Section C - Descriptions and Specifications
PERFORMANCE WORK STATEMENT
C.1. INTRODUCTION: This contract is the result of a successful proposal received under the ERDC Broad Agency Announcement W912HZ-20-BAA-01 addressing the CRREL-1 Signature Physics Technical Area. The proposal (BAA-20-C020) is entitled “Processing Data from Subsurface Sensing Infrastructure in the Arctic” and was submitted by Transcend Engineering and Technology, LLC.
C.1.a. Scope of Contract Work. The overarching goal of this research effort is to recommend artificial intelligence (AI) and machine learning (ML) approaches and non-conventional signal processing techniques for acoustic/seismic source detection, classification, and tracking. Specifically, the proposed work will deliver recommendations for using AI or ML for automatic detection, classification, localization, and tracking tools for a Government provided dataset.
C.2. CONTRACTOR’S TECHNICAL PROPOSAL: The Contractor’s technical proposal referenced in Paragraph C.1 Introduction is incorporated herein by reference and made a part thereof. In the event of any discrepancies between the Contractor’s proposal and this Performance Work Statement, this Performance Work Statement shall govern.
C.3. PROPOSAL REVISIONS: See Paragraph C.5. “Government Furnished Support,” Paragraph C.8. “Schedule”, Paragraph C.9. “Meetings and Reviews”, Paragraph C.10. “Reports and Deliverables,” and Paragraph C.11 “Performance Requirements Summary”.
C.4. NON-PERSONAL SERVICES: The Government and the Contractor hereby understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services, and the parties recognize and agree that no employer-employee or master-servant relationships exist or will exist under this contract between the Government and the Contractor's employees.

C.5.e. Access to Government Information: CRREL will provide Transcend with an appropriately sanitized DAS dataset suitable to successfully accomplish the proposed work. CRREL may provide distribution limitations regarding use of the dataset and derivative products. CRREL will explain necessary aspects of the experimental design and findings. This initial dataset will not be from the Arctic, but will be sufficient for Transcend to execute this proposed scope of work leading to outcomes that will further CRREL’s research into the feasibility of employing a DAS system for airborne threat identification in the Arctic while advancing CRREL’s use of Artificial Intelligence (AI) and Machine Learning (ML). CRREL may share additional DAS datasets if an Arctic dataset becomes available. CRREL requires that all people working on this contract are citizens of Five Eyes Nations (US, UK, Canada, Australia, and New Zealand). Datasets provided to Transcend may be Unclassified // Five Eyes. Transcend may also be included in Unclassified // Five Eyes conversations with CRREL regarding operational applications of this work. As such, an OPSEC Plan shall be developed and updated as needed throughout this project (see Paragraph C.13).
C.5.f. Access to Federal or DOD Facilities / Lands: not required
C.6. CONTRACTING OFFICER'S REPRESENTATIVE (COR): The identification of duties and limitations of the COR are specified in the COR appointment letter, which will be provided to the contractor at or shortly after the time of award. No Government personnel, other than the Contracting Officer, shall have the authority to do other than clarify technical points or supply relevant information to the Contractor regarding this contract. Specifically, no requirement in these specifications may be altered through verbal clarification. Only a warranted Contracting Officer, acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Officer. The offeror is reminded that if this project coordinates with other governmental organizations or stakeholders regarding this contract, then the COR and TPOC should be made aware of such meetings. CRREL’s TPOC and COR may wish to participate. The offeror is also reminded that only CRREL’s Contracting Officer has the authority to modify the scope, schedule, deliverables, etc. of this contract.

C.7. TECHNICAL POINT OF CONTACT (TPOC): TPOCs offer technical backgrounds as subject matter experts (SMEs) in areas relevant to the contract. TPOCs provide value added technical feedback to the vendor and contractor performance feedback to the COR. TPOCs may coordinate with the contractor to consult, support execution, assist with access to necessary government data, hardware, or supplies, review monthly progress reports, review deliverables, and act as the government sponsor where engagement with other government entities is required (e.g., site access, product transition). The TPOC shall allocate necessary time and attention to this contract to fulfill all product review and acceptance responsibilities in a reasonable timeframe as determined by the COR (refer to Paragraph C.10). Recurring failures to execute TPOC responsibilities shall require the COR to inform the TPOC’s First and/or Second Level Supervisors as well as the KO. TPOCs shall always include the COR on correspondences, telecons, and communications with the contractor so the COR can document exchanges.
Likewise, the vendor shall always include the COR on correspondences, telecons, and communications with all government employees regarding this contract. Other TPOCs may engage as work evolves and will be formally introduced to the contractor by the COR and Lead TPOC. The offeror is reminded that if this project coordinates with other governmental organizations or stakeholders regarding this contract, then the COR and TPOC should be made aware of such meetings. CRREL’s TPOC and COR may wish to participate. The offeror is also reminded that only CRREL’s Contracting Officer has the authority to modify the scope, schedule, deliverables, etc. of this contract.

