I. General Information I.A. The Solicitation and Contract
(1) This Solicitation sets forth requirements for proposals for a Contract for Small Project Construction Services described in the Solicitation Documents. Proposals conforming to the Solicitation requirements will be evaluated in accordance with the Method of Award set forth herein. The Government will award the Contract to the selected Offeror, subject to the conditions set forth herein.
(2) Neither the Solicitation nor any part of an Offeror's proposal shall be part of the Contract except to the extent expressly incorporated therein by the Contracting Officer at the time of award.
(3) The Offeror's proposal submitted in response to this Solicitation shall constitute a firm offer. No contract shall be formed unless and until the Contracting Officer has countersigned the SF 1442 submitted by an Offeror, and delivered to the Contractor a copy of the SF 1442 with original signatures together with the Agreement reflecting the Offeror's proposed prices.

I.D. Pre-Proposal Conference Pre-Proposal Meeting:
The Pre-Proposal Meeting will be held virtually via Google Meet at the times and dates as specified in the Important Dates section. Each attendee MUST send an email to the Contracting Officer (CO), Carol Lautzenheiser, at carol.lautzenheiser@gsa.gov and provide email address(es) for all attendees in order to register for the meeting. The CO will send you the meeting link and invitation prior to the meeting.
It is highly encouraged that all participants log into the meeting early enough to detect and resolve any technical issues at your office/location.
The purpose of the meeting is to provide a briefing of the scope of work, overview contract requirements, and to allow prospective offerors the opportunity to ascertain the services to be performed. The Government considers attendance at this conference vital to the preparation of a competitive offer. It will enable the Contractor to become acquainted with the proposal submission requirements and pricing elements. Failure to attend this meeting may not be used as an excuse for omissions or miscalculations in offers. It is emphasized that it is more advantageous for each offeror to have qualified representation at the Pre-Proposal conference.
While the meeting will provide an opportunity to discuss and clarify the solicitation provisions, nothing said or represented in the conference shall be deemed to modify the solicitation requirements unless followed by a written amendment.
I.E. Estimated Contract Value
Contract Guaranteed Minimum (Base Year Only) is $1,000.00 Contract Maximum Order Limit (Per Year) is $3,000,000.00
The guaranteed Minimum Order for the base contract period only (initial 12 month period) is $1,000.00. There is no minimum guarantee past the base year nor for any exercised option period.
The Maximum Ordering Limitation (MOL) for this contract is $3,000,000 per year. The MOL is applicable for the sum of all task orders awarded under that contract per year regardless of the value of individual task orders. The MOL includes the value of all task orders placed under that contract during that period of performance (including changes in task order value due to modifications issued at any time), regardless if the orders were for work in the primary zone or in any secondary zone. The MOL of a contract does not commit the Government to issue orders to that magnitude.
Task orders issued against this contract are anticipated to be within the range of $5,000 to $50,000. However, task orders may be issued up to a maximum value of the Simplified Acquisition Threshold, which is currently $250,000 although it is not anticipated that this dollar amount will be used regularly.
I.F Questions Offerors are strongly encouraged to submit questions relative to the solicitation documents in advance of the pre proposal meeting so the Government representatives may prepare responses prior to the meeting.
All questions must be submitted in writing to the Contracting Officer, Carol Lautzenheiser at carol.lautzenheiser@gsa.gov not later than the close of business by the due date specified under the Important Dates section. Questions received after the due date may be answered at the discretion of the Contracting Officer.
Questions and requests for clarifications must accompany and reference the Section Number, Page Number and Paragraph number. Duplicate questions will be consolidated for efficiency purposes.
I.G. FAR 52.236-27 Site Visit – Construction (Feb 95) Site visits will be held at the Task Order level.
The clauses at FAR 52.236-2, Differing Site Conditions, and FAR 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, Offerors are urged and expected to inspect the site where the work will be performed.
I.H. Receipt of Offers Electronic Proposals - Offerors are advised that only electronic proposals will be accepted and shall be sent and received to the GSA, Contracting Officer, Carol Lautzenheiser at carol.lautzenheiser@gsa.gov, prior to the time and date set for receipt of proposals. Hand carried or in person submission will not be accepted.
The email subject line shall be titled PROPOSAL FOR Solicitation 47PH0822R0012.
