About this file
This document is a Sole Source Justification under $250K for the repair of six Circuit Card Assemblies (CCAs) with part numbers 64C1-K2K2K2S1Z0J70AC-57 and seven CCAs with part number 64C1-E2E2C2T2E1F10AC-61. These CCAs are required to support the Integrated Radar Processor (IRP) MK 30 MOD 0 installed on Aircraft Carrier, Nuclear Powered and Landing Helicopter Dock (Amphibious) class naval ships.
The justification explains that the Original Equipment Manufacturer, North Atlantic Industries (NAI), has ceased production of these CCAs due to the inability to source critical components. Therefore, E63 must repair their currently held NAI CCAs to maintain conformance with the original manufacturers' qualifications. Market research found no other manufacturers capable of repairing these specific NAI CCA part numbers. Repairing the existing NAI CCAs is necessary to avoid a substantial duplication of cost of approximately $50,000 and a delay of approximately six months that would be required to test and certify a new brand of CCA. The contract N6339424P0030 was awarded to KAMPI COMPONENTS CO INC for $144,330.97 on 2024-08-14 to perform the CCA repairs.

Sole Source Justification under $250K
PID Number: N63394-24-SIMACQ-PHD-E20-0010
Department: E23
Company Name/Brand: North Atlantic Industries
Description of Product, Supplies or Services required to meet the agency’s needs:
Technical Code E63 requires six North Atlantic Industries (NAI) Circuit Card Assemblies (CCA) P/N: 64C1-K2K2K2S1Z0J70AC-57 and seven NAI CCA P/N: 64C1- E2E2C2T2E1F10AC-61 to be repaired. The repaired CCAs will be installed in the Integrated Radar Processor (IRP) MK 30 MOD 0.
Identification of Justification Rationale:
☒ The Material or service must be compatible with aspects (Form, Fit, and Function) with existing systems presently installed.
☐ A patent, copyright, proprietary data, or licensing agreement limits competition.
☒ These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. IAW FAR 6.303-2(b)(4).
Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.
**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.
The NAI CCAs are required to support sustainment onboard Aircraft Carrier, Nuclear Powered and Landing Helicopter Dock (Amphibious) class naval ships. The NAI CCAs have been tested and verified to be functional with the IRP cabinet and therefore are specifically identified for use on the North Atlantic Treaty Organization Sea Sparrow Surface Missile System (NSSMS) Technical Data Package (TDP). These NAI CCAs are designed controlled on NAI drawing P/N No. 64C1- K2K2K2S1Z0J70AC-57 and P/N: 64C1-E2E2C2T2E1F10AC-61, specifically listed onboard Allowance Parts Lists and supported by Naval Education and Training curriculum. No other brands of CCAs have been identified, verified, and approved to support the requirements.
Since the Original Equipment Manufacturer (OEM), NAI, ceased production of these CCAs due to the inability to source critical components, E63 requires repair to the currently held NAI CCAs. This repair is necessary to return the CCAs to their original functionality and to maintain conformance with the original manufacturers’ qualifications.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
As stated, the NAI CCAs are no longer available due to the inability to source critical components. Therefore, since E63 has to use NAI CCAs to support sustainment onboard Aircraft Carrier, Nuclear Powered and Landing Helicopter Dock (Amphibious) class naval ships per the NATO NSSMS TDP requirements, E63 has to repair their current NAI CCAs. Only NAI has the capability to repair its CCAs. Therefore, since E63 would be unable to use another source to repair NAI CCAs, without the use of NAI, E63 would need to procure an entirely new brand of CCAs. If E63 were to use another brand of CCAs, we would have to perform First Article testing to certify that the brand of CCAs are functional with the IRP and then we would have to generate an Engineering Change Proposal based on the new brand of CCAs. This effort would result in a substantial duplication of cost of approximately $50,000 that is not expected to be recovered through competition. Further, this effort would cause a delay of approximately six months. A delay of approximately six months would delay our production effort of IRP and impact the installation schedule for CVN class ships.
Market Research Conducted:
No other manufacturer was found who can repair the NAI CCA P/N: 64C1- K2K2K2S1Z0J70AC-57 and P/N: 64C1-E2E2C2T2E1F10AC-61. In addition, the requirements generator conducted market research using sites such as GSA Advantage, UNICOR, DoD ESI and Ability One to determine if any other vendors could provide a form, fit function CCA and returned with no results found.
Statement of Actions if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
