About this file

This Performance Work Statement (PWS) outlines a dust hazard analysis (DHA) for Building 1346 at the Naval Weapons Station Yorktown, Virginia. The contractor will conduct a prescriptive dust hazard analysis in accordance with NFPA 660, focusing on a 50K sq.ft. container Repair Depot with 19 mechanics and 3 administrative personnel. The analysis will comprehensively evaluate fire, deflagration, and explosion hazards associated with operations including sanding, abrasive media blasting, painting, and welding, with specific attention to potential rocket motor residue and combustible dust risks.

The deliverable requires a detailed report prioritizing risk reduction recommendations across high, medium, and low levels, aligned with NFPA 660 objectives. The contractor must submit the final analysis in Microsoft Word or Adobe PDF format, comparing tested amounts to industry standards. The Technical Point of Contact (TPOC) will review the report, and any necessary corrections must be made at no additional cost. The period of performance is to be completed no later than September 25, 2025, with the final report due by that date, located at BLDG. 1346 Spring Rd., Yorktown, VA 23691.

Performance Work Statement

Dust Hazard Analyst: Building 1346 Naval Weapons Station Yorktown, Va.

The Contractor shall conduct a prescriptive dust hazard analysis (DHA) in accordance with NFPA 660. (2025 Edition of NFPA 660, Standard for Combustible Dusts and Particulate Solids which consolidates the former 2019 Edition of NFPA 652, Standard on Combustible Dusts, 2020 Edition of NFPA 654, Standard for the Prevention of Fire and Dust Explosions from the Manufacturing, Processing, and Handling of Combustible Particulate Solids and 2022 Edition of NFPA 484, Standard for Combustible Metals)

The DHA shall include:

a. DHA overview (scope, limitations): Dust hazard analysis (DHA) will be performed in accordance with best industry practice which meets or exceeds the current requirements prescribed by the governing building code. The DHA will include a systematic review identifying fire and deflagration and explosion hazards associated with combustible particulate solids in the evaluated processes and building.

b. Facility description: The container Repair Depot is a 50K sq.ft. production facility staffed with 19 mechanics and 3 admin personnel. The operations include sanding using rotary disk pads removing paint/rust, abrasive media blasting in 3 separate booths. One booth is approx. 36 x 20 using plastic media, one booth is 11x16 using aluminum oxide and a blasting cabinet using also aluminum oxide. There is one paint booth approx. 13 x 23 spraying two-part epoxy paints (grey and white) and two-part primers (Formula 150 & 158.) There is a welding booth where TIG, MIG and stick welding are used on aluminum and steel items. Rotary grinding wheels or wire wheels are used to prepare the surface.

c. Material hazard evaluation: Explosibility and ignition properties of dust generated / handled at the facility.

Items being plastic media blasted in the large booth may have expended rocket motor residue. Certain inert items being ground upon while on the production floor may have expended rocket motor residue.

d. Equipment hazard evaluation: Identify any equipment currently in use for any operations that are producing, while being operated, hazardous explosive dust.

i. Systematic evaluation of combustible dust generating, handling and collecting equipment, including human involvement: Using industry knowledge of equipment and local knowledge of material, analyze and come up with a systematic approach to mitigate, reduce found hazards.

ii. Identification of fire, deflagration and explosion hazards and remediation strategies: Identifying the explosibility of the dust or hazardous waste being generated and identifying if the current equipment is performing the tasks or containment and collection adequately while preventing further contamination of adjacent areas and personnel.

iii. Identification of areas not posing a fire, deflagration or explosion hazard and associated operating parameters.: Verifying adjacent production areas are remaining safe and clear from explosive dust and hazardous airborne materials.

e. Building hazard evaluation: Verifying that the current products being used are accomplishing the designed tasks in such a manner to minimize mass exposure or contamination but still accomplish the designed and required tasks described.

i. Systematic evaluation of buildings containing combustible dust and/or equipment generating, handling or collecting combustible dust: The accomplishment of a comprehensive DHA of building 1346 Container Depot.

ii. Identification of fire, deflagration and explosion hazards and remediation strategies: Using best practices and industry knowledge, surveying the facility to identify ignition sources, offering remediation techniques to incorporate ORM.

iii. Identification of areas not posing a fire, deflagration or explosion hazard and associated operating parameters.: Front offices, breakrooms, lavatories

Deliverable:

Recommendations prioritized by qualitative level of risk reduction achieved (high / medium / low), in the context of the objectives of NFPA 660. Give found results and remediation techniques and suggestions to correct, reduce or eradicate any found explosive hazards to stay within or become compliant.

i. Technical Point of contact (TPOC): Filled in at time of award

ii. Contractor shall be required to submit final analysis for acceptance to TPOC.

iii. The TPOC will review and provide comments if required on any discrepancies (if found). Contractor shall make corrections at no additional cost to the government.

iv. DHA Report shall be in Microsoft Word or Adobe PDF format. The results of the DHA shall be clear and provide the tested amounts compared to the allowable industry standards.

v. Final report is due no later than 25 September 2025.
