This document is a notification for an Industry Day event related to the E-4B Contractor Logistics Support (CLS) Request for Information (RFI). The E-4B is a specialized fleet of four Boeing 747-200 aircraft that provide a survivable command, control, and communications center for the President, Secretary of Defense, and Joint Chiefs of Staff.

The Industry Day is being hosted by the United States Air Force E-4B Program Office on May 17, 2024 at Tinker Air Force Base in Oklahoma. The purpose is to identify potential contractors capable of providing CLS for the E-4B fleet, including aircraft sustainment, depot maintenance, supply chain management, field support, and training. The USAF is seeking contractors with relevant expertise, facilities, and past performance to support the E-4B mission without delays or duplication of costs. Interested vendors must be current DoD contract holders and provide their CAGE code, contract number, DD Form 2345, and JCP data to receive the controlled, export-restricted Performance Work Statement. E-4B CLS Request for Information (RFI) Industry Day:

This notification of industry day is issued by the Executive Aircraft Division, AFLCMC/WVV located at Tinker Air Force Base (TAFB), Oklahoma. This is NOT a formal notice of solicitation.

Background:

The current E-4B fleet size is four (4) highly modified and specialized Boeing 747-200 aircraft stationed at Offutt AFB, NE. Due to the small fleet size, aircraft availability is of primary importance to the E-4B community and should be thoroughly considered by prospective offerors.

The primary mission of the E-4B is Strategic Command and Control, providing the President of the United States (POTUS), the Secretary of Defense (SECDEF), and the Chairman of the Joint Chiefs of Staff (CJCS) a highly survivable command, control, and communications center to direct U.S. forces, execute emergency war orders and coordinate civil authorities’ activities. The E-4B provides a worldwide, survivable enduring node of the National Military Command System (NMCS) to fulfill national security requirements throughout the full spectrum of conflict. The E- 4B aircraft is powered by four General Electric (G.E.) CF6-50 engines. The E-4B is Military Type certified, and some systems are common to the commercial 747-200. The E-4B carries a complex, integrated suite of mission systems originally developed and installed by a variety of Contractors and Government organizations.

The E-4B CLS contract is part of an Integrated Weapon System (IWS) approach utilizing multiple contracts to meet all requirements that were previously combined. There are 3 major contracts that fulfill these requirements, the CLS contract, the Engineering Support Services (ESS) contract, and the National Nuclear Communication Support (N2CS) contract. Each Contractor shall establish appropriate Proprietary Information Agreements (PIAs), Associate Contractor Agreements (ACA’s) and/or OEM Agreements with each other and other system OEMs as described in each PWS to support E-4B requirements.

The CLS contract (this contract) shall provide E-4B sustainment for the aircraft, including Program Management, Aircraft Depot Maintenance (to include Modification Integration Management), Field Service Representatives (FSRs), Supply Chain Management, Unscheduled (Drop-in) Maintenance, Aircraft Paint, Engine Maintenance and Overhaul, and Low Frequency Transmit System (LFTS) Support and Training.

The Contractor shall provide CLS with FAA certified/non-certified parts and maintenance for the E-4B fleet.

Purpose:

The E-4B Program Office of the United States Air Force (USAF) will be conducting an industry day on Friday, 17 May 2024 at the Tinker Business & Industrial Park, Midwest City, Oklahoma. The purpose of this event is to inform the business community that the United States Air Force E-4B Program Office is seeking to identify sources that may be capable of providing Contractor Logistics Support (CLS) for the E-4B National Airborne Operations Center (NAOC) aircraft.

This industry day is looking for prospective contractors possessing the necessary E-4B sustainment support knowledge and expertise to perform and manage the required sustainment activities without unacceptable delay to program schedules and unnecessary duplication of costs.

The goals of the industry day are: (1) to introduce the CLS requirements; (2) to encourage and promote teaming arrangements among potential vendors having the relevant expertise, facilities, and capabilities; (3) allow interested offerors the opportunity to meet one-on-one with the Government.