The offeror may electronically sign (or sign and scan) and submit the Standard Form (SF) 1442 with their proposal.
Proposals received after the time and date specified shall be considered late proposals and are subject to the clause entitled Instruction to Offerors - Competitive Acquisition FAR 52.215-1(3).
Offers sent shall be deemed timely if received by the email address of the GSA Point of Contact (POC) listed herein on or before the date and time established for receipt of offers, as recorded by the Government computer system’s documentation of the exact official time of receipt, not by the time it was sent by the Offeror or received on the GSA server. It is the Offeror’s responsibility to ensure proposals are complete and submitted early enough to be received by the GSA POC before the deadline, and to confirm receipt before the deadline.
Proposals or portions of proposals which are received by the GSA POC later then the time noted within will not be accepted, reviewed, or considered.
NOTE: The maximum file size is 25 MB, therefore contractors/offerors need to plan accordingly.
WARNING: Consistent with GAO case law on the issue of “late-is-late rule” related to electronically submitted proposals, GSA will strictly comply with and enforce FAR 52.215-1(c)(3)(ii)(A). Pursuant to GAO’s application of FAR 52.215-1(c)(3)(ii)(A), an electronically submitted proposal that is received late will not be considered unless (1) it is received before award is made, (2) the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition and (3) it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals. FAR 52.215-1 (c)(3)(ii)(A)(1).
II. Proposals II.A. Proposal Contents Proposals shall consist of the following documents, completed and executed in accordance with this Solicitation:
1. Standard Form (SF) 1442 – Solicitation Offer and Award and any applicable amendments thereto.
2. Price Proposal
3. Technical Proposal
4. Representations and Certifications (C-301)
5. A Statement of Bondability on the Surety’s or Bonding Agent’s Letterhead
6. GSA Form 527 – Contractor’s Qualification and Financial Information
7. Proprietary Information Agreement(s) if applicable

The technical proposal format MUST adhere to the same order, numbering, and format as Paragraph II.D below and each of the elements of each technical evaluation factor must be identified by the numbering and layout as follows:

(2) Qualifications of the Firm
a. Past Performance List a minimum of 3, but no more than 5, projects (must include projects submitted for Experience) and identify how they meet the 3 relevance items.
b. Contract Experience List a minimum of 3, but no more than 5, projects and identify how they are similar for each item.

The Price Proposal shall consist of the SF 1442 and the Agreement, with prices and/or rates indicated for each price element shown on the pricing form above. Indicate the proposed RSMeans Coefficient Factors for each period, in Block 17 of the SF 1442, which must be fully executed by the Offeror.
(2) Qualifications, Exclusions and Conditions If the Offeror communicates in its proposal any qualifications, exclusions, or conditions to the proposed prices not provided for in the Contract Documents, the Contracting Officer may reject the proposal and exclude the Offeror from further discussions.
II.D. Technical Proposal The Technical Proposal shall include the information requested below for the non-price factors described in Section VI. There are three factors that will be evaluated as part of the Technical Evaluation, they are listed below in descending order of importance:

The details of each are as follows:
Factor 1: STAFFING
1.a. QUALIFICATIONS OF KEY PERSONNEL DESCRIPTION: This item considers the experience, education, knowledge, and expertise required for the position he/she is to be assigned for this contract. Key personnel are defined as the Contract or Project Manager and/or On-Site Supervisor/Superintendent.
Offeror shall provide written qualifications and professional references for the Contract/Project Manager and/or On-Site Supervisor/Superintendent who will be assigned to this contract.
Contract/Project Manager and/or On-Site Supervisor/Superintendent must have performed on three (3) “Similar” projects within the last three (3) years of the closing date of the solicitation. Documentation in the form of a resumes includes at a minimum, the following items:
· Full name and position.
· A detailed description of the Contract/Project Manager and/or On-Site Supervisor/Superintendent previous 5 years employment history demonstrating that he/she has a minimum of three (3) years of experience in the position he/she will fill under this contract, and (3) similar projects.
· The key individuals identified have the appropriate education, knowledge, and expertise required for the position he/she is to be assigned for this contract.
· Offeror can demonstrate that the key individual(s) identified has contract authority and has a history of consistently and successfully overseeing construction projects.
