E.11 52.212-2 ADDENDUM EVALUATION—COMMERCIAL ITEMS
(a) This solicitation is issued under Simplified Acquisition Procedures in accordance with FAR subpart
12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR Part 13.5 Simplified Acquisition Procedures for Certain Commercial Items. The government will award a contract resulting from this solicitation on the basis of the lowest price, technically acceptable (LPTA) to the responsive and responsible quoter whose quote, conforms to the solicitation. All quoters must have a current registration in the System for Award Management and Veterans Information Program (VIP) to be considered for award.
Since this solicitation is LPTA the government will begin by reviewing the lowest priced quote first and if the government determines that this quote is technically acceptable, no other quotes will be reviewed.
This quote will have been deemed technically acceptable with the lowest price, so for this reason the award will be made based on FAR guidance.
If no offer is technically acceptable the government will make a determination to re-solicit. Technical tradeoff will not be made, and no additional credit will be given for exceeding the minimum requirements. In the event an offeror’s quote is determined to be technically unacceptable for any of these factors, the entire quote will be considered technically unacceptable and the quote will be ineligible for award.
Please read each section below carefully for the submittals and information required as part of the evaluation. Failure to provide the requested information below shall result in the Contractor’s quote technically unacceptable. In addition, the government intends to award without discussions. The government reserves the right to request clarifications.
Past performance: The government will review past performance for responsibility determination purposes only. The government will review government systems such as Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Past Performance Information Retrieval System (PPIRS), and other government systems.
Offerors with no relevant past performance history will not be evaluated favorably or unfavorably.
The following factors shall be used to evaluate quotes:
Technical Price
The Contractor shall be registered in www.sam.gov to receive government contracts to be considered for award.
The Contractor shall be registered in www.vip.vetbiz.gov as a Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB), in order to receive credit as a SDVOSB or VOSB and must be verifiable in Vendor Information Pages (VIP) to be considered for award.
1. Technical
A. Technical Approach:

i. Quoter shall submit a technical approach with quote to be considered for award. Your technical quote shall address whether you are subcontracting this effort or performing as the prime, your approach as to how you will accomplish the requirements of the Statement of Work, technical capability/expertise, manpower, schedule, and resources available to provide these services.
Failure to provide this information may render your quote technically unacceptable.
ii. The Contractor technical approach shall demonstrate the Contractor will provide all tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Prior to initiating work, Contractor shall provide documentation of all instruments, test equipment, tools and PPE.
iii. The Contractor shall submit a certificate by the International Electrical Testing Association (NETA) or retain equivalent certification by the National Institute for Certification in Engineering Technologies (NICET) as senior certified technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Failure to provide this information may render your quote unacceptable.
iv. The offeror shall provide a detailed quality assurance plan to include:
1. Quality Control (QC) organization
2. Qualifications 3.Duties, responsibility and authority of QC personnel
4. Outside Organizations/Subcontractors
5. Submittal Procedures & Initial Submittal Register
6. Documentation Procedures
B. Contractor Qualifications:
1. Contractor Technical Experience:
Contractor Technical Experience:
i. The Contractor shall demonstrate (5) years’ technical experience within the last 8 years in Electrical Switchgear Maintenance and Testing service performing as the prime contractor in accordance with the Statement of Work (SOW). The Contractor shall demonstrate in their technical approach proof of technical training and demonstrate track records of working experience in infrared inspection, testing, maintenance and repair of Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities performing as the prime.
The Contractor shall submit up to three (3) Contractor technical experience entries performing as the prime Contractor.
The Contractor technical experience entry shall include:
(a) dollar value,
(b) contract number,
(c) period of performance (year and month),
(d) point of contact (POC) name and title,
(e) POC phone number,
(f) POC email address,
(g) description of the work; and
(h) servicing agency.
Failure to demonstrate five year’s technical experience and submit up to three (3) Contractor technical experience entries performing as the prime Contractor shall result in Contractor’s technical quote as technically unacceptable.
Contractor Qualifications:
ii. The Contractor shall be a licensed master electrician. The Contractor shall be certified by the International Electrical Testing Association (NETA) or retain equivalent certification by the National Institute for Certification in Engineering Technologies (NICET) as senior certified technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training.
iii. The Contractor shall submit with technical quote a copy of a current and valid electrical license (i.e., NEMA, NETA, NICET) by the close of the solicitation date.
iv. The Contractor shall submit a certificate by the International Electrical Testing Association (NETA) or retain equivalent certification by the National Institute for Certification in Engineering Technologies (NICET) as senior certified technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training by the close of the solicitation date.
