Description:

MARKET SURVEY – Request for Information: The Naval Surface Warfare Center, Port Hueneme Division issues this Sources Sought Notice as a means of conducting market research to identify interested parties for this requirement. This Sources Sought Notice is focused on identifying capabilities in the market place and resources to support this requirement, as well as obtaining related technical information for the procurement of the items listed below.

The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System code assigned to this procurement is 811210 with a small business size standard of $34 Million.

The envisioned item anticipated to be procured from a contractor as a result of a potential future solicitation is identified below.

Method of issue: Sole Source (Lansmont Corporation)

The NAVAL SURFACE WARFARE CENTER PORT HUENEME DIVISION is seeking the following requirement;

INSTRUCTIONS TO INDUSTRY:

Requested Information: The Navy requests the following information from parties interested in responding to this Sources Sought Notice:

a) Company Name, Address, CAGE Code, DUNS.

b) Response Point of Contact name, telephone number, email address, and website URL.

c) Tailored Information describing company capabilities, resources, experience, and product lines that demonstrate an ability to provide the items described above.

d) Business Size, Special Size Sub-Category, and Type of Ownership for the Company.

e) Rough Order of Magnitude cost estimate to provide the items in the quantity described above

f) Feedback and questions regarding the feasibility or challenges for providing the items described above

g) Information regarding the commerciality of the items described above

Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the Government.

The Government will evaluate market information to ascertain potential market capacity to:

a) Provide supplies consistent in scope and scale with those described in this notice and otherwise anticipate

b) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.

Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Submission Instructions:

Interested parties who consider themselves qualified to provide the above-listed items should respond to this Sources Sought Notice. Responses are required to be received no later than 3:00 PM Pacific Time on 01/02/2025. Responses should be provided in formats compatible with Microsoft Office 2010 for Windows or Adobe Portable Document Format (pdf). Receipt of responses will be acknowledged. Responses will not be returned. Following the date of response submission, the Government may contact respondents to seek clarification of submitted information. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Additionally, any costs incurred by interested companies in response to this announcement will NOT be reimbursed and are NOT considered allowable direct charges to other contracts or tasking.

STATEMENT OF WORK

December 12, 2024

1. BACKGROUND/INTRODUCTION

Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is the designated In-Service Engineering Agent and the data loggers support the Standard Missile All-Up-Rounds during transportation and storage to monitor the environmental conditions. This is a requirement by Program Executive Office Missile Defense Agency to ensure the safety and integrity of the mission.

2. OBJECTIVE

The objective of this contract is to procure calibration services from the manufacturer, LANSMONT and procure repair of data logger’s as needed.

3. SCOPE OF WORK

Scope of work under this contract includes the following

Calibration:

Contractor will verify the proper function, quality and measurement accuracy. Calibration services will be accredited to ISO/IEC 17025:2005 standards. All calibration standards and test equipment will be traceable to the National Institute of Standards and Technology.

Below is a sample of the Calibration services that are to be completed, along with calibration documents from LANSMONT that will certify that our instruments meet the ISO/IEC 17025:2005 Standards

• Check battery current draw

• Check all on-board memory

• Check functionality of internal and external inputs

• Check functionality of external triggers

• Calibrate signal conditioners

• Back-to-back comparison calibration for shock & vibration input

• System temperature response verification

• Check system frequency response

• Calibrate temperature, humidity, and atmospheric pressure sensors

• Verify accurate and stable signal conditioner gains

• Install new main and backup batteries (if appropriate)

• Install tamper seals and Cal labels

Repair:

Contractor will evaluate our instruments to ensure that it is operating as designed. If the instrument is found to be functioning correctly and no repair is needed, the Evaluation & Repair fee will be waived. If repairs are required, LANSMONT CORP. will automatically proceed to complete the repair provided doing so will not exceed this Evaluation & Repair fee. If the cost of repairs will exceed this fee, then LANSMONT CORP. will issue an additional quotation for the repair and proceed upon approval from the customer.

Shipment:

NSWC PHD will ensure that all data loggers are shipped to and from Lansmont Corp. after calibration/repair services are complete.
