Work tasks include removal and replacement of all valve components (ball valves, tubing, fittings, pilot valves, pressure gauges, internal rubber, gaskets, and strainers) on both the 10" and 12" altitude valves, with restoration of operational functionality. The contractor must provide all labor, equipment, tools, materials, and supervision necessary to perform the work.
Compliance requirements include adherence to Safe Drinking Water Act (SDWA), Environmental Protection Agency regulations, Texas Administrative Code Title 30 Chapter 290, Texas Health and Safety Code Chapter 341, Department of Defense and Air Force guidance, and Unified Facilities Criteria. Work will be conducted in a Controlled Area requiring an escort, scheduled during normal business hours (0700–1600) unless otherwise authorized. The contractor must coordinate with the 7 CES Customer Service Desk, provide a two-day advance shutdown notice, ensure facility restoration, maintain a clean work site, and obtain confined-space permits with atmospheric monitoring. A one-year warranty is required from the date of government acceptance. Safety requirements include OSHA compliance, state Texas workman compensation requirements, welding/cutting/brazing approvals via AF Form 592, work clearance via AF Form 103 renewed every 30 days, and confined-space entry authorizations.
