About this file
This is a Limited Source Justification memorandum issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division for the acquisition of Curtiss-Wright VXS Static Crossbar Switches on a limited competition basis.
The procurement involves the acquisition of five (5) VXS Static Crossbar Switches (Part Number CSW1-021-E4H) through simplified acquisition procedures. Competition is restricted to two approved sources: Northrop Grumman Corporation (NGC) located in Melbourne, Florida, and Curtiss-Wright Integrated Solutions (CAGE 1BT62) located in Santa Clarita, California. The justification for limited competition is based on the fact that Curtiss-Wright exclusively manufactures the switches, NGC is the sole distributor of the military-grade version, and the items are not available through standard distribution channels or resellers. The acquisition supports a lifetime buy opportunity for the AN/AES-1 Airborne Laser Mine Detection System (ALMDS) to maintain operational availability until a replacement can be fielded to the fleet, as the VXS Crossbar Switch production line is being closed. The Contracting Officer determined the order represents best value and results in the lowest overall cost alternative. Qualifying a new source would exceed estimated costs and result in schedule delays of 12-24 months, which would negatively impact fleet-wide operational availability. The requirement will be posted on SAM.gov, and this memorandum does not authorize acquisition for other requirements.

Subj: LIMITED COMPETITION MEMORANDUM TO ACQUIRE CURTISS-WRIGHT CROSSBAR
SWITCHES
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a limited source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order, on a limited competition basis, for the acquisition of the Curtiss-Wright VXS Crossbar Switch which is currently approved by the U.S. Navy. The U.S. Navy was recently notified that the VXS Crossbar Switch is obsolete and the production line for this component will be closed in the near future. This purchase order will allow the U.S. Navy to make a limited life time buy of materials to ensure the AN/AES-1 Airborne Laser Mine Detection System (ALMDS) can maintain operational availability requirements until a replacement can be fielded to the fleet. Competition will be limited to the only approved manufacturers and distributors of the VXS Crossbar Switch which are:
a. Northrop Grumman Corporation (NGC), 2000 West NASA Boulevard, Melbourne, FL 32904
b. Curtiss-Wright Integrated Solutions, CAGE 1BT62, 28965 Avenue Penn, Santa Clarita, CA 91355
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The following items and support are being acquired:
Item Item Nomenclature Item Part Number Qty
001 VXS Static Crossbar Switch CSW1-021-E4H 5
This acquisition will be conducted using simplified acquisition procedures. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply orservice. 10 U.S.C. 2304(c)(1), 10 U.S.C.
2304(d)(1)(B). Unique supplies or services available from only one or a limited number of sources or from only one or a limited number of suppliers with unique capabilities. FAR 6.302-1(b)(1)(ii).
Pursuant to FAR 6.302-1(a)(2)(iii)(B), competition on this procurement is limited for the following reasons. The VXS Static Crossbar Switch is manufactured exclusively by Curtiss-Wright. Additionally, due to the military version being acquired, NGC is the sole distributor of the VXS Crossbar Switch. The items requested are military grade components that are not sold through distribution channels or resellers. NGC only sells the Curtiss-Wright Switches directly to the government under contract. The cost the USN would incur to qualify a new source and the material purchases required to build up their assembly line could exceed $. There would potentially be additional costs estimated at $ for logistics and configuration management product updates as well. In addition, the schedule slips associated with extended lead times from qualifying a new source are estimated to be 12-24 months, which would negatively impact the operational availability of the AN/AES-1 system fleet wide. Therefore, it is imperative that competition on this contract action is limited to Northrop Grumman Corporation and Curtiss- Wright Integrated Solutions.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, competition on this contract action is limited to Northrop Grumman Corporation and Curtiss-Wright Integrated Solutions. The Curtiss-Wright crossbar switches are the only switches that will meet the Government’s needs. Additionally, this requirement will be posted in the Government Point of Entry website SAM.gov.
7. Any other facts supporting the justification.
This procurement support a life time buy opportunity that is required to support the program.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
For the reasons specified in paragraph 4 above, competition on this contract action is limited to Northrop Grumman Corporation and Curtiss-Wright Integrated Solutions. The Curtiss-Wright crossbar switches are the only switches that will meet the Government’s needs.
