POSITION DESCRIPTIONS

DVBIC MISSION SUPPORT BRANCH

MSO001 - PROGRAM MANAGER

Position Summary:

Position Summary: S/he follows the established guidance of DVBIC HQ. S/he facilitates information flow at DVBIC HQ between contract members (at HQ and sites), department/office staff lead (at HQ), government leadership and staff. S/he will oversee and execute the HQ and site contract personnel actions, manpower utilization, workflow and operational procedures as outlined in contract requirements. Broad, in-depth, experience in business process development, process improvement, change management, project management, systems integration and general leadership and management. Broad skills and significant depth of experience in a variety of disciplines ensure rapid diagnosis of organizational performance and business systems gaps. Significant experience across all line and staff disciplines enhances ability to accurately prescribe and communicate organizational remedies. Demonstrated expertise in providing guidance and direction to small and complex projects and programs; proven abilities in process development for organizationally critical processes, process improvement, change management; demonstrated capability in managing multi-task projects and programs of high complexity; broad responsibility in process design, implementation and integration. Primary functions include specific and comprehensive analysis of organizational processes, systems and personnel in relation to core goals and strategic direction.

Primary Responsibilities:

· Serves as lead contractor and single point of accountability for the all DVBIC support on this contract and provides oversight to contractors within all DVBIC sections.

· Provides oversight and direction to Deputy Program Managers.

· Facilitates information flow between network site contract members, DVBIC leadership, Site Directors, government staff and contract company POC.

· Provides oversight regarding the site and HQ contract expenditures to include individual projects as required.

· Analyzes cost and pricing data submitted to verify and substantiate direct and indirect costs.

· Ensures appropriate resources are assigned to accomplish tasks.

· Oversee internal auditing of contractor performance, internal program assessments, quality of work and quality of deliverables.

· Prepares program summaries and reports for DVBIC leadership and others as required and/or requested.

· Provide advice on manpower utilization, work flow and operational procedures to increase efficiency, productivity and make overall improvements for the program.

· Provides ad hoc reports as requested.

· Prepare requests for actions/proposals and other projects as needed.

· Ensures full compliance with all contract requirements, schedules and provisions.

Ability to use sound judgment in problem solving and excellent interpersonal and communications skills required. Ability to coordinate multiple sites and complex issues at any given time required. MSO002 - DEPUTY PROGRAM MANAGER (HQ)

Position Summary:

S/he follows the established guidance of the Program Manager and DVBIC leadership. S/he will facilitate information flow between DVBIC Leadership, Program Managers, government and contract staff and contract company throughout DVBIC HQ and the Network Sites.

S/he will oversee and execute the all contract personnel actions – DVBIC HQ and network sites, workflow and operational procedures as outlined in contract requirements.

Primary Responsibilities:

· Performs duties under the guidance of the Program Manager and DVBIC leadership.

· Serves as the liaison between the DVBIC Leadership, contract company POC, Network Program Manager and DVBIC contract staff.

· Facilitates information flow between DVBIC Leadership, the network program manager, government and contract staff and contract company throughout DVBIC HQ and the Network Sites.

· Provides contract staff direct or indirect administrative supervision.

· Ensures all medically licensed contract staff adhere to all local/state/federal requirements as required by their specialty, position and duty location.

· Provides contract employee advice and coordination for personnel actions as requested and/or required.

· Prepares program summaries and produces reports as required and/or requested.

· Ensures the Network Program Manager files deliverable requirements on time.

· Oversees and executes network site’s workflow and operational procedures regarding contract requirements.

· Provide input regarding network site’s budgets to ensure usage is within contract requirement guidelines.

· Ensures full compliance with all contract requirements, schedules and provisions.

S/he will oversee and execute the assigned network sites’ contract personnel actions, manpower utilization, workflow and operational procedures as outlined in contract requirements.

Primary Responsibilities:

· Performs duties under the guidance of the Program Manager, DVBIC leadership and the Network Site Directors within their assigned network region.

· Facilitates information flow at their network sites within their region between sites contract staff, department/office staff lead (at HQ), as well as, government staff on site and contract company POC.

· Provides input regarding the assigned network site’s budget as a whole and for individual, identified projects as required.

· Reviews space utilization and needs for each Network Site and makes recommendations up the chain of command accordingly.

