This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

1. Agency and Contracting Activity.

The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Information Technology Acquisition Center (ITAC) proposes to award an order pursuant to

FAR 8.405-6(a), Limiting Sources.

2. Nature and/or description of the action being approved.

DHS/OPO intends to limit the number of sources solicited pursuant to FAR Part 8.405- 6(a)(1)(i)(B) for the procurement of a Dun & Bradstreet Investigate web-based subscription service. The proposed contractor is Dun & Bradstreet, Inc., 5335 Gate PKWY, Jacksonville, FL 32256. DHS/OPO intends to solicit directly to D&B investigate from the Federal Supply Schedule (FSS).

3. Description of Supplies/Services.

The DHS Research Library & Information Services (RLIS) Program requires enterprise-wide internet protocol authenticated access to a comprehensive web-based research application to search U.S. and international company data and information for procurement and intelligence operations.

To meet its mission requirements, DHS RLIS requires detailed information supporting intelligence and analysis of business ownership and relationships, financial information for foreign and domestic companies as well as maritime information. Further, it requires real time access to a global business database including executive name worldwide, company name, address, corporate family linkages (including minority linkage), and business size within the U.S.

and abroad.

The period of performance is for one

(1) 12-month Base Period of Performance and four (4) 12-month Option Periods.

Government contracting data analytics on prospective companies for US federal government awards. Must include exclusions, US violations and Canadian EPA violations.

Environmental, social and governance (ESG) rankings that describe the resiliency of companies for environmental regulatory compliance Mobile Application Ability to build case files of user selected data records such as businesses, maritime shipping records, IP addresses, persons, and other data Ability to download US and International Company data reports Access to a linkage analysis tool that enables users to create annotated visualizations of relationships among businesses and persons while highlighting key findings Business Legal Names to include association with a doing business as (DBA) name Detailed geospatial data for companies searched. Street address, latitude, and longitude.

Ability to download or integrate into data into a digital map.

Detailed business information: sales, employees, executives, ownership Industry classification information including the North American Industry Classification System (NAICS), Standard Industrial Classification (SIC), and CAGE codes Comprehensive Financial Records Maritime shipping information. Must include cargo container data Cyber Risk Ratings

After a thorough examination of industry providers, it was concluded that D&B Investigate is the only vendor that can provide integrated access to research information that satisfies the government’s minimum requirements. The integrated research information is not available in any similar scope from another provider.

8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.

The RLIS program office performs continuous and ongoing market research such as reviewing Government and Commercial databases, reviewing professional journals, and attending conferences to remove or overcome any barriers that led to limiting sources before any subsequent acquisition for the supplies or services is made. Should another database incorporating all the required business and company data become available, DHS will pursue a competitive award.
