of the scientific research conducted at the HML requires small quantities of purified water on demand to use on and maintain critical science experiments from month to month and year to year. The inspection and servicing of these Eighteen (18) Milli-Q
Systems will allow the existing scientific experiments to be maintained and utilized in various controlled laboratory environments and experiments for the residents and scientists.

Full service and preventative maintenance on the Millipore and ELGA water purification system shall include servicing of the DI and Carbon exchange tanks to some of the systems as follows:
Room C204 has one 6” x 18” carbon tank with 1/4 cubic feet of resin and one 6” x 18” mixed-bed deionizer with 1/4 cubic feet of resin
Room C203 has one 6” x 18” carbon tank with 1/4 cubic feet of resin and one 6” x 18” mixed-bed deionizer with 1/4 cubic feet of resin
Room D109 has one 6” x 18” carbon tank with 1/4 cubic feet of resin and two 6” x 18” mixed-bed deionizers each with 1/4 cubic feet of resin
Room C108 has one 6” x 18” carbon tank with 1/4 cubic feet of resin and two 6” x 18” mixed-bed deionizers each with 1/4 cubic feet of resin
Clean Room C103 has one 6” x 18” carbon tank with 1/4 cubic feet of resin and two 6” x 18” mixed-bed deionizers each with 1/4 cubic feet of resin
These are exchanged twice each year along with the other expendable cartridges. These are the property of the present contractor and are provided on a service/lease basis.
The Millipore systems in the above labs are not connected to the “House” Deionized water system upstairs.
Each DI system includes a 1 megohm resistivity quality control indicator light to monitor the output quality of the tank.
All contractors must provide and install these tanks and include the cost of servicing these DI and Carbon tanks in their total bid price.

QUALIFICATIONS
1. Proof of and assurance that the contractor can provide the service promptly or within the time specified, without delay or interference.
2. The selected contractor must show competency and experience with inspection, servicing and repair of Milli-Q systems in industrial, commercial, institutional, medical and /or academic facilities.
3. The contractor shall perform the inspection, servicing and or repair with factory-trained, skilled, professional technicians who are familiar with inspection, maintenance, and repair procedures.
4. An adequate supply of equipment in good condition and adequate manpower to perform the service.
5. In performing this work, the Contractor shall comply with all applicable federal, state, and local laws and regulations.
6. The contractor must have at the time of proposal all applicable licenses and/or registrations as required under the laws of the federal government, State of South Carolina, Charleston County and local ordinances for the performance of work under this agreement.
SITE VISIT:
1. All vendors interested in submitting a quote are encouraged to attend a site visit at HML.
The site visit times and date will be coordinated by the Contracting Officer of Record.
2. During the site visit, prospective vendors will have the opportunity to review and inspect all Milli-Q locations within the facility.
SCOPE OF WORK:
1. The Contractor shall furnish the necessary supervision, labor, material, equipment, services, and facilities (except as otherwise specified) to complete the project.
2. The purpose of this contract is to inspect, service and repair, as needed, the existing eighteen (18) Milli-Q systems. All units are to be serviced between Monday through Friday (7:00am to 3:30pm) EST excluding Federal holidays. This service requires that consumable parts listed in the schedule of deliverables to be provided on either the semi-annual basis or as needed basis as identified in the deliverable schedule. All eighteen (18) Milli-Q systems will require semi-annual change out of five different filters that are listed in the schedule of the deliverables along with the replacement of two types of light bulbs on an as needed basis when they have been identified as being worn out or broken. This service requires that all five of the filters and bulbs listed in the schedule of deliverables be provided from the manufacturer. After-market filters have been shown to leak and cause damage to the Milli-Q systems and the after-market bulbs have shown to have half of the life of the manufacturer’s bulbs. If repairs or replacement of components of the Milli-Q system is required to bring the system back to fully operational capability, a quote by the vendor will be provided to the Contracting Officer for their review, approval, and funding before any repairs to the Milli-Q system can be authorized.
SECURITY/SAFETY/ENVIRONMENTAL CONSIDERATIONS:
1. Work must be completed while observing all applicable federal, state, and local laws and regulations pertaining to safety, security, and environmental considerations of the project.
CONFORMAMCE WITH ENVIRONMENTAL MANAGEMENT SYSTEMS:
1. The Contractor shall perform work under this contract consistent with the relevant policies and objectives identified in the agency, organizational, or facility environmental management systems (EMS) set forth in the contract.
2. The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs and Operational Controls identified by the agency, organizational, or facility EMS, and shall provide monitoring and measurement information as necessary for the organization to address environmental performance relative to the environmental, energy, and transportation management goals.
3. In the event an environmental nonconformance or noncompliance associated with the contracted services is identified, the Contractor shall expeditiously take all necessary corrective or preventative actions.
4. In the case of a noncompliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Site Coordinator.
5. In addition, the Contractor shall ensure that its employees are aware of the roles and responsibilities identified for them by the environmental management system and how those requirements affect the work performed under this contract. Those responsibilities shall include the following:
a. Registration at front desk and receipt of a temporary pass for one day (if needed, a door pass card will also be furnished at that time).
b. Receipt and acceptance of the brief statement concerning the EMS that will be provided by the front desk personnel at the time of the temporary pass issuance.
c. Compliance with the Facility Engineer or designated maintenance staff member on any other actions that need to be taken to protect HML and the environment.