· The qualifications and assigned duties of the key individual(s) are clearly described in the proposal, and the Offeror has indicated these individuals are readily available for the contract work and will be assigned to and performing work under the subject contract for the life of the contract unless a substitute is approved by the Contracting Officer.
The term “Similar” projects shall be defined for evaluation purposes as renovation of occupied, multi-story, commercial/government office property type facilities that collectively (the three projects submitted) include 1) carpentry, 2) electrical, 3) plumbing, 4) HVAC, 5) flooring, 6) asphalt or concrete, 7) painting or wall covering work, and 8) incidental hazardous material removal as a part of the project scope. Types of work not considered similar include (but are not limited to): manufacturing or processing facilities; residential projects (e.g. housing, hotels, barracks, dormitories, etc.), sports facilities, retail projects, schools and university classroom buildings, parking lots, roads, bridges, subways, dams, drainage ditches, water towers, vessels, aircraft, or other kinds of personal property. Award amount of the similar projects should be between $2,000 and $250,000.
1.b. SUBCONTRACTOR RELATIONSHIPS DESCRIPTION: This item ensures that each offeror, throughout the life of the contract and resulting task orders, will have adequate and responsive personnel in response to the Government’s project requirements.
The offeror shall demonstrate working relationships with subcontractors in the respective geographic area. Offerors are required to submit company name, address, phone number, point of contact, and the specialty for three (3) different subcontractors that the offeror has executed agreements with within the last three (3) years. Collectively the three (3) subcontractor relationships submitted must include at least three (3) of the following seven (7) trades:
· Carpentry
· Painting/Wall Covering
· Electrical
· Plumbing
· HVAC
· Flooring
· Concrete/Asphalt Hazardous Materials Removal
Offeror’s response will be evaluated for demonstrating an ability to maintain successful subcontractor relations in multiple trades. Subcontractors provided by the Offeror may be contacted by the SSEB. This evaluation will consist of evaluating the Offeror’s written responses and references may be contacted.
1.c. SELF-PERFORMED WORK REQUIREMENT
DESCRIPTION: This item ensures that each offeror, over the life of the contract with their staffing and experience, has a plan to meet the requirements of FAR 52.219-14.
The offeror shall provide detailed information as it relates to its record of self-performed work as a percentage of the cost of its contracts, not including the cost of materials.
Factor 2: QUALIFICATIONS OF THE FIRM
2.a. PAST PERFORMANCE DESCRIPTION: This item considers the “Quality” of the Offeror’s past performance on three (3) projects completed within the last five (5) years in carrying out work of a “Similar” nature with reference to such considerations as timeliness, owner/tenant satisfaction, and contract compliance.
The offeror must submit past performance information on a minimum of 3 different projects within the last 5 years of the closing date of this solicitation cumulatively demonstrating that the offeror has successfully performed contracts for similar services. The offeror is defined as the entity that is submitting the offer - and not its subcontractors. Past Performance information will not be accepted for subcontractors for this factor. The Offeror should outline their overall past performance by providing relevant information regarding the Offeror’s actions under previously awarded contracts. This includes, but is not limited to, the Offeror’s overall quality of performance, record of conforming to contract requirements and to standards of good workmanship; the offeror’s adherence to contract schedules, including the administrative aspects of performance; the responsiveness of management; the offeror’s history of reasonable and cooperative behavior and commitment to customer satisfaction, including the offer’s business-like concern for the interest of the customer; and the offeror’s overall performance on their contracts.
Past performance will be considered relevant if it meets all of the following criteria:
(1) The contract was for construction and construction related services in a commercial or government owned facility.
(2) The contracted work is 100% completed, and if applicable CPARS is marked as Final. Interim, administrative, or reports for projects which have not been fully and 100% completed will not be evaluated or considered.
(3) The contract was completed within five years from the closing date of this solicitation.
In addition to those references provided directly by the offeror, the Contracting Officer may identify and analyze the past performance of the offeror on any other relevant contract they currently have or had of which the Contracting Officer has knowledge or obtains knowledge, including but not limited to projects listed in the Contractor Performance Assessment Reporting System (CPARS) or any other available Government database. Because of the wide variety of past performance history of individual offerors, the Government is not required to ensure that an equal number of references be obtained for each offeror (other than the minimum requirement of 3 as stated in this section).