C.8 SCHEDULE AND TASKS. This contract includes a base award of 18 months with 5 tasks.
C.9. MEETINGS AND REVIEWS: The Contractor shall support the meetings listed below in the table. Section C.11 provides the Performance Requirements Summary (PRS) which lists the standards and expectations for meetings. Other adhoc meetings may be arranged as needed by either the contractor or the government to facilitate successful contractual performance. Meetings listed under this contract may be waived or rescheduled upon mutual agreement by the government and contractor; such changes will be recorded via an email including the COR, TPOCs, and Contractor PI.

C.10.a. Technical Material Review and Release Process. Written material, presentations, abstracts, etc.
generated under this contract must be reviewed by CRREL prior to public release (i.e., public release includes sending drafts to a journal for review). Material generated under this contract submitted for publication or other public release after contract POP closes must also be reviewed by CRREL to ensure no OPSEC (Operational Security) concerns exist before public release. The following outlines the review process:
1. Contractor Submits Draft-Final Product: The Contractor submits material to CRREL for review via email (or other electronic means if files are too large)
2. CRREL Review: CRREL provides both Technical feedback and Security feedback.
a. Security feedback is provided via an official form signed by the COR and CRREL Security Office assigning a Distribution Statement for the subject material. This statement must be added to the product by the contractor.
b. Required Technical feedback from the COR and TPOC will: verify that the product fulfills the contract requirements, and if necessary, outline any technical deficiencies which prevent the product from being accepted (e.g., errors, or quality, quantity, scope issues, etc.)
c. Optional Technical feedback may be offered by CRREL scientists and engineers as helpful technical suggestions provided for consideration (i.e., these changes are not necessary to accept the product per the contract standards)
d. COR Superseding Review: The TPOC shall allocate necessary time and attention to this contract to fulfill all product review and acceptance responsibilities in a reasonable timeframe as determined by the COR. Should the TPOC fail to provide the COR with product review feedback and/or product approval within a reasonable timeframe, the COR shall omit the TPOC from the subject product technical review and/or product acceptance. In this case, the COR shall independently provide a final official technical review and/or acceptance.
3. Contractor Revises & Submits Final Product: The contractor revises and re-submits the product if any required technical changes are needed to resolve deficiencies preventing acceptance. Otherwise, if no technical changes are required, the contractor only adds the Distribution Statement to the product as instructed and submits the final version for CRREL’s acceptance.
C.10.b. Distribution Statements. Products generated under this contract (reports, manuscripts, abstracts, presentations, data, code, prototypes, etc.) require Security review to determine if the content is suitable for public distribution or must be restricted. It is anticipated that most products from this research will be DISTRIBUTION-A (Approved for public release - distribution unlimited). However, some aspects of this work may be restricted for various security reasons (Distribution B, C, D, E, or F). Public release of material generated under this contact must first be cleared through CRREL. Distribution Statement guidance will be issued in written document signed by the COR and Security Officer after review of each product by the CRREL COR, Security Office, and TPOCs. Refer to Paragraph C.13 for additional details.
C.10.c. Government Support and Disclaimer Statements. Technical products may need to include the acknowledgment of necessary support and disclaimer statements (IAW Clause 252.235-7010), as appropriate per the guidance below:
1. Acknowledgment. The Contractor shall include an acknowledgment of the Government's support in the publication of any material based on or developed under this contract, stated in the following terms: This material is based upon work supported by the Broad Agency Announcement Program and the Cold Regions Research and Engineering Laboratory (ERDC-CRREL) under Contract No.W913E522C0002.
2. Disclaimers. All material, except scientific articles or papers published in scientific journals, must, in addition to any notices or disclaimers by the Contractor, also contain the following disclaimer: Any opinions, findings and conclusions or recommendations expressed in this material are those of the author(s) and do not necessarily reflect the views of the Broad Agency Announcement Program and ERDC-CRREL
C.10.d. State and Federal Regulations. The contractor is advised that for all work conducted under this contract in pursuit of deliverables, the contractor’s research plans must obtain all the necessary land access permits to allow sampling, ad adhere to all State and US Federal regulations governing public domain and private area observation, analysis, and data release.
C.10.e. Data and Information Management. The contractor is advised that their quality control plan or OPSEC Plan shall include statements, as needed, regarding inclusion of appropriate data security and any information privacy protocols relevant to the any cyberinfrastructure platforms and resiliency platform software. All monitoring data and software development, platforms, and code shall also include readme, metadata, instruction documentation as appropriate. This applies as relevant to all products developed under this contract.
C.10.f. ERDC Contract Reports. Products generated under this contract become the property of the US Government. CRREL may choose to convert some contract products into ERDC Technical Report Publications to ensure longevity of and accessibility to the material.
C.11. PERFORMANCE REQUIREMENTS SUMMARY (PRS): The Government will track and monitor progress using a Quality Assurance Surveillance Plan (QASP) developed by the Government in conjunction with the below Performance Requirements Summary (PRS) and all content contained in the contractor’s proposal. The following list [A001, A002,…] comprises the PRS for the products under this contract with the standards outlined and surveillance processes for each deliverable. Threshold standards are the minimum acceptable standard that must be met. Objective standards are optional standard exceeding threshold which may be achievable within the available cost, schedule, and scope of the contract, assuming a higher risk approach by the vendor. Objective standards are optional / not required to meet contract requirements.
[A001] KICK-OFF: Contract Kick-off Meeting Brief. Standard: The contractor shall deliver and present a PowerPoint brief at the kickoff meeting. The purpose of this meeting is for the Government to review the contract and associated documentation with the Offeror, TPOCs, and any other personnel to ensure all parties understand the contract and the processes necessary to follow for proper execution of the contract IAW policies, procedures, and laws.
The meeting will be held via electronic means (telecon, webex, etc.) with representatives from the contractor’s office, government representatives, TPOCs, and other stakeholders as appropriate. It may be possible for members of the contractor’s office to attend CRREL in person if they desire, pending CRREL site access limitations.
This meeting should occur within 2 weeks of contract award, consistent with the delivery schedule established in Contract Performance Work Statement (PWS) Paragraph C.10. The COR will deliver a briefing on the contract, processes, and government’s performance expectations; the COR will open the floor to questions to ensure clear understanding by both the government and contractor on these matters. The Contractor will participate in the meeting and also present a PowerPoint overview of their project to include: team members with roles, technical approach, schedule – milestone – deliverable review covering the full contract POP, discussion of risks (schedule, cost, performance/product), and any other topics the contractor wishes to discuss. For the kickoff, the contractor is requested to present a list of all deliverables and meetings outlined in the contract baselined to calendar dates.
Delivery schedule is established in Paragraph C.10. When delivering a contract product, be sure that both the email subject line and the product minimally include the Product Title, Contract Number, and Deliverable number (for example: Snow Report, W913E529C0005, A005).
Threshold: Attend the meeting, present on the topics as described in the standard above, deliver briefing materials as specified

