Due Diligence Posting of Notice of Intent to Accept a Best Value Offer
The Massachusetts Department of Transportation of the Commonwealth of
Massachusetts (“MassDOT” or “Department”), by and through its Aeronautics Division, announces its intent to “Accept a Best Value Offer” pursuant to the Commonwealth’s
Due Diligence Posting policy, to contract with MITRE Corporation (“Offeror”), pending the results of this Notice of Intent (“Notice”).
Description
The MassDOT Advanced Aviation Technologies (AAT) Group is within the Aeronautics
Division. The AAT Group has four major emerging technology categories of focus:
Unmanned Aircraft Systems (UAS), Counter Unmanned Aircraft Systems (C-UAS), Beyond Visual Line of Sight (BVLOS) and Urban Air Mobility (UAM). The goal of the
C-UAS program is to develop capabilities to protect key state facilities, critical infrastructure facilities, and soft target events from the evolving UAS threat; the goal of the BVLOS UAS capabilities is to support the MassDOT mission of ensuring a safe and reliable state transportation infrastructure and to foster the development of public and commercial UAS ecosystem within Massachusetts and the region; the goal of AAM is to strategically plan and further the development of advanced aviation transportation capabilities within Massachusetts and the region.
The MassDOT AAT Group requires additional professional services intended to augment the specialized technical knowledge and skills currently available to the Group.
Specifically, the MassDOT AAT Group has identified the need for professional services in assisting with MassDOT with translating UAS, C-UAS, BVLOS, and AAM visions and goals into actionable implementation plans for the development of operational capabilities.
MITRE Corporation operates as a Federally Funded Research and Development Center
(FFRDC) and assists the United States government with scientific research and analysis;
development and acquisition; and systems engineering and integration.
Key Deliverables
MITRE Corporation is qualified to supply the following:
• Provide engineering support to MassDOT in defining a c-UAS requirements baseline and the desired future c-UAS capabilities; support MassDOT’s ability to evaluate and deploy c-UAS capabilities; and provide technology insight, regulatory guidance, and strategic planning support regarding c-UAS.
• Provide engineering support, technology insight, regulatory guidance, safety risk assessment, and strategic planning support to support MassDOT’s BVLOS development efforts.
• Assess existing federal capabilities to determine suitability for MassDOT UAS and CUAS activities and develop pathways to access any federal capabilities that may be shared.
• Provide technical and strategic support regarding the potential role of Advanced
Air Mobility (AAM) for the future of aviation transportation in the
Commonwealth through the development of AAM use cases, through technology assessments to determine functional and regulatory pathways, and by identifying collaboration opportunities and facilitating the transfer of information between
AAM stakeholders.
• Provide strategic planning, technical support, engineering expertise, and facilitate transfer of information between stakeholders for the development of a comprehensive intermodal transportation plan for the Commonwealth of
Massachusetts.
• Provide project management services for the provided work, including development of a project management plan and updates on status.
It is expected that this engagement will commence on the date following the acceptance by all parties and will continue for a duration of 2 years, with an option to extend for an additional year. The estimated value of the purchase resulting from this Bid is
$2,500,000.
MassDOT is posting this Notice rather than conducting a full procurement because it believes this opportunity represents best value to the Commonwealth and is utilizing this
Due Diligence Posting to ensure that the process is open, fair, and competitive.
