TECHNICAL SPEC'S

1. SCOPE OF WORK

Furnish and deliver annunciation and Sequence of Event Recording (SER) equipment for McNary Powerhouse. The overall scope of this contract in relation to the Advantech equipment is to upgrade the existing hardwired annunciation lightboxes. The parts listed below are integral components of the annunciation and SER systems – they provide human-machine interfaces (HMI) to view critical alarms and events throughout the powerhouse.

2. GENERAL

The Advantech equipment will be used for upgrading the existing hardwired lightboxes at McNary Powerhouse. The Advantech equipment will replace the existing hardwired lightboxes and be installed on the S-Board and in the control room under a separate construction contract.

At the same time as the Powerhouse Control Upgrades project, McNary will also be upgrading the existing main unit electromechanical governors to digital governors. A separate digital governor supply contract was awarded to American Governor Company (AGC), and the construction contract has been combined with the Powerhouse Control Upgrade project. With both the governor and annunciator HMIs being Advantech HMIs, maintenance practices will become more efficient due to consistency. The proposed Advantech devices and software have similar maintenance requirements as Advantech Governor equipment and would require less time to institute and maintain.

3. TECHNICAL SPECIFICATIONS

The parts listed below are required for the upgraded annunciation and Sequence of Event Recording (SER) system.

4. INSTRUCTIONS AND OPERATION MANUALS

The hardware must come with two operation and maintenance manual hard copies and one electronic copy covering software and hardware setup, configuration, installation, maintenance, and warranty information.

5. WARRANTY

All equipment in the technical specification above must be covered minimally by a twelve (12) month warranty from defects in material.

6. SHIPMENT AND DELIVERY

All items shall be delivered FOB to McNary Dam within 6 weeks of contract award. The contractor is responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to McNary Dam. No shipments are allowed other than during normal business hours of Monday- Thursday 7:30AM – 4:00PM, excluding federal holidays.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items.