· Analyzes cost and pricing data submitted to verify and substantiate direct and indirect costs for all assigned Network Sites.

· Overseas and/or prepares program summaries and reports for government Site Directors, DVBIC leadership and others as required and/or requested.

· Prepares requests for actions/proposals and other projects as needed or requested.

· Coordinates initiation and processing of purchase orders request, supply sources, work orders and maintenance and renovation requests for each assigned Network Site.

· Ensures full compliance with all contract requirements, schedules and provisions for each assigned Network Site.

MSO004 - BUSINESS OPERATIONS ADMINISTRATOR

S/he follows the guidance of the DVBIC HQ Program Manager. S/he will assist the HQ Program Manager to facilitate information flow between DVBIC Leadership, site program managers, government, contract staff and the contract company throughout DVBIC HQ and the Network Sites. S/he will assist the HQ Program Manager oversee and execute the network contract personnel actions, workflow and operational procedures as outlined in contract requirements.

Primary Responsibilities:

· Performs duties under the guidance of the DVBIC HQ Program Manager.

· Assists the HQ Program Manager with the facilitation of information flow between DVBIC Leadership, network program managers, government and contract staff and contract company throughout DVBIC HQ and the Network Sites.

· Provides contract staff direct or indirect administrative supervision.

· Direct, organize, review and compile monthly, quarterly and end of the year reports for the DVBIC sites.

· Ensure site deliverable requirements are submitted on time.

· Assist and facilitate program managers with their site’s organization chart and personnel staffing roster.

· Completes personnel actions as requested and/or required.

· Assists with the compliance of all contract requirements, schedules and provisions. Assists with the preparation of an agenda for scheduled program manager’s meetings.

· Provide minutes of the scheduled program manager’s meetings. Maintains and organize soft/hard copy shared files.

· Manage, arrange and schedule meetings for the Program Managers.

MSO005 - COMMUNICATIONS MANAGER

Position Summary:

S/he directs and oversees communications programs that effectively describe and promote the organization and its products. May conduct market or public opinion research to assess program outcomes. Suggests promotional campaign ideas in various types of media, as well as counsels top management on effective communication strategies. Familiar with a variety of the field's concepts, practices and procedures. Leads and directs the work of others. Serves as the point of contact for internal and external communications.

Primary Responsibilities:

· Responsible for managing a multi-disciplinary team of communications and graphics design professionals across the headquarters and centers within the organization. Provide the day-to-day support to the clients and team members.

· Serve as the central point of contact for the team, directly interacts with PAO leadership as well as DVBIC directors and senior leaders.

· Manage and facilitates the workload of team members to prioritize tasks as requested by clients, translating clients priorities and organizational policies into practice for the team.

· Provide subject matter expert consultation and functional skills to develop and support the organization’s communications missions, both internal and external. This includes an overall communications strategy as well as smaller campaigns or themed plans.

· Review and approve all materials and deliverables before they are sent to the client, ensuring consistently well developed and error free deliverables.

· Use knowledge of the environment and best practices and industry standards to recommend and implement solutions to better integrate and strengthen DVBIC’s brand and media presence.

· Actively promote and represent a professional work environment.

· Provide strong written and verbal communication, strong problem solving skills and customer service skills.

· Demonstrate knowledge of military organizations and other Government agencies.

MSO006 - COMMUNICATIONS SPECIALIST

Position Summary:

The employee serves as a Communications Specialist at Defense and Veterans Brain Injury Center. The purpose of this position is to perform work in all aspects of visual information products to include on-line news magazines, feature articles, news articles, news releases, speeches, scripts, leadership communiqués, web content and the graphic design aspects associated with briefings, special publications, visual aids, brochures, web-based visual information products, and special events/commemoration products. The employee will also provide assistance in monitoring and administering DVBIC’s social media communications tools such as FaceBook, Twitter, and blogs.

Primary Responsibilities:

· Develops and writes informational materials and presentations with the purpose of educating and often persuading a diverse audience of internal and external customers and the public regarding DVBIC functions, programs, and initiatives.

· Uses desktop publishing and other software applications, designs complex graphic materials, web content, briefings and video content.

· Analyzes and develops the most effective methods and mediums for dissemination of information; working with technical and functional experts to ensure the accuracy and quality of content.

