Due Diligence Posting of Notice of Intent to Accept a Best Value Offer from Star Poly Bag Inc. for Trash Bags
The Department of Transportation – Highway Operations (“MassDOT” or “Department”) of the Commonwealth of Massachusetts announces its intent to Accept a Best Value Offer, pursuant to the Commonwealth’s Due Diligence Posting policy, to contract for the following with Star Poly Bag Inc. (“Offeror”), pending the results of this Notice of Intent (“Notice”):
Description MassDOT Highway Operations plans to continue sourcing a variety of customized yellow trash bags to support statewide roadside cleanup. These products are vital to maintaining safety and visibility during daily litter removal, particularly along medians, ramps, and high-traffic areas.
The custom litter bags are designed for efficient manual collection, with a plastic removable handle that improves ease of use, and a bright yellow color that ensures visibility for worker safety. The distinctive color also serves a practical purpose—it prevents confusion with standard black residential bags and ensures they stand out in the field and discourages misuse by separating official disposal from public trash.
MassDOT would seek to enter into a ten (10) year contract agreement with Star Poly to provide these customized litter bags.
A copy of the vendor quote is included in the COMMBUYS Due Diligence Posting.
The Department is posting this Notice rather than conducting a full procurement because the Department believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair and competitive.
Determination of Other Interested Vendors The intent of this posting is to determine if there are any other interested and qualified vendors.
Any such vendors must:
