About this file
This Sources Sought Notice (SSN) seeks industry input for an E-6B In-Flight Trainer (IFT) contract for fiscal years 2027-2032, issued by the Navy's Program Manager for Adversary and Specialized Aircraft (PMA-226). The requirements specify a Contractor Owned, Government Operated (COGO) Boeing 737-NG aircraft with specific technical and operational capabilities, including a glass cockpit, side-by-side pilot seating, 5-hour endurance, 2000nm range, and ability to support 2,400 flight hours and 7,200 landings per year. The aircraft will primarily support E-6B Mercury pilot training, with Navy instructors as Pilot in Command and contractor pilots serving as Subject Matter Experts.
Key contract requirements include approximately two five-hour flights per day, five days per week, with 12 weekend flights annually, and sortie origination at Tinker AFB or Will Rogers World Airport. Contractor pilots must be IAW FAR Part 61, Boeing 737-NG type rated, FAA Multi-Engine Instructors with flight instructor and instrument ratings. The government will provide fuel for service flights, and the aircraft must maintain 80% availability while operating under FAR Part 91 regulations. While this is a market research document and not a formal solicitation, it indicates the Navy's intent to procure an in-flight training solution to reduce flight hours and cycles on the current E-6B fleet.
