About this file
This is a Justification for Other than Full and Open Competition (JOFOC) for a sole-source procurement by the Department of the Interior, Interior Business Center, on behalf of the National Cancer Institute's Center for Cancer Research, Radiation Oncology Branch.
The Government seeks to procure a fully integrated Magnetic Resonance Imaging (MRI)-guided linear accelerator system from Elekta Inc. (UEI: KASJPKCN5BM8, located at 400 Perimeter Center Terrace NE, Suite 50, Atlanta, GA 30346) for delivery and installation by September 25, 2026, with performance concluding by September 24, 2027. The estimated procurement value is redacted. The system must include specific technical specifications: a 7 MV photon beam, 160-leaf multileaf collimator, onboard 1.5T or greater MRI imaging system, DWI-capable imaging protocols, patient motion imaging capability, specialized MR receive coil, dedicated MRI console, patient positioning system with flat table and comfort mattress, quality assurance phantoms, treatment room accommodations with adjustable lighting and laser alignment systems, and site planning with shielding and installation support. The justification for sole-source award under RFO 6.103-1 and 41 U.S.C. 3304(a)(1) is based on Elektta's unique proprietary hardware-software integration and specialization in magnetic, radiofrequency, and radiation shielding technology. The company is the sole manufacturer authorized to install and commission the system and does not permit third-party sales or installation. Market research conducted June 25, 2026, including review of commercial product literature, scientific publications, Federal procurement history, web-based surveys, and expert consultation, confirmed no other source can provide an equivalent integrated 1.5T MR-guided linear accelerator system meeting the Government's minimum requirements. The Government will publicize the requirement as a commercial acquisition under RFO 5.101 with a combined synopsis and solicitation, and will evaluate any capability statements received, though none are expected. Price reasonableness will be determined through comparison to the Independent Government Cost Estimate, contractor proposals, historical Federal procurement data, and assessment of included elements such as site planning, delivery, installation, training, and warranty.