The Past Performance will be evaluated using the Past Performance Questionnaire using the directions below. The offeror may submit Past Performance information on additional projects for a maximum of 5 Past Performance projects.
For offers from Joint Ventures projects shall be submitted from all firms listed in offeror’s submittal. A minimum of 1 Past Performance projects must be submitted from each member of the joint venture in which they were a party; and must clearly specify their role and contribution to the joint venture.
In accordance with FAR 15.305(a)(2)(iii), the evaluation will take into account Past Performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant as long as it is properly identified.
For any contract that was terminated, or where there were severe performance problems, the offeror bears the burden to provide all relevant information regarding the facts and circumstances surrounding the default termination or performance problems. Absent adequate explanations regarding such termination(s), the Government shall presume that the termination(s) resulted from the contractor’s failure to meet its contractual obligations. For performance issues, the offeror shall provide information regarding the steps taken by the offeror to correct the problem(s). This information should be listed as an attachment to the contract information sheet.
The Offeror is responsible for demonstrating how projects they deem “Similar” are in-fact comparable in size, scope, and complexity. The Offeror is responsible for demonstrating how projects they deem “Quality” were in-fact delivered in a timely manner, within established budgets, and to the customer’s satisfaction.
The term “Quality” for evaluation purposes is defined as meeting or exceeding the customer’s requirements as set forth in the construction contract documents, (i.e., drawings and specifications) in a timely manner and within established budgets. It is also evidenced by receiving satisfactory references from the interviews, in which those interviewed are willing to contract with the Offeror again.
The term “Similar” projects shall be defined for evaluation purposes as renovation of occupied, multi-story, commercial/government office property type facilities that collectively (the three projects submitted) include 1) carpentry, 2) electrical, 3) plumbing, 4) HVAC, 5) flooring, 6) asphalt or concrete, and 7) painting or wall covering work as a part of the project scope. Similar is also defined as contract types such as IDIQ, SABER, MATOC, SATOC, JOCC type of contract. Award amount of the three (3) similar projects should be between $25,000 and $250,000.
Past Performance Questionnaires
The offeror must submit a Past Performance Questionnaire for at least three (3) projects submitted under the Experience factor. The offeror may submit up to two (2) additional Past Performance Questionnaires they deem similar to the relevant size, scope, and complexity of this solicitation (those may or may not be projects submitted under the Experience factor). The “Past Performance Questionnaire” attached to this solicitation must be utilized for this purpose. See the Attachment titled, “Past Performance Questionnaire”.
Past Performance Questionnaires must be received by the Contract Specialist by the due date for receipt of proposals.
The Offeror shall e-mail the Past Performance Questionnaires to the Past Performance references and instruct the references to e-mail their responses directly to the GSA Contracting Officer, Carol Lautzenheiser at carol.lautzenheiser@gsa.gov by the proposal due date. Receipt of late Past Performance Questionnaires will not be considered. The offeror must submit a copy of the Past Performance questionnaire with the Contract Identification and Respondent Identification completed to each reference.
An optional e-mail instruction is provided below to assist in requesting this information from the references:
We are preparing a Proposal for Construction Services for Eastern Oklahoma. The solicitation requires submission of Past Performance Questionnaires. See attached Past Performance Questionnaire.
The following information is requested based on your prior experiences with the individual/firm. Please complete the questionnaire and email directly to the CO to maintain the confidentiality of your responses. Your responses will be reviewed solely by a selection committee composed of associates of the General Services Administration.
In accordance with the solicitation instructions, the following Past Performance Questionnaire must be filled out by the reference and e-mailed directly to the Contracting Officer, Carol Lautzenheiser at carol.lautzenheiser@gsa.gov.

2.b. CONTRACT EXPERIENCE DESCRIPTION: This factor considers the “Experience” and qualifications of the Offeror as it relates to the requirements of the solicitation.
