The purpose of the ECA is to identify the presence and quantities of potentially hazardous materials that will require either abatement or special disposal requirements prior to or during demolition of those structures. The purpose will also be to confirm which buildings exhibit explosives contamination. If the
ECA identifies a conflict between current hazards and the hazards identified in the Performance Work
Statement (PWS), the PWS will govern and the Government will evaluate the need for a contract modification to address those differences.
The Contractor is responsible for all costs associated with the proper management and disposal of any investigated-derived waste generated during the course of the work. The installation Environmental
Manager shall sign all hazardous waste manifests prior to shipment. Invasive sampling (dismantling, demolition or removal of walls, ceilings, flooring, covers, lids, etc.) is prohibited during the ECA.
Destructive testing of exposed material (drywall, tile, pipe wrap, caulking, etc.) is permitted with prior clearance and approval of the UXO Safety Officer.
2.1 Work Plans

Resources (MDNR), Occupational Safety and Health Administrations (OSHA), and other regulations applicable to the work being performed. ACM surveys shall be performed on all suspect building materials (friable and non-friable, including all layers) and debris suspected to contain ACM.
Characterize the current building component (substrate) or material (material, color, size if applicable, etc.), identify by sketch, the location of samples and provide photographic documentation of sample locations. Identify friable and non-friable ACM areas and estimate the volume of each type of ACM for each building.
Assume intrinsically safe light fixtures contain asbestos gaskets.
Submit samples of suspect ACM under chain of custody procedures to a laboratory that is accredited by the American Industrial Hygiene Association (AIHA) and participates in the Bulk Asbestos Proficiency
Analytical Testing Program (BAPAT) or is accredited by the National Institute of Standards and
Technology (NIST) National Voluntary Laboratory Accreditation Program (NVLAP).

(mercury), fire suppression system agents (heptafluoropropane), smoke and fire detection and computerized alarm systems, and any switches and controls with a history of containing hazardous compounds. Dismantle and inspect light fixtures and switches that may contain PCBs and mercury, respectively. Inspect items and equipment for placards or manufacturing labels identifying contents.
Provide an inventory of these hazardous items for each structure inspected, including estimated quantities.
Lead-based paint (LBP) is believed to be present in several structures and demolition work shall be conducted in accordance with Lead in Construction Standard 29 CFR 1926.62, as applicable. The Contractor shall conduct a visual inspection to characterize each container and its contents; identifying such features as size
(capacity), location (orientation), construction, condition, containment (if any) and current volume (if any). The Contractor will document any visual observations regarding spills or staining at or near the location of containers. If the contents of the tank or container are not identifiable, the Contractor may will collect a sample of the contents and send the sample for laboratory analysis to characterize the tank contents for handling and disposal. for characterization. Sampling must be approved by the
UXO Safety Officer prior to being performed.
Building 61 Exterior Tanks: For the Environmental Contamination Assessment the three exterior storage tanks and related infrastructure associated with Building 61 (Chlorine Storage Facility) shall be treated as containers with unknown contents including complying with 29 CFR 1910.120.
Historical information for this facility indicates previous use may have been for cyanide disposal in the 1950’s. For bidding purposes, the Contractor shall assume the tanks contain material related to the chlorine process in the quantity indicated within the CLIN 0003AA Table. Should the results of the Environmental Contamination Assessment determine otherwise it will be considered a changed site condition and addressed accordingly via contract modification. The Contractor shall address safety requirements for execution of work within their Accident Prevention Plant.

Sample information and observations collected during the inspection shall be summarized and assembled in tables, as applicable. Figures shall show the sample locations, and the locations of positive sampling results of
ACM, PCBs, explosives, and other hazardous/regulated materials. Sample locations shall be clearly annotated on floor plan sketches or drawings or other graphic depictions, with a brief description so that it is clear to the reader the precise location from where the sample was taken. A table which lists any historical records or documents that were accessed (viewed and/or photocopied) for research purposes will be included with the report. Copies of the laboratory data deliverables will be included as an attachment or appendix. The report shall also include a copy of the inspectors’ current certificates.
