NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT AS A RESULT OF AN

UNSOLICITED PROPOSAL FOR COMPOSITE REPAIR GUIDELINE DOCUMENT

FOR NONMETALLIC REPAIRS FOR OFFSHORE APPLICATIONS

This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the government’s intent to negotiate a sole source contract as a result of an Unsolicited Proposal received entitled “Composite Repair Guideline Document for Nonmetallic Repairs for Offshore Applications” with Stress Engineering Services, Inc., 13800 Westfair East Drive, Houston, Texas 77041, based on the offeror’s demonstrated unique capability in accordance with FAR 6.302-1, only one responsible source.

The unsolicited proposal is proposed as a Joint Industry Project, to fund research on the use of composite repair systems for reinforcing offshore pipelines and risers, as well as further assessments to validate use onshore for reinforcing high pressure gas and liquid transmission pipelines. The proposed study will involve state-of-the-art assessment of current repair technology, full-scale testing to support the effort, and the development of a Composite Repair Guideline Document for Nonmetallic Repairs for Offshore Applications.

The unsolicited proposal demonstrated the unique capabilities of Stress Engineering Services, Inc. as a proposed follow-on to the 2006 study on the use of Composite Repair Methods for Steel Pipe, as a proposed Joint Industry Project with co-funding contributions, and with a demonstrated unique capability of performing the research as a federally-incorporated corporation that identifies opportunities, develops proposals, funds, and manages the execution of research and technology development projects on composite repair technologies that are used extensively to repair onshore pipeline systems around the world, as well as offshore installations in other countries.
