About this file
This is a Sole Source Justification document for a firm fixed price purchase order issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) to General Tool Company (Gentool), located at 101 Landy Ln, Cincinnati, OH 45215. The requirement involves test, teardown, and evaluation (TT&E) of two compromised GEN1 Lift Fan Impeller Assemblies (part number 8592542-001) for refurbishment to GEN2 Lift Fan Impeller Assembly configuration (part number 8592542-010) for the LCAC100 Class Hovercraft. Specific work includes torque checking all assembly fasteners against NAVSEA drawing 248-8592542 specifications, inspecting impeller blade fastener joints for insert condition and deformity, and examining leading edges for erosion and material thickness loss per NAVSEA drawing 248-8592247, with all findings documented in a comprehensive report.
The procurement is awarded on a sole source basis under FAR 6.302-1(a)(2)(iii)(B) because Gentool is the only NAVSEA-approved manufacturer capable of producing this critical component. The GEN1 impellers were susceptible to water intrusion during initial LCAC100 deliveries; the design change to GEN2 impellers occurred during Post Delivery Test & Trials. Qualifying an alternative source and building assembly line capacity would cost significantly more and cause unacceptable schedule delays that would jeopardize the Initial Operational Capability (IOC) craft integration timeline. The Contracting Officer determined that this order represents best value and the lowest overall cost alternative. The acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold, and will be synopsized on SAM.gov.

Subj: SOLE SOURCE JUSTIFICATION FOR PURCHASE OF LIFT FAN IMPELLERS AND IMPELLER
BLADE ASSEMBLYS FOR THE LCAC100 CLASS HOVERCRAFT
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.
2. Nature and/or description of the action being approved.
This action will award a firm fixed price (FFP) purchase order, on a sole source basis, to the General Tool Company (Gentool), 101 Landy Ln, Cincinnati, OH 45215. The United States Navy (USN) has a requirement for the tear down and inspection of impellor blades for the LCAC100.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The Contractor shall perform a test, teardown, and evaluation (TT&E) of two (2) compromised GEN1 Lift Fan Impeller Assemblies part number (PN): 8592542-001 for refurbishment to the GEN2 Lift Fan Impeller Assembly PN: 8592542-010. Before removal of components, the Contractor shall torque check all assembly fasteners and document any locations that record torque values lower than the specifications within NAVSEA drawing 248- 8592542. The Contractor shall inspect each Impeller Blade’s Fastener Joints for insert condition and deformity, and Leading Edges for erosion/material thickness loss; as well as ensuring adherence to NAVSEA drawing 248- 8592247. The Contractor shall document all inspection findings in a report.
The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.
2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).
This procurement is sole source for the following reasons. As the In-service Engineering Agent (ISEA), NSWC PCD’s Air Cushion Vehicle (ACV) Branch, has requirements in support of Naval Sea Systems (NAVSEA) Command to establish an interim depot repair and retrofit rotatable pool of assets. The first of class LCAC100 hovercrafts were delivered to the USN with Generation 1 (GEN1) Lift Fan Impellers that were susceptible to water intrusion. During Post Delivery Test & Trials (PDT&T), there was a design change implemented to the Left-Hand (LH) & Right Hand (RH) Impeller Blades that improved the reliability of the Lift Fan Impellers and resulted in a configuration change from the GEN1 Lift Fan Impeller to the new approved Generation 2 (GEN2) version. Gentool is the only NAVSEA approved manufacturer the USN has deemed capable to manufacture this critical craft component that increases both operator safety and mission reliability. The cost the USN would incur to qualify a new source and the material purchases required to build up their assembly line could exceed $. There would potentially be additional costs estimated at $ for logistics and configuration management product updates as well. In addition, the schedule slips associated with extended lead times from qualifying a new source are estimated to be, which would be detrimental to the current IOC craft integration schedule. As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement. Therefore, it is imperative that this requirement is awarded on a sole source basis to General Tool Company to meet strict program schedules.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, General Tool Company is the only source that can meet the Government’s needs. Additionally, this requirement will be synopsized in the government point of entry SAM.gov.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
For the reasons specified in paragraph 4 above, General Tool Company is the only source that can meet the Government’s needs.