Surveillance & Inspection:
How: 100% inspection
Who: The COR will determine the final assessment of performance, with input from the others to include the TPOC(s) and other stakeholders as appropriate.
Incentive: Reschedule missed meeting at no additional cost to the government; invoices will not be paid until the Government’s kickoff meeting has taken place
Inspection: Inspection applies to all standards.
[A002] Progress Reports and Invoices. Standard: The contractor shall deliver by email to the COR and TPOCs progress reports describing contract work completed during the reporting period. The progress report shall be delivered between the 1st and the 10th calendar day following the reporting period and shall follow the format specified below (“Template for Progress Report”). Variances to stated delivery dates for invoices and progress reports may be approved by the COR upon request by the contractor; such agreements are concurred in writing via an email. The government may provide a word document version of this template upon request. The progress report shall be clearly organized and sufficiently convey descriptions of the progress completed.
The contractor shall also include a copy of the invoice for that reporting period with the progress report so the COR and TPOCs can review the invoice that the vendor intends to submit to the billing office for payment (see Official Billing Instructions in Section G and guidance under Paragraph 14).
Upon mutual concurrence of the TPOC, COR, and Contractor, the periodicity may be changed.
The below listed “Template for Progress Report” provides the framework of minimum required elements for a contractor’s progress report. The contractor is welcome to include additional material and/or to format of the report to align with styles preferred by their own organization, so long as the elements requested by the government remain included and easy to locate.
Delivery schedule is established in Paragraph C.10. When delivering this contract product, be sure that both the email subject line and the product (as appropriate) include the Product Title, Contract Number, and Deliverable number (for example: Snow Report, W913E529C0005, A005).
Threshold: Error free and complete progress reports and invoices delivered on time and in accordance with (IAW) the standards described in this contract

The outcomes of this product will deliver automatic detection, classification, localization, and tracking tool recommendations using AI or ML that can be tested at CRREL. A key part of assessing the usefulness of different ML techniques for this particular application is assessing accuracy of each approach. We will compare our estimates with ground truth and recommend ways to improve accuracy where possible. The vendor will show how they quantified the accuracy of their detection, tracking, and classifications via comparing their estimates with the known true data, and provide recommendations on how to improve the accuracy for the recommended approach.

