About this file
This document is an Invitation for Price Quote (IFPQ) from the California Department of Transportation (Caltrans) for Contract No. 01A6439, which involves installing a state entry monument and constructing a paved pullout along State Highway 101 in Del Norte County near the Oregon state line. The project is part of Caltrans' Small Business Minor B solicitation, so only certified Small Businesses can submit quotes. Quotes are due by August 12, 2024, and the contract award will go to the lowest responsible contractor whose quote complies with all requirements. The contract completion time is 40 working days.
The contract has an estimated cost of $340,000. Caltrans does not establish a Disabled Veteran Business Enterprise (DVBE) goal but encourages bidders to obtain DVBE participation. Payment bonds and insurance will be required if a company is awarded the contract. The solicitation includes special provisions related to Buy America requirements, Generative Artificial Intelligence (GenAI) disclosure, and handling of unregulated soil containing lead.

3. ERC RECOMMENDATION: CEQA exemption determined by Caltrans. Post Public Notices. Approve with conditions.
4. STAFF RECOMMENDATION:
Caltrans has applied for a Coastal Development Permit for the replacement of the “Welcome to California” sign that is currently located in the Caltrans right of way at milepost 46.49 on US Highway 101 near the CA/OR border. The proposed replacement will be a monument style sign that will allow for safer interaction with the public by paving more of the right of way in that area and siting the sign further back from lanes of travel on Highway 101.
The monument proposed will approximately 13’ tall but wider across (17’) than the current sign and have a more colorful design theme that is specific to our local area. Preliminary conceptual renderings depict an elk, large waves, and CA poppies incorporated into the design. Because this is a preliminary design, the theme may change but should there be changes to the size or placement, Caltrans will need to apply for an amendment to this use permit. The thickness of the monument is listed at approximately 3’.
Other aspects of the proposed project include paving more of the graveled shoulder and minor vegetation/underbrush removal that is encroaching into the right of way. This will increase visibility and safety in the area. Travelers will have more space to park further away from traffic lanes. The relocation of a utility pole in the area is also proposed.
5. FINDINGS:
A) Caltrans determined the project was exempt from the California Environmental Quality Act (Cal. Code Regs. tit. 14 § 15301(c));
B) The project is consistent with the policies and standards of the General Plan and Title 21 Zoning and Title 18 Signs;
C) The approval of the coastal development permit will not materially affect adversely the health and safety of persons residing or working in the County, and will not be materially detrimental to the public welfare or injurious to property or improvements, as this project is occurring in a developed Caltrans right of way and is replacing an older sign.
6. CONDITIONS:
1. This Coastal Development Permit is for an entryway monument/welcome sign and paved wayside to travelers on Highway 101 in the Caltrans Highway right-of-way at milepost
46.49 on Highway 101.
2. The project shall be carried out in accordance with the materials received by the Del Norte County Community Development Department on or around March 27, 2024.
3. Should any archaeological resources be found during project activities, construction activities shall be halted until an evaluation of the find is made by either a qualified archaeologist or representatives of the local tribes. Any mitigation measures that may be deemed necessary must have the approval of the local tribes and the County of Del Norte, and shall be implemented by a qualified archeologist representing the County of Del Norte prior to resumption of construction activities. If human remains are exposed by a project related activity, the County of Del Norte shall comply with California State Health and Safety Code, Section 7050.5, which states that no further disturbance shall occur until the County Coroner has made the necessary findings as to the origin and disposition pursuant to California Public Resources Code, Section 5097.98;
4. This entitlement is specifically conditioned on the applicant agreeing to indemnify and hold harmless the County of Del Norte, the Planning Commission of the County of Del Norte, the Board of Supervisors of the County of Del Norte, their officers, employees and agents against any and all claims arising out of the issuance of the entitlement and specifically against any expense arising from defending any legal action challenging the issuance of the entitlement, including but not limited to the value of time devoted to such defense by County officers, employees and agents and the amount of any judgment, including costs of suit and attorney fees, recovered against the County or any of its officers, employees or agent in such legal action. The County of Del Norte reserves the option to either undertake the defense of any such legal action or to tender such defense to the applicant. Should the County tender such defense to the applicant and the applicant fail or neglect to diligently defend such legal action, the County may consider such failure or neglect to be a material breach of this conditions and forthwith revoke this entitlement.