The offeror must submit a minimum of 3 separate projects within the last 5 years of the closing date of this solicitation that details experience that is similar to scope and magnitude of this requirement. The offeror is defined as the entity that is submitting the offer - and not its subcontractors. The offeror must demonstrate experience providing contract services for the management, supervision, labor, materials, equipment and supplies in the services described in the solicitation that are similar in nature to the size, scope, and complexity of the services required by this solicitation. To be considered similar, the projects provided should cumulatively (of the 3 projects) demonstrate areas of experience as outlined in the attached Experience worksheet. Factor 3. MANAGEMENT AND TECHNICAL APPROACH
DESCRIPTION: This factor considers the Offeror’s Management and Technical Approach to successfully performing under the solicited Contract. Use of this single award, indefinite delivery, indefinite quantity job order contract is for the primary purpose of realizing efficiencies on small (less than Simplified Acquisition Threshold) orders. As a result, the Government expects timely and quality delivery of order requirements under the fair and reasonable pricing schedule that is awarded.
Offeror shall demonstrate their approach for controlling quality, responding to new orders, managing and completing multiple projects at once and in accordance with contract and task order requirements, and their approach for on-site staffing of this Indefinite Delivery Indefinite Quantity (IDIQ) contract and any/all of the task order jobs issued against the IDIQ contract.
A complete management plan must be submitted with the initial offer. The Offeror shall demonstrate a clear understanding of the management and performance requirements of this solicitation by providing a concise description of offeror’s proposal for the following topics:
(1) Explain the offeror’s approach to controlling quality and responding to new orders.
(2) Explain the offeror’s approach to managing and completing multiple projects at one time and in accordance with contract and task order requirements.
(3) Explain the offeror’s approach for on-site staffing to include how the offeror will recruit, retain, and train qualified personnel to include licensing and certification requirements as applicable.
(4) Explain the offeror’s selection process and ongoing management of subcontractors. Detail the methodology for selecting, tracking, and managing subcontractors and other teaming arrangements.
(5) Discuss the offeror’s plan to conduct supervision and performance inspections.
(6) Discuss the Communication Plan and the offeror’s communication approach between Offeror’s Personnel, CO, Contracting Officer’s Representative (COR), Project Manager, Building Manager to include the ability to respond to routine requests for proposals as well as emergency repairs.
(7) Discuss the offeror’s plan on cost controls and budgets (ie. proposals, modifications, negotiations, etc.)
(8) Discuss the offeror’s plan for timely closeout of projects, including punch-list and warranty items.
II.E. Other Information to Submit with Proposal
(1) Representations and Certifications Offerors are reminded their SAM registration status must be “Active”, at the time their offer is submitted, to be considered for award (see FAR 52.204-7). Offerors submitting a proposal in response to this Solicitation shall complete electronic Annual Representations and Certifications in conjunction with required Entity registration in System for Award Management (SAM), accessed via System for Award Management. Offerors shall also submit with their proposal, the Annual Representations and Certifications (FAR 52.204-8), using the attached Offeror’s Representations and Certifications (C301).
II.F. Requirements of Joint Venture Offerors
(1) All offers submitted by joint ventures must include a copy of an executed joint venture agreement (with original signatures) which fully discloses the legal identity of each member of the joint venture, the relationship between the members, the form of ownership of each member, and any limitations on liability or authority for each member.
(2) An authorized representative of each member of the joint venture must sign the SF 1442 accompanying an offer regardless of any agency relationship established between the members.
(3) In the case of corporations that are joint venture members, the corporation secretary must certify that the corporation is authorized to participate in the joint venture, either by so certifying in the joint venture agreement, or by submitting a separate certification to the Government. The joint venture must also provide a certificate that identifies a principal representative of the joint venture with full authority to bind the joint venture.
(4) Representations and certifications, financial information, and past performance information must be submitted for each member of the joint venture.
III. General Provisions III.A. Availability of Funds Issuance of this Solicitation does not warrant that funds are presently available for award of a Contract. Award of the contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under this Solicitation in advance of such time as funds are made available to the Contracting Officer for the purpose of contract award.
III.B. Notice to Small Business Firms A program for the purpose of assisting qualified small business concerns in obtaining certain bid, payment, or performance bonds that are otherwise not obtainable is available through the Small Business Administration (SBA) (Small Business Administration). For information concerning SBA's surety bond guarantee assistance, contact your SBA District Office.
III.C. Information Concerning the Disclosure of Solicitation Results This acquisition is being conducted under the provisions of FAR Part 15 as a negotiated procurement. In accordance with FAR 3.104 and FAR 15.207, after receipt of proposals, no information regarding the identity of those submitting offers, the number of offers received, or the information contained in such offers will be made available until after award except as provided by FAR 15.503.
