At the location on the top deck of the buoy where the proposed buoy hook will come into contact with the deck, a D-fender softener (hook pad) will be structurally secured to the deck of the buoy in a similar manner as the rails. A doubler plate must be welded onto the underlying top deck steel plate to reinforce this area. Portions of the toe and/or hand rails that would be below the buoy hook and come into contact with the buoy hook must not be installed in this area.
3.9 NON-SKID DECK COVERING
A rollable, polyurethane base, resilient nonskid deck covering, color black, conforming to MIL-PRF-24667C must be applied to the buoy deck to within 6 inches of the buoy’s edge. The covering must be applied so as to achieve an aggressive texture. The covering must be applied in accordance with the manufacturer’s instructions for application over elastomeric products, and so that the surface of the covering presents a uniform appearance without ridges or troughs. The nonskid deck coating must be a deck gray, similar to Color Chip No. 36076.
3.10 REFLECTIVE TAPE
a. The buoy must have a 6-inch wide reflective tape band permanently bonded to the urethane shell approximately 1.5 feet below the top deck encompassing the diameter of the buoy. The reflective tape must conform to USCG 46 CFR Part 164, Subpart 164.018, Type II retroreflective material with a daytime color or silver and a reflected color of white.
b. The buoy must have a 6-inch wide blue band, bonded to the urethane shell approximately 2.5 feet below the top deck encompassing the diameter of the buoy. The design basis for the blue band is
3M Scotchlite, Series 680, PN79985.
c. The reflective tapes must be free of cracks, wrinkles, ragged edges, and foreign matter. The urethane surface should be made tacky by preparing it with a compatible solvent, and then the tape should be immediately applied. The manufacturer must apply the tape in such a manner as to ensure a secure bond with the urethane. Wrinkles, blisters, or other separations must not exceed one percent of the tape surface area.
3.11 NAVIGATION LIGHT STAND
A navigation light stand compatible with the Carmanah M650 must be provided to attach a navigation light to the buoy above the toe rail level and at a location just inside of the toe rail on the side opposite where the buoy hook will be positioned at rest. The navigation light stand must be partially or totally removable from the base plate. The deck of the buoy must be sealed around the light base to prevent water intrusion.
3.12 IDENTIFICATION PLATE
The buoy must have an identification plate with stamped or engraved characters to a minimum depth of 0.015 inches. Identification plate information must be similar in content as shown in Attachment
3. Identification plate material may be any standard grade commercial sheet brass of 0.125 inches minimum thickness. Characters must be filled with black enamel in accordance with TT-E-489, type optional. The location of the identification plate must allow the identification plate to be completely visible with top jewelry is attached to the buoy. The Manufacturer must propose a suitable attachment method for the identification plate to the strength member on the topside of the buoy.
Information required to be provided in the identification plate is; (1) Buoy maximum diameter and overall height; (2) Maximum tension bar load; (3) Weight in air; (4) Working buoyancy; (5) Manufacturer, date and month of buoy manufacture and serial number; and (6) Manufacturer’s design drawing. A representative identification plate is shown in Attachment 3 for guidance. The identification plate must also include the upper sentence “ACOE PORTLAND DISTRICT” and lower sentence “DO NOT PAINT”. The second sentence must state “BUOY MOORING, TENSION
BAR 200 TONS WLL.”
3.13 SHIPPING CONTAINER OR CRADLE
a. The foam buoy must be placed in a suitable shipping container or cradle of substantial construction suitable for commercial transport by the chosen carrier(s). The container must maintain the shape of the buoy without crushing the body. The container must be accepted by the Government prior to shipping the buoy.
b. The shipping container or cradle must not be used to lift the assembly. Protect the buoy’s coating system and urethane hull from damage during shipping, using recyclable materials, where possible.