· Monitors and analyzes the ongoing effectiveness of current communication efforts within the organization to expand the visibility points of service to increase customers’ awareness.

MSO007 – MEDICAL WRITER/EDITOR

Position Summary:

Contractor shall assist to develop, write and edit materials for DVBIC. Work is conducted in conjunction with internal DVBIC staff and/ or external subject matter experts. Target audience includes Service members, Veterans, families, healthcare providers, line leadership, high level DoD and VA leaders, civilian organizations, and communities with an interest in TBI. Materials may be in print, electronic, and/ or video. The Contractor shall coordinate projects throughout the DVBIC HQ divisions and the DVBIC network.

Primary Responsibilities:

· Medical writer will participate in, to varying levels and per Supervisor guidance, all phases in the development of DVBIC publications from topic selection, interviewing, writing, editing, graphic design and print.

· Serves as the POC for print, on-line and multimedia content.

· Edits documents and presentations for clarity, consistency, and use of recommended style.

· Tailors materials to target audiences.

· Assists in the development of and maintains standard presentation materials used internally and externally for DVBIC.

· Assists with the development of manuals/ guidelines and ensures consistent use among DVBIC products.

· Adheres to legal, professional and ethical codes with respect to confidentially and privacy, particularly when using images and previously published work.

· Meet regularly with stakeholders and Subject Matter Experts to insure curriculum development aligns with learning objectives and audience needs.

Position Requirements:

Required Knowledge, Skills and Abilities: Knowledge of the military/veterans’ health care delivery system; knowledge of TBI preferred. Knowledge of the principles of adult education required. Ability to tailor print communications to a variety of literacy levels required. Experience in writing, editing and publishing in a healthcare, education or communications environment required. Ability to evaluate on-line education materials, and assist in the design products for on-line viewers required. Excellent oral and written communication skills required. Ability to work well in a fast paced environment with multiple priorities required.

Minimum Education/Training Requirements: Bachelor’s degree in healthcare, education, or communications (journalism, English) –Masters preferred Minimum Experience: 5 years’ experience in developing health education materials in print and on-line. Prefer experience with traumatic brain injury.

MSO008 - SOCIAL MEDIA SPECIALIST

Position Summary:

Serves as a Social Media Specialist responsible for developing and implementing a social media program that informs and educates both internal and external audiences about DVBIC, its mission, activities and people, and its value to the DoD and the Nation.

Primary Responsibilities:

· Plans, conducts, and coordinates DVBIC’s Social Media Program. Responsible for planning, designing, and executing a program to inform and educate general and specialized audiences, both external and internal, about DVBIC programs, activities and services as well as how they relate to the DoD. Coordinates agency policy for use of social media for official purposes.

· Initiates, develops, establishes and maintains effective working relationships with members for developing New Media/Social Media networks and outlets. Researches, develops, plans directs, and executes a national Social Media outreach campaign to support DVBIC operations worldwide in an effort to promote understanding of the mission and scope of DVBIC and connect geographically dispersed stakeholders.

· Makes recommendations regarding analyzing the information needs of various segments of DVBIC stakeholders, determining the most effective communication approaches to employ, modifying strategies or plans to more effectively communicate programs, functions, and mission, evaluate new/social media development and practices and providing information to respond. The work involves obtaining feedback from our stakeholders on developing new approaches to use in meeting their communication needs.

· Responds to information requests, comments, and feedback from new/social media outlets. As the primary liaison for social media information on the Web, ensures that information is releasable within the guidelines of the DoD regulations and policy and maintains operational security.

· Maintains liaison and provides advice to DVBIC on new/social media engagement opportunities as well as coordination as appropriate with other government agencies. Educates and trains colleagues on the tools available to them, how they are used by other DHA/DVBIC organizations, and suggests opportunities for new uses.

· Utilizes metric tools to assess visits and page views, bounce rates, average time spent, geography of readership and other relevant measures of success.

Knowledge, Skills and Abilities: Knowledge of social media concepts, principles, and practices. Knowledge of the methods of written and oral communications and skill in applying those principles and using appropriate methods in conducting a social media affairs program involving public information, internal information, and community engagement/outreach activities for internal and external audiences. Skill in analyzing the effectiveness of social media communications plans, and in developing recommendations to improve them.

