1. THIS IS A REQUEST FOR INFORMATION FOR PLANNING PURPOSES

ONLY. This announcement closes 4:00 p.m. Eastern Standard Time on Monday, 22 January 2024.

2. The Government is seeking industry input from all sources (small and large business) at this time. Small Business concerns are highly encouraged to respond. The applicable North American Industry Classification System (NAICS) for this requirement is 611512 (Flight Training) with a size standard of $34M. Interested parties must be registered under NAICS 611512 in SAM (System for Award Management) at www.sam.gov. The Government plans to consider all information submitted in response to this notice.

A. The United States Air Force, Air Combat Command, Acquisition Management Integration Center (ACC AMIC), Langley AFB VA, is in the process of determining the market’s availability for training for G550 EA-37B Pilots. The contractor shall provide Initial, Refresher, Academic, and Simulator Training, as well as a variety of technical courses for ACC flight crews operating Gulfstream aircraft. All training shall be conducted in a Federal Aviation Administration (FAA) approved training center (located in the Continental United States) by FAA certified instructors with a minimum of one year experience in type.

To be considered qualified, each contractor must possess an applicable training program approved under 14 Code of Federal Regulation (CFR) Part 142 or equivalent. At a minimum, the contractor shall furnish onsite, an FAA Certified Level C or better fully operational G550 flight simulator appropriate to the EA-37B training being conducted. The USAF EA-37B simulators must also be capable of CAT II Instrument Landing System (ILS) approaches, or better.

B. The Government anticipates making the award on or about 1 Mar 2024. The period of performance will cover one base-year period and two (2) one-year option periods for a total of 3 years. This acquisition will be issued as a Request for Proposal (RFP) on or about 29 Jan 2024. Please note: This is an estimated posting timeframe, and it is the responsibility of the interested parties to monitor the System for Award Management (SAM) at www.sam.gov for all subsequent postings. The draft Performance Work Statement (PWS) is posted in conjunction with this notice to provide the size, scope, and complexity of this requirement.

C. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. All interested parties should submit a capabilities package (limit to no more than 10 pages total) outlining their key business abilities relevant to the performance of this requirement and addressing the questions found in Attachment 2 – Questions for Industry. Please submit all requested information via email to this office NLT the closing date and time, 22 Jan 24, 4:00 PM EST. Request you use the following format in the http://www.sam.gov/ email subject line: (Company Name – Sources Sought for the G550 EA-37B Pilot Training Requirement). Submit all requested information to the following:

D. The internet and e-mail shall be used as the primary means of disseminating and exchanging information throughout the acquisition process. Hard copies of documents posted at www.sam.gov will not be made available. The Government will provide an email confirmation acknowledging receipt.

3. Information Requested from Industry. We request your input to the Questions on Attachment 2 no later than 1600 EST on 22 January 2024. At this time, we are not requesting comments or inputs on this requirement.
