About this file
This is a Sole Source Justification memorandum for a federal contract award by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD).
The contracting activity intends to award a purchase order on a sole source basis to Galleon Embedded Computing LLC (CAGE 6QVX9), located in Katy, Texas, for the acquisition of 18 G1 USB3 Docking Stations (Part Number G1-USB3DOCK-AES-003). The equipment includes software for Windows and Linux hosts, power supply units, USB-C cables, software installation and configuration instructions, and RDM tools for RAID initialization and module preparation. The acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold. Galleon Embedded Computing LLC is identified as the original equipment manufacturer (OEM) for the Spectra Defense Technologies G1-USB3DOCK-AES-003 docking stations, which are components of a configuration-controlled post-mission analysis system that has undergone rigorous testing and certification for Navy vessel operation. The justification for sole source award under FAR 12.102(a) is based on the determination that only one source is reasonably available to meet the Government's minimum needs. The contracting officer has determined that the award represents best value to the Government based on unique and time-sensitive mission requirements for Special Operating Forces, emphasizing mission readiness and avoidance of extended equipment downtime. The requirement will be synopsized in SAM.gov as mandated by federal regulations.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. This acquisition is conducted under the authority of FAR 12.102(a), Restricting Competition for Commercial Acquisitions Below the Simplified Acquisition Threshold. The determination has been made that only one source is reasonably available to meet the Government's minimum needs.
The Galleon Embedded Computing LLC. is the OEM for the Spectra Defense Technologies G1- USB3DOCK-AES-003 is a part of a configuration-controlled post-mission analysis system that has been through rigorous testing to be certified to operate on a Navy vessel. As such, they are the only parts certified to operate on a Navy vessel. Using an alternate part would prove costly in time and money. The OEM, Galleon Embedded Computing LLC, does not sell through distribution, therefore they are the sole source for the required part.
As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.
Therefore, it is in the Government’s best interest to award on a sole source basis to Galleon Embedded Computing LLC.
5. Best Value Determination in Accordance with FAR 12.102(a)
The Contracting Officer has determined that this order represents the best value to the Government. This determination is based on the unique and time-sensitive mission requirements of Special Operating Forces. Awarding this as a sole-source order is the most advantageous approach.
The best value is achieved by ensuring mission readiness and avoiding the costs and operational impacts of extended equipment downtime.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Galleon Embedded Computing LLC is the only company that can meet the Government’s needs. This requirement will be synopsized in the government point of entry SAM.gov. REDACTED.
7. Any other facts supporting the justification.
None
