Statement of Requirements Duplex Vacuum Pump Assembly
I. Background
The National Institute of Standards and Technology (NIST) Material Measurement Laboratory (MML) in Gaithersburg MD is responsible for a small-scale paper mill. The small-scale paper mill is a specialized-format production machine that fabricates pilot-scale product from a variety of feedstocks. The feedstocks are materials suspended in water and during the production process the duplex vacuum pump assembly removes the excess water as the product is being formed; this excess water can be a considerable volume (e.g., many tens to hundreds of gallons) depending on the attributes of the feedstock and the desired output product. The performance and specifications of the duplex vacuum pump assembly, (e.g., pumping speed and throughput at operating pressure, resistance to corrosion) are critical to both the daily and long-term operability of the small-scale paper mill. Indeed, if the duplex vacuum pump assembly fails, degrades or does not afford the required performance and specifications in any way, the small-scale paper mill does not function and is inoperable.
The original installed duplex vacuum pump assembly by Gardner Denver Nash LLC (a subsidiary of Ingersoll Rand), met the requirements and specifications of the small-scale paper mill machine. The reference of “duplex” refers to the custom hardware arrangement whereby two
(2) individual identical pumps are configured to mate to the small-scale paper mill as one pumping line assembly referred to as the Duplex Vacuum Pump Assembly for the purpose of this requirement. For the current duplex vacuum pump assembly, two (2) Gardner Denver Nash Model CL201 pumps were affixed in the assembly; in terms of performance, this model is equivalent to two (2) new Gardner Denver Nash Model SX30.
II. Scope
The Contractor shall provide one (1) floor-mounted duplex vacuum pump assembly to replace the existing Gardner Denver Nash assembly, Brand Name or Equal.
III. Minimum Specifications
All items must be new. Used or remanufactured equipment shall not be considered for award. Experimental, prototype, or custom items shall not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable.
The duplex vacuum pump assembly shall meet the minimum specifications identified below and shall be shipped in the original equipment manufacturer’s (OEM) packaging and include all original documentation and software, when applicable.
The duplex vacuum pump assembly shall be compatible with and mate to existing vacuum line piping and utilities as well as the original NIST custom designed control system and alarms (e.g., component open/on vs closed/off) without any modifications to these systems. At the NIST Gaithersburg MD site, the Contractor shall perform full deconstruction and removal of the existing duplex vacuum pump assembly and full installation of the new replacement duplex vacuum pump assembly, including incidental parts (e.g., lengths of piping) needed to mate existing vacuum piping and utilities.
The Contractor shall provide a duplex vacuum pump assembly that meets the following minimum specifications:
1. Two (2) 316 stainless steel Monoblock construction vacuum pumps that are brand name or equivalent to the Gardner Denver Nash Model SX30 (Liquid-Ring Pump).
a. Each pump shall afford inlet pumping speed of a minimum of 50 standard cubic feet per minute (SCFM) at 20 inches of Mercury(Hg)
b. Each pump shall be fitted with the following 316 stainless steel components:
i. a connecting plate
ii. port plate
iii. A rotor and a lobe assembly
c. Each pump shall have a sealed water line requiring a maximum of 5 gallons per minute (GPM) water supply fitted with
i. a flow switch
ii. flow control valve
iii. stainless steel isolation valve
iv. y-body strainer
d. Each pump shall be fitted with a water trap silencer with 2” National Pipe Thread (NPT) connections.
e. Each pump shall be fitted with a minimum of 10 hp/7.5 kW, 230-460 Volts AC, 3-phase, with a 60 Hz motor.
f. Each pump shall be fitted with a 4 foot high carbon steel support baseplate.
g. Each pump shall be fitted with
i. an isolation valve made of stainless steel
ii. a check valve made of bronze
iii. both valves shall have 2” NPT fittings
2. (6) Flex hoses (4’ length) shall be supplied having 2” NPT connections for inlet, seal, and discharge lines to mate with existing vacuum piping.
3. (6) 4’ lengths of stainless steel tubing for full construction of the functioning duplex vacuum pump assembly mated to the existing small-scale paper mill vacuum piping shall be provided.
4. Eight (8) vibration isolation pads shall be provided for use with existing foundation mounting pad.
IV. Site Preparation
NIST will coordinate with the Contractor to shut off/deactivate all utilities serving the existing duplex vacuum pump assembly (e.g., electrical power).
V. Deconstruction and Installation
The Contractor shall provide:
1. Full deconstruction and removal of the existing duplex vacuum pump assembly.
2. Full construction and installation of the new duplex vacuum pump assembly, using parts with specifications given in Section III above.
3. Any and all rigging equipment (e.g., dollies, lifts) needed for both deconstruction and removal, as well as the installation of the duplex vacuum pump assembly.
The system shall be installed by the Contractor and meet minimum specifications no later than 90 calendar days after delivery. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, rigging, set-up and hook-up of the system, demonstration of all specifications, and removal of the old system, parts and trash. Onsite installation and demonstration shall be done at NIST, Gaithersburg, MD in Building 231.
VI. Delivery
Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) and shall occur not later than (NLT) 60 calendar Days ARO.
FOB Destination means: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the task order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the task order; and pay all charges to the specified point of delivery. The Contractor shall deliver all line items to the initial site of:

Note the final delivery and site of installation shall be Building 231 at NIST Gaithersburg MD site. NIST will coordinate with the Contractor to direct items to the specific location within Building 231.
VII. Inspection and Acceptance
A visual inspection of the duplex vacuum pump assembly will be performed by the NIST Subject Matter Expert (SME) to identify surface defects or any form of indication that damage occurred during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The
Government at any time prior to acceptance shall reject the duplex vacuum pump assembly due to defects and/or nonconformance.
The Government will test and accept onsite within ten (10) days business days after the installation of the duplex vacuum pump assembly is completed.
Acceptance testing will involve NIST verifying proper operability of the small-scale paper mill completing a production run to ensure the duplex vacuum pump assembly’s installation performs without failure to the system.
VIII. Warranty
The Contractor shall warrant that the duplex vacuum pump assembly will operate within OEM specifications and be free from defects in material and workmanship for a period of a minimum of one (1) year after receipt and final government acceptance.
IX. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
100% after installation and acceptance by the SME of duplex vacuum pump assembly.
The Government anticipates final inspection will occur after the testing procedures described in Section VII have been completed.
X. General Information
Safety: The Contractor employees shall be responsible for knowing and complying with commercial installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor shall provide the name and citizenship information of employees for on-site visits to the NIST SME prior to arrival. The SME will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus. The Contractor employee is responsible for absences due to missing or expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.