Knowledge of a wide range of electronic communication techniques across the Internet, to include Web sites and social media outlets, as well as the benefits and limitations of each means of communication.

Minimum Education/Training Requirements: Bachelor’s degree required. Experience within similar work setting may be accepted in lieu of educational minimums.

MSO009 - DIGITAL COMMUNICATIONS SPECIALIST

Position Summary:

S/he will monitor, analyze, and update organization website and generate reports on website traffic. Monitor for trends, patterns and change in performance. Collect and analyze performance data and translate data into reports to showcase strengths, areas of opportunity and recommendations to fine tune marketing strategies and optimize site content, design, usability functionality and processes to improve effectiveness. Generate reports on web traffic monthly and provide recommendation for online communications. Provide input on knowledge management issues and identify tools available throughout the DoD system.

Primary Responsibilities:

· Manage and maintain DVBIC website to support communications, knowledge management, outreach and social media strategic objectives.

· Ability to work in content management systems such as Drupal, SiteCore and Sharepoint.

· Use industry best practices.

MSO011 – GRAPHIC DESIGNER

Position Summary:

The employee serves as a Graphic Designer at Defense and Veterans Brain Injury Center. The purpose of this position is to perform work in all aspects of visual information products to include on-line news magazines, feature articles, news articles, web content and the graphic design aspects associated with briefings, special publications, visual aids, brochures, web-based visual information products, and special events/commemoration products.

Primary Responsibilities:

· Provide graphic design and layout services for DVBIC HQ. This support includes assisting with or providing graphic input or designs for DVBIC education, research and clinical products; conference products; reports; informational material; manuals, newsletters, annual report, and other DVBIC products that are developed in support of DVBIC’s mission. Position Summary:

Possess knowledge of applying analytic methodologies and principles to assessment DVBIC programs. Supports analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives. Conducts activities in support of project team’s objectives and works closely with program analysts and program leads.

Primary Responsibilities:

· Ability to interpret statistical data.

· Working knowledge of software applications and systems utilized by research administrators and knowledge of the DoD research portfolio management process

· Access data sets relevant to DoD and VA health policy, including public use data sets.

· Run basic statistical analyses using a standard statistical software package. Analyze, interpret and present multivariate statistics, such as regression.

MSO014 - MANAGEMENT SUPPORT SPECIALIST

Position Summary:

The Management Support Specialist shall provide administrative support to include task management, human resource support, support agreement coordination as well as other administrative functions outlined below.

Primary Responsibilities:

Support Agreements:

· Coordinate development, review and maintenance of the DVBIC portfolio of support agreements to include MOAs, MOUs, ISSAs and CRADAs.

· Provide a monthly report of the status of all DVBIC Support Agreements. This report is due no later than 60 days after the date of award and no later than the 15th of each subsequent month.

· Reviews DVBIC, DHA, DoD and other appropriate regulations, directives and documents to ensure DVBIC support agreements are in compliance with other higher authority administrative instruction or SOPs

Training Support:

· Develop DVBIC’s Annual Training Plan to include short and long term training goals for DVBIC staff, to include DHA mandated training and DVBIC-specific internal training. The contractor shall provide within 60 days of contract award an annual training plan for DVBIC. Subsequent plans will be due no later than Sept 15 for any subsequent years.

· Review and analyze DoD, DHA, J-9 and other appropriate regulations, directives and documents to ensure DVBIC staff training objectives are identified and met.

· Maintain a tracking record of training requirements. Develop additional tracking mechanisms as necessary to evaluate individual and DVBIC’s overall compliance with training requirements. This compliance will be reported to DVBIC leadership on a monthly basis.

· Disseminate training opportunities and invitations and coordinate training opportunities with DVBIC staff.

Human Capital Support:

· Assist with the execution and monitoring of the hiring process from position description development to Entry of Duty (EOD). The contractor will provide written weekly status reports to the government outlining the status of all military and civilian recruitment activities. The contractor is responsible for developing the report format; however, the finalized format must be approved by the government.

· Serve as liaison for onboarding and off boarding of uniformed service members, GS personnel and contractors. This will require coordination with DHA, J-9 working collaboratively with other contractors to obtain start date information.

· Provide support and functions as DVBIC’s point of contact for DHA’s Onboarding Program.