PERSONNEL QUALIFICATIONS: The Contractor shall submit with technical quote a resume to show proof of personnel experience and a copy of a current and valid electrical license and certificate (i.e., NEMA, NETA, NICET) by the close of the solicitation date for the Master Electrician and any Service Technician(s).
1. Master Electrician:
a) The Master Electrician shall serve as the Project Manager and the Master Electrician.
The Master Electrician shall be a licensed Master Electrician. The Contractor shall submit with technical quote a copy of a current and valid electrical license.
b) Master Electrician Technical Experience: The Master Electrician’s technical experience shall include Electrical Contracting service, repair, testing and maintenance of industrial and commercial electrical distribution systems and related components in healthcare, industrial, educational, and commercial facilities. The Master Electrician resume shall demonstrate technical training and demonstrable track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) years within the last eight (8) years. Electrical components on which the Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage); low voltage controls; emergency and standby generators; automatic transfer switches, wiring, transformers, meters, and other electrical appurtenances. The Contractor shall demonstrate the Master Electrician’s technical experience by submitting a resume with their technical quote at the solicitation due date. Failure to demonstrate the Master Electrician’s technical experience through a resume shall result in the technical quote being technically unacceptable.
c) Master Electrician Qualifications: The Master Electrician shall be certified by the National Electrical Testing Association (NETA) or National Institute for Certification in Engineering Technologies (NICET), a division of NSPE (National Society of Professional Engineers), equivalent certifying organization as Certified Technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Each crew shall have at least one NETA/NICET Senior Certified Technician. The Contractor shall submit proof of certification through a license or certificate with their technical quote at the solicitation due date. Failure to submit proof of certification of the Master Electrician through a license or certificate shall result in the technical quote as technically unacceptable.
d) The Master Electrician must be present at all times when work is being conducted.
Contractors shall have safety trainings – either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S – Electrical, and the NFPA 70E – Standard for Electrical Safety in the Workplace. Training certification shall be provided indicating each technician is a Qualified Person as defined by NFPA 70E. Contractor shall submit Master Electrician’s training certifications evidenced by a license or certificate with their technical quote at the solicitation due date. Failure to provide the training certifications shall result in the technical quote as technically unacceptable.
2. Service Technician:
a) The Contractor service technician(s) shall be properly trained and licensed staff in Electrical Contracting such as service, repair, testing and maintenance of industrial and commercial electrical distribution systems to perform the proposed work herein the SOW.
b) Service Technician Technical Experience: The Service Technician(s) shall demonstrate 3 years’ technical experience within the last 5 years as a service electrician having serviced, repaired, test, and maintenance three or more systems in healthcare, industrial, educational, and commercial facilities within three of the last 5 years. Each of these systems shall have successful operation for three years or more. Contractor shall submit the Service Technician(s) resumes with technical quote to demonstrate proof of the Service Technician’s technical experience for all contractor assigned personnel and any replacement personnel for the MEDVAMC. The Contractor shall submit proof of evidence in resume to establish required technical experience and performance level with their quote by the close of the solicitation due date.
c) Service Technician Qualifications: The Service Technician(s) shall be certified by the National Electrical Testing Association (NETA) or National Institute for Certification in Engineering Technologies (NICET), a division of NSPE (National Society of Professional Engineers), equivalent certifying organization as Certified Technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Each crew shall have at least one NETA/NICET Senior Certified Technician. The Contractor shall submit evidence of the aforementioned training certifications through licenses or certificates with their technical quote at the solicitation due date. The
Contractor shall submit with technical quote a copy of current and valid electrical license (i.e., NEMA, NETA, NICET) by the close of the solicitation due date.
d) The Contractor shall submit proof of certification and resume(s) with their technical quote at the solicitation due date. Failure to submit proof of certification and resume(s) shall result in the technical quote as technically unacceptable.
e) The Service Technician(s) must be present at all times when work is being conducted.

2. Price: All line items listed in Section B.1 Price/Cost schedule must include a price. The total evaluated price will consist of the offeror’s total proposed price based upon the estimated hours in Section B.1 Price Cost/Schedule. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced. Cost analysis’s may be performed by the Contracting Officer.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