III.D. Affirmative Procurement Program GSA has implemented an Affirmative Procurement Program (APP) intended to maximize the use of recovered materials, environmentally preferable, and bio-based products. Offerors should familiarize themselves with the requirements for using and reporting on the use of such materials in performance as set forth in the Agreement. Refer to Clause FAR 52.223-10 encouraging vendors to practice waste reduction.
III.E. Notice Concerning Preparation of Proposals
Offerors are cautioned to carefully read the entire Solicitation and the Agreement to be included in the Contract contemplated by the Solicitation in order to be fully aware of all requirements and clauses in the contemplated Contract. Verify that all blanks requiring information to be supplied in an Offer have been properly filled out, that all pricing and other numerical data is accurately calculated, and that all copies of the Offer contain the same information.
III.F. Contractor Performance Information
(1) Evaluating Contractor Performance: The General Services Administration is using the Contractor Performance Assessment Reporting System (CPARS) module as the secure, confidential, information management tool to facilitate the performance evaluation process. CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. The website for CPARS is Contractor Performance Assessment Completed CPARS evaluations may then be used by the Federal acquisition community for use in making source selection decisions. CPARS assists acquisition officials by serving as the single source for contractor past performance data.
(2) CPARS Registration: Each award requiring an evaluation must be registered in CPARS. The contractor will receive several automated emails. Within thirty days of award, the contractor will receive an e-mail that contains user account information, as well as the applicable contract and order number(s) assigned. Contractors will be granted one user account to access all evaluations.
(3) Contractor CPARS Training: Contractors may sign up for CPARS training. A schedule of classes will be posted to the CPARS training site (CPARS Training) and updated as needed.
(4) Contractor Representative (CR) Role: All evaluations will be sent to the Contractor Representative (CR) named on your award. The CR will be able to access CPARS to review and comment on the evaluation. If your CR is not already in the CPARS system, the contracting officer will request the name and email address of the person that will be responsible for the CR role on your award.
Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR has to respond to the evaluation; however, the CR may return the evaluation earlier than this date.
GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor. Based on the review, the individual at a level above the contracting officer will issue the ultimate conclusion on the performance evaluation.
Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file.
III.G. Safeguarding and Dissemination of Controlled Unclassified Information (CUI) Building Information Certain information contained in the Solicitation Documents may have been designated as Controlled Unclassified Information (CUI) building information. With respect to such information, Offerors shall agree to the terms for receipt of such information, as set forth in the provision “Administrative Matters” in Section III of the Agreement, as a condition of receipt of such information.
III.H. INFORM 2.0
A. Overview of the IN-depth Feedback through Open Reporting Methods (INFORM 2.0) Process
This solicitation is part of an initiative using the INFORM 2.0 process which is designed to enhance the quality and usefulness of post-award communications by providing greater transparency and openness into the procurement process. INFORM 2.0 seeks to increase GSA-industry communication by providing clearer and more complete information to explain the award decision.
Through the INFORM 2.0 process, GSA will seek to share additional information with offerors in writing and/or through an oral feedback meeting that is not required by statute or regulation. For purposes of this solicitation, and in addition to any information required by FAR 15.503 and 15.506, GSA is providing each offeror with the opportunity to participate in the INFORM 2.0 process as further discussed below.
B. Detailed Description of the INFORM 2.0 Process
B.1. Component 1 - Notification of Award
After award and in accordance with any post-award notification timeframes required by regulation (i.e., FAR Parts 15.503(b) and 16.505(b)(6)), the contracting officer will issue written notices to the successful and unsuccessful offerors (the Notification of Decision Statement (NODS)). The notices will contain:
· All information required by statute or regulation;
· An unredacted copy of the complete technical evaluation for that particular offeror that includes a full description of the unsuccessful offeror’s strengths, weaknesses, risks, and deficiencies;
· An overall technical evaluation summary for that particular offeror and the successful offeror that includes evaluated price; overall technical ranking, rating, or score.
B.2. Component 2 - Request for Oral Feedback Meeting or Written Questions
Within three business days after receipt of the NODS, an offeror may, but is not required to:
· submit a written request to the contracting officer for an oral feedback meeting;
· submit a list of written questions to the contracting officer; or
· take no further action.