· Serve as a central point of contact for HR administrative policies, procedures, and requirements for DVBIC.

· Clarify new procedures and provide guidance in the application of new administrative guidelines.

· Responsible for arranging and scheduling of HR related meetings, functions, and interviews.

Standard Operating Procedures Support:

· Reviews DoD, DHA, J-9 and other appropriate regulations, directives and documents to ensure DVBIC SOPs are in compliance with other higher authority SOPs.

· Develop, maintain and update DVBIC’s SOP for writing SOPs

· Identify procedures and processes that require SOPs within DVBIC

· Assist DVBIC staff in the development and approval process of SOPs and other guidelines

· Responsible for ensuring the identification, establishment and implementation of the staff elements required for strategic programs and initiatives.

· Maintaining record/archive of reports, requests for information or taskers, such as resource allocation, correspondence, etc.

Task Management Support:

· Draft correspondence and policy letters for DVBIC’s review and approval.

· Serve as DVBIC’s action officer for designated tasks, such as communications, HR, training, rosters, etc.

· Report status of projects to Government lead on a routine basis, weekly or daily as necessary and appraise Government lead immediately when a problem arises that may impact the successful execution of the task.

· Function as DVBIC’s POC for taskers, which includes but is not limited to the following responsibilities:

· Receive and review timelines of tasker, notify appropriate task lead to coordinate tasks (this will require coordination with Government staff within division and directorate), distribute and track taskers from J-9 Tasks Office, internal DVBIC taskers and other internal/external items.

· Maintain tracking sheet of all taskers and provide a weekly written status report to DVBIC leadership (Division Chief, Assistant Division Chief, and Branch Chiefs.)

· Provide editorial support which will include reviewing and analyzing documents to ensure they contain proper grammar, punctuation, spelling and are in the proper style and format as dictated though guidance of DHA or higher level authority.

Administrative Support:

· Serves as DVBIC’s point of contact for DVBIC’s SharePoint, this includes:

· Assist staff with questions or issues regarding SharePoint, to include providing instruction to DVBIC staff

· Develop and manage a tracking system for all DVBIC documents within SharePoint, to include ensuring version control and that all documents on SharePoint are current versions and up to date

· Provide assistance to DVBIC staff and contractors on SharePoint utilization

· Represent DVBIC at SharePoint workgroup meetings.

The contractor will coordinate the ordering of the supplies through J-9.

MSO015 – DISSEMINATION SPECIALIST

Primary Responsibilities:

· Work collaboratively with all branches of DVBIC to develop a dissemination plan for DVBIC products to include clinical recommendations, clinical tools and educational material. This will include partnering with internal DVBIC staff as well as external collaborators with J-9 and DHA.

· Work collaboratively with the DVBIC Communications Team to draft, review, and/or edit content of DVBIC communications in support of the dissemination of DVBIC products.

· Facilitate formal and official communications between DVBIC, the network sites and other entities (e.g., military departments, Defense Centers of Excellence, Defense Health Agency, VA, Congress, etc.).

· May conduct market or public opinion research to assess program outcomes.

· Gathers and analyzes information from users needed for the development or modification of the data collection systems. Interacts with members of DVBIC branches, management staff, and others to accomplish the data collection and quality needs of the organization.

Position Summary:

The contractor shall provide each of the following Executive Administrative (EA) support services to DVBIC HQ leadership to include the Division Chief, Assistant Division Chief, and Branch Chiefs. The EA shall have the below skills and responsibilities.

Primary Responsibilities:

1. Answering incoming telephone calls for DVBIC HQ

1. Maintain calendar of appointments for DVBIC HQ office, including the scheduling of appointments, events, conferences, travel and leave schedules for DVBIC leadership. This will require the contractor to coordinate multiple schedules and have knowledge of the supervisor’s and staff schedules, as well as previous commitments

1. Schedule meetings, reservation of conference/meeting rooms, issuance of conference call numbers for meetings, recording and transcription of meeting minutes and other logistical support associated with setting up and conduction of meetings

1. Provide administrative assistance to DVBIC leadership for organizing and completing Division and office related projects and tasks

1. Will utilize Microsoft Office software to include: Word, Outlook, Excel, and Power Point. Additionally the EA’s may be required to operate other tools within Microsoft Office suite.