The “ERDC Technical Report Format” is only required for reports intended for CRREL (i.e., this format is not intended to influence journal manuscript formats which should align with the journal publication standards). This final bundling and re-delivery is requested because often minor but important refinements to interim digital technical products are made previous product delivery, thus the final version is requested prior to POP closure. Pending file sizes, delivery may need to be made via an external hard drive. In addition to the final report, final digital deliverables for this entire contract shall include: include the code used to arrive at conclusions and digital products that may have resulted from the code, such as the weights of a particular artificial neural network. These code files and digital products will provide details to those interested in the conclusions of our report. For clarity, creation of production level tools that can detect, classify, or track airborne threats is beyond the scope of this project as proposed. Rather, this project is the first step to developing those production level tools and intended to show that ML is a viable path forward for DAS-based monitoring of airborne threats.

[A012] DD Form 882. Standard: The Contractor shall submit DD Form 882(s) in accordance with Section I, Clause No. 252.227-7039, and “Patents – Reporting of Subject Inventions”. Interim reports every twelve (12) months (or such longer period as may be specified by the Contracting Officer) from the date of the contract, listing subject inventions during that period and stating that all subject inventions have been disclosed or that there are no such inventions. If the period of service of this contract is not in excess of eighteen (18) months, an interim DD Form 882 is not required. A final report, within three (3) months after completion of the contracted work, listing all subject inventions or stating that there were no such inventions. The final invoice cannot be paid until the DD Form 882 has been submitted. Upon completion by the Contractor of the work to be performed under the contract, acceptance of such work by the Government, and receipt of DD Form 882 (reference Section I, Clause 252.227- 7039), the Government may pay the final invoice due for work performed.

C.13. ANTI-TERRORISM AND OPERATIONAL SECURITY REQUIREMENTS (AT/OPSEC):
C.13.a. Security or Distribution Release Classification of Contract Products. It is anticipated that most products generated under this research (reports, manuscripts, abstracts, presentations, data, code, prototypes, etc.) will be acceptable for DISTRIBUTION-A (Approved for public release: distribution unlimited). However, some aspects of this work may be restricted (DISTRIBUTION B-F) if the content is determined to potentially cause damage to National Security or contain content that should be protected for other reasons. Most commonly, CRREL limits or restricts public release of material that could assist adversaries to counter or defeat the US Government or threaten sensitive evolving Research and Development (R&D). Common categories requiring distribution limitations include material related to: Administrative or Operational Use; Contractor Performance Evaluation; Critical Technology; Direct Military Support; Export Controlled Topics; Foreign Government Information; Operations Security; Premature Dissemination; Proprietary Information; Test & Evaluation; Vulnerability Information; and Other Specific Authorities. Potential Operational Security (OPSEC) issues may exist regarding explicit research linkages made, for example, to the Next Generation Combat Vehicle, Future Vertical Lift, and mission planning and terrain characterization incorporated with the Network / Command, Control, Communications and Intelligence priority. Release of any material from this contact must first be cleared through CRREL’s Distribution Release Classification process wherein a Distribution Statement will be issued for each product via a written document signed by the COR and Security Officer after review of each product by the CRREL COR, Security Office, and TPOCs in accordance with Paragraph C.10 of this contract. This Distribution Statement must be obtained from CRREL before material is shared with any journal manuscript editors, conference abstract submissions, or other groups not included as subcontractors to the prime on this subject contract. It is often, though not always possible for CRREL to work with the Contractor to guide revision of a product to remove sensitive material so a version of a limited distribution product may be released as DISTRIBUTION-A (Approved for public release: distribution unlimited). The Contractor is encouraged to talk with the contract COR if further discussion of this security review process and Distribution Statements are desired.
C.13.b. Five-Eyes Nations. CRREL requires that all people working on this contract are citizens of Five Eyes Nations (US, UK, Canada, Australia, and New Zealand). Datasets provided to Transcend may be Unclassified // Five Eyes. Transcend may also be included in Unclassified // Five Eyes conversations with CRREL regarding operational applications of this work.
C.13.c. CRREL Site Access. Contractor personnel allowed on site shall follow all sign-in and security regulations as directed by the CRREL Security Office, COR, and TPOC, and as listed below:
i. Proof of Negative COVID-19 testing (coordinate details with CRREL) – if required.
ii. U.S. Citizens – Only U. S. Citizens are allowed on site.
iii. Personnel List – Contractor shall supply the COR & TPOC with a list of his employees who will be working on the CRREL site.
iv. Positive Picture ID – Contract personnel shall provide a positive picture ID prior to site access.
v. Identification Badges – Contractor personnel are required to sign in with Security and to obtain and wear security identification badges while on government site.