If the offeror timely elects to request an oral feedback meeting or submit a list of written questions, GSA will consider any such request to constitute a required debriefing pursuant to FAR 15.506. If an offeror does not request an oral feedback meeting or submit a list of written questions within the three day time period, the receipt of the NODS concludes the INFORM 2.0 process and satisfies the FAR requirement for debriefs pursuant to FAR 15.506.
If the offeror submits a list of written questions in lieu of the oral feedback meeting, the contracting officer will attempt to respond within five business days of receipt of the written questions. Unless otherwise stated, the contracting officer’s response to the written questions will conclude the INFORM 2.0 process and any corresponding post-award debriefing as further set forth at FAR 15.506.
If the offeror requests an oral feedback meeting, the offeror should provide the following information:
· Primary point of contact;
· List of participants with titles (e.g., Senior Vice President);
· List of topics to assist GSA better prepare for the oral feedback meeting; and
· Preference for in-person, telephone, or web-based conferencing (if available).
B.3. Component 3 - Oral Feedback Meeting
During the oral feedback meeting, GSA’s objectives are to provide:
· Reasonable responses to written questions submitted by the offeror;
· Explanations for the evaluation conclusions and contract award decisions;
· Any additional information about the fairness and impartiality of the evaluation and why the award decision was rational;
· Reasonable responses to additional questions raised during the meeting;
· Additional transparency into the underlying competition process; and,
· A greater understanding of the evaluation and award process.
GSA will not provide any information that is prohibited by law or regulation.
B.4. Component 4 - Post Oral Feedback Meeting Questions
Within two business days after the conclusion of the oral feedback meeting, the offeror may submit a list of written questions to the contracting officer. The contracting officer will provide a written response within five business days and, unless otherwise noted by the contracting officer, the INFORM 2.0 process and any corresponding postaward debriefing as further set forth at FAR 15.506 will have concluded.
If the offeror elects not to submit a list of written questions within two days after the oral feedback meeting, the INFORM 2.0 process and any corresponding post-award debriefing as further set forth at FAR 15.506 is concluded.

IV.C. FAR 52.216-1 Type of Contract (APR 84) The Government contemplates award of a Firm-Fixed-Price contract resulting from this solicitation.
IV.D. FAR 52.222-5 Construction Wage Rate Requirements—Secondary Site of the Work (MAY 14) (a)(1) The offeror shall notify the Government if the offeror intends to perform work at any secondary site of the work, as defined in paragraph (a)(1)(ii) of the FAR clause at 52.222-6, Construction Wage Rate Requirements, of this solicitation.
(2) If the offeror is unsure if a planned work site satisfies the criteria for a secondary site of the work, the offeror shall request a determination from the Contracting Officer.
(b)(1) If the wage determination provided by the Government for work at the primary site of the work is not applicable to the secondary site of the work, the offeror shall request a wage determination from the Contracting Officer.
(2) The due date for receipt of offers will not be extended as a result of an offeror’s request for a wage determination for a secondary site of the work.
IV.E. FAR 52.222-23 Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity for Construction (FEB 1999)
(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance Requirements for Construction clause of this solicitation.
(b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows:

These goals are applicable to all of the Contractor's construction work performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, the Contractor shall apply the goals established for the geographical area where the work is actually performed. Goals are published periodically in the Federal Register in notice form, and these notices may be obtained from any Office of Federal Contract Compliance Programs office.
(c) The Contractor's compliance with Executive Order 11246, as amended, and the regulations in 41 CFR 60-4 shall be based on (1) its implementation of the Equal Opportunity clause, (2) specific affirmative action obligations required by the clause entitled "Affirmative Action Compliance Requirements for Construction,'' and (3) its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade. The Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor, or from project to project, for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, Executive Order 11246, as amended, and the regulations in 41 CFR 60-4. Compliance with the goals will be measured against the total work hours performed.
(d) The Contractor shall provide written notification to the Deputy Assistant Secretary for Federal Contract Compliance, U.S. Department of Labor, within 10 working days following award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the--
(1) Name, address, and telephone number of the subcontractor;
(2) Employer's identification number of the subcontractor;
(3) Estimated dollar amount of the subcontract;
(4) Estimated starting and completion dates of the subcontract; and
(5) Geographical area in which the subcontract is to be performed.
