About this file
This is a Sole Source Justification memorandum for a Navy crane rental procurement. LCDR Nicholas Perez, SATFADS Program Manager Representative, is seeking approval from Nicole Stevens at NSWC PCD Code 024 to award a sole-source contract to Deep South Crane Rentals, Inc. (SAM Cage Code 0JL07, located in Pensacola, Florida) for crane operations supporting the Navy Experimental Diving Unit's Saturation Fly-Away Diving System (SATFADS) at Naval Support Activity Panama City.
The procurement encompasses specialized crane rental services for five business days, including: a 240-ton crane operating eight hours daily; freight in/out for 152,100 pounds of counterweights; certified rigger and flagger services at eight hours daily; operator travel expenses; and a one-time lift plan charge. An 8% fuel surcharge applies to the subtotal. The estimated total contract value exceeds $25,000 but does not exceed the simplified acquisition threshold of $350,000. The justification for sole-source award centers on Deep South Crane Rentals being the only available source capable of meeting the specific technical requirements: lifting 50,000 pounds to a radius not exceeding 50 feet with the correct crane specifications. The company possesses specialized experience with SATFADS lift requirements, and using an alternative vendor could jeopardize critical Navy saturation diving capability and incur significant costs. The Contracting Officer determined that awarding on a sole-source basis represents best value by ensuring mission readiness and avoiding extended equipment downtime. The requirement will be synopsized on SAM.gov due to the estimated value exceeding $25,000.

This acquisition will be conducted using simplified acquisition procedures with a total estimated value of greater than $25,000.00. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $350,000.00.
4. Justification Rationale
This acquisition is conducted under the authority of FAR 12.102(a), Restricting Competition for Commercial Acquisitions Below the Simplified Acquisition Threshold.
The determination has been made that only one source is reasonably available to meet the Government's minimum needs.
Deep South Crane Rentals is available to perform multiple lifts for the Saturation Fly-Away Diving System (SATFADS) on the pier at Naval Support Activity Panama City. This purchase is not suitable for full and open competition for the following reasons. We need a specific crane to make the lifts required on the pier. The heaviest lift is 50,000 pounds lifted to a radius not to exceed 50 feet. It is necessary and must be completed with the correct crane. Market research revealed that Deep South Crane Rentals is the only source that can meet the weight and swing radius of the required lifts. Deep South Crane Rentals is also highly experienced with SATFADS lift requirements. If a different vendor was to be used, the Navy’s saturation diving capability could be at risk, due to the critical nature of the SATFADS. Attempting to order from a different vendor could be costly to meet the Government’s needs. Major lifts to be completed include, but not limited to:
1. Place the new platform into position on the pier
2. Install various SATFADS modules/equipment in proper sequence onto the new platform
As such, the government does not expect significant savings through competition, and it is more advantageous to the Government to award on a sole source basis to Deep South Crane Rental Inc. for crane operations.
5. Best Value Determination in Accordance with FAR 12.102(a) A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 12.102(a).
The Contracting Officer has determined that this order represents the best value to the Government. This determination is based on the unique and time-sensitive mission requirements of Special Operating Forces. Awarding this as a sole-source order is the most advantageous approach. The best value is achieved by ensuring mission readiness and avoiding the costs and operational impacts of extended equipment downtime.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Deep South Crane Rentals, Inc. is the only source that can meet the Government’s needs. This requirement will be synopsized in the government point of entry SAM.gov because it is estimated to be greater than $25,000.00.
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Deep South Crane Rentals is the only source that can meet this requirement.
