About this file
This document is a Request for Information (RFI) for the Dutton Hill G-Z Stewardship IRSC project on the Coconino National Forest in Arizona. The objective of this project is to dramatically increase forest health and resilience through large-scale landscape-level treatments. The contractor will be required to complete a variety of mandatory and optional work activities, including cutting and removing timber, timber stand improvement, road maintenance and reconstruction, and other forestry-related services.
The RFI seeks information on contractor interest and capabilities, as well as any challenges or feedback to improve the project plan prior to solicitation. Key details include a desired completion date of May 30, 2025 for the Double Springs Treatment Area, and a target of December 31, 2028 for overall project completion. Pricing information is not required at this time. The Forest Service will conduct an appraisal to establish advertised rates for included timber products after contract award, which will be final and non-negotiable. Interested contractors are encouraged to respond to the RFI with any pertinent information.

It is anticipated that this contract will be solicited in Summer/Fall of 2024 with award in late fall of 2024. Item 1 is desired to be completed by May 30, 2025. Item 2 sub-Items A-F are expected to be completed within 1 calendar year (365 days) from date of award and sub-Items G-K are expected to be completed within 1 calendar year (365 days) from the issuance of the notice to proceed. The following is a basic outline of expected period of performance.
Year 1 – Complete Items 1 and 2 sub-Items A-F
Year 2 – Complete Item 2 sub-Items G-K and Item 3 sub-Items A-F
Year 3 – Complete Item 3 sub-Items G-K, Item 4 sub-Items A-F, and Item 4 sub-Items G-K
Year 4 – Complete and Item 5 sub-Items A-K by December 31, 2028
It is desired that this contract be completed in its entirety ASAP to increase the pace and scale of forest restoration treatment and prevention of catastrophic wildfire. Contractors proposing to complete all work in less than 4 years may receive higher technical rating during evaluations.
General description of work:
The objective of this project is for the contractor to complete the end-results from previous project layout and sale prep through final completion of the project area. The Flagstaff Ranger
District has identified what work activities are needed across all project acres to meet the desired end-result objectives.
Mandatory Work Item 1A and 1B - Double Springs Treatment Area: This Project was identified in the original 4Fri EIS from 2015. This project is 100% ready to be harvested. There is a total of 699 acres to be harvested utilizing a mix of Leave Tree Marking Designation as well as Designation by Prescription. Associated Road Maintenance will be required as well as Slash
Management and Timber Stand Improvement work pending funding.
Work Item 2 - Dutton Hill Sliker Treatment Area:
2A – Re-Paint Cut Unit and Deferral Boundaries: Services are needed for painting boundary trees and interior deferral area for an estimated TBD in linear feet. All boundary trees have been previously painted and need to be re-marked. All previous marks on boundary trees should be covered with fresh paint.
2B – Re-Paint All LTM Units: Services are needed for re-marking leave tree units which have previously been marked. The stump mark of each individual leave tree may be painted over, and the new breast mark should be painted above or below the previous breast mark.
2C – LTM Marking to Convert DxP Units: Cut units which have been previously designated by Designation by Prescription will be converted to Leave Tree Mark units.
Silviculture prescriptions will be provided for each unit to implement the Leave Tree
Coconino National Forest
Mark.
2D – Timber Cruise Design and Plan: Design a timber cruise and plan which adheres to
Forest Service Handbook standards and methods. When the production cruise data is analyzed by the contractor and it meets the required sampling error as outlined in the
Forest Service Handbook directions, the cruise will be accepted by the Forest Service.
2E – Timber Cruise Implementation: Collect timber cruise plot data according to methods and number of samples in the cruise plan. Enough samples will need to be collected to meeting sampling error standards outlined in the Forest Service Handbook.
2F – Develop Roads Maintenance/Reconstruction Package: Create a detailed map identifying the road maintenance plan per the Forest Road Maintenance Specifications that will be provided at time of contract solicitation. Plan will identify whether road reconstruction is needed such as culvert replacement, ditch re-establishment, heavy brushing, curve widening, etc.
2G – Road Maintenance: Perform pre-, during-, and post-haul road maintenance. All road maintenance shall be in accordance with Forest Service approved Roads Maintenance
Package.
2H and 2I – Cut and Remove Included Timber: Cut and remove from contract area included timber which meets the minimum tree specifications as identified in the contract.
The total volume shall be determined once Items 2D and 2D have been completed and accepted.
Determination of Advertised Rates:
When the volume estimate from the completed and accepted cruise (meeting minimum Forest
Service Handbook and Manual direction) for each Treatment Area is finalized, the Forest Service shall conduct an appraisal to establish the advertised rate. Advertised rates will not be established until after contract award. Advertised Rates shall be determined by FS using standard Handbook and Manual guidelines, will be final and non-negotiable. Contractors will be allowed to add bid premiums to their price proposals that will be evaluated as part of the best value determination for award.
If contractor does not agree with the advertised rates established by FS, that Treatment Area
Option Item for Cut and Removal of Included Timber and all associated Optional service work
Items will not be awarded. This work will then be solicited in a new contract open for competition.
Once Forest Service has conducted the appraisal to establish Advertised Rates for included products and line items for Cut and Remove Included Timber is awarded via contract modification, timber removal shall be completed within one year.
Timber removal for each Treatment Area will be added via future modifications as “new” award of timber with advertised rates specific to the Treatment Area. Tracking and accountability of forest products for each Treatment Area shall be kept separate.
Coconino National Forest
