About this file

This is a Sole Source Justification memorandum from the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) authorizing a firm fixed price contract with Carahsoft Technology Corp. for Salesforce management software and integration support services.

The acquisition includes seven line items totaling specified quantities of Salesforce products for government cloud deployment: Public Sector Foundation Advanced Unlimited Edition (20 units), CRM Analytics for Public Sector Solutions (20 units), Employee Experience for Public Sector Unlimited Edition (150 units), Government Cloud Plus Defense (1 unit), Salesforce Shield Fee (1 unit), Identity for Employees Unlimited Edition (500 units), and Compass Strategy Design Support Services Phase II Implementation (1 unit). The contracting officer determined this represents the best value and lowest overall cost alternative. The acquisition is conducted under simplified acquisition procedures using FAR 12.102(a) authority, with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold. The justification for sole source procurement centers on NSWC PCD's prior analysis of alternatives that identified Salesforce as the only Department of War-approved software platform capable of meeting command requirements. Carahsoft is identified as the sole provider of Salesforce software for DoD implementation, and selecting an alternative system would necessitate repeating the analysis of alternatives and Phase I implementation, creating unacceptable delays and costs. The requirement will be synopsized on sam.gov, and no market research was conducted due to the single-source determination.

Subj: SOLE SOURCE MEMORANDUM TO ACQUIRE SALESFORCE MANAGEMENT

SOFTWARE

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Sole Source Justification.”

This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.

2. Nature and/or description of the action being approved.

This action will award a firm fixed price contract to a Carahsoft Technology Corp. for the Salesforce software and integration support listed in paragraph 3.

3. A description of the supplies or services required to meet the agency’s needs.

The contract effort is to acquire the following:

COMPASS-1 Compass Strategy Design Support Services (Phase II Implementation) 1

This acquisition will be conducted using simplified acquisition procedures. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold.

4. Identification of the justification and, if applicable, this acquisition is conducted under the authority of FAR 12.102(a), Restricting Competition for Commercial Acquisitions Below the Simplified Acquisition Threshold. The determination has been made that only one source is reasonably available to meet the Government's minimum needs..

The Salesforce management software platform is being acquired because of an NSWCPCD analysis of alternatives (AoA) to deploy as a pilot program for the Command’s software tools.

Salesforce provided Department of War approved software products capable of meeting the requirements of the command. The software and support listed in Section 3 meets the requirements outlined by the AoA to deliver software tool integration expeditiously.

Carahsoft is the sole provider of Salesforce software for DoD implementation. If another software package were to be selected, the AoA and Phase I implementation would have to be conducted again, which would open the Command to unacceptable risk. Salesforce software is a Commercial-Off-The-Shelf (COTS) product to develop complex IT workflows required to provide software tool integration. In summary, using an alternate software system would prove costly in time and dollars to the government and to the mission. Carahsoft Technology Corp. is uniquely positioned to provide the required software.

As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.

Therefore, it is in the Governments’ best interest to acquire the Salesforce software through Carahsoft Technology Corp.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 12.102(a).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, Carahsoft Technology Corp. is the only source that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, Carahsoft Technology Corp. is the only source that can meet the Government’s needs.
