About this file
This is a Due Diligence Posting Notice of Intent issued by the Executive Office for Housing and Livable Communities (EOHLC) of the Commonwealth of Massachusetts to accept a best value offer from the Partnership for Public Service for executive leadership retreat services. EOHLC, established in 2023, seeks a one-day on-site retreat to assist leadership in aligning around organizational values, vision, and mission; identifying team norms to improve communication and collaboration; establishing short- and long-term priorities with concrete action items; strengthening the management framework to clarify roles and responsibilities; and navigating organizational transition. The initiative follows the April 1, 2026 appointment of Juana Matias as Secretary and represents a strategic opportunity for the agency to reflect on past performance and establish future goals. Interested vendors must submit documentation demonstrating they can provide a comparable or better offer by the response deadline of 5:00 PM Eastern Time on May 29, 2026. All responses must be submitted online through COMMBUYS, the Commonwealth's procurement portal.
The Partnership for Public Service is offering its services at no cost to EOHLC, with the agency utilizing the Due Diligence Posting process to ensure the procurement remains open, fair, and competitive rather than proceeding through a full procurement process. No pricing terms or contract modifications are applicable given the zero-cost nature of the offer. Following the posting deadline, the Department will review all responses and determine whether to withdraw the notice, accept the original offer from the Partnership, accept an offer from another vendor providing comparable or better value, or accept offers from multiple vendors providing similar value. All vendors responding to this posting must comply with Commonwealth standard terms and conditions, including completion of required forms such as the W-9, Commonwealth Terms & Conditions, Contractor Authorized Signatory Listing, and Authorization for Electronic Funds Transfer, which must be submitted upon award with original wet signatures.

Due Diligence Posting of Notice of Intent to
Accept a Best Value Offer
The Executive Office for Housing and Livable Communities (“EOHLC” or “HLC”) of the
Commonwealth of Massachusetts announces its intent to Accept a Best Value Offer pursuant to the Commonwealth’s Due Diligence Posting policy, to contract for the following services with the
Partnership for Public Service (the “Partnership” or “Offeror”), pending the results of this Notice of Intent (“Notice”).
Description
The EOHLC was created in 2023 and is responsible for carrying out and overseeing a wide variety of federal and state housing programs. In addition to being a young Secretariat level agency, it recently experienced change in its top leadership. On April 1, 2026, Governor Healey appointed
Juana Matias as Secretary. The change in leadership, as well as reaching a new phase in its growth as an Agency, provide an excellent opportunity for executive leadership to reflect on past performance and to set future goals and expectations and to develop strategies for employee engagement and alignment.
HLC seeks to engage the services of the Partnership for a one day on-site retreat to assist HLC leaders to: align around values, vision, mission and strategic direction; identify team norms and approaches to improve communication and collaboration; establish short- and long-term priorities and agree to concrete actions for achieving them; strengthen the management framework to clarify roles, responsibilities and decision making to create shared accountability; and navigate transition at an individual and organizational level.
The Partnership is offering its services at no cost to HLC and is uniquely suited to support the
HLC’s mission. The Partnership for Public Service has extensive experience designing and facilitating high-impact retreats that ensure leadership teams quickly align on organizational priorities, vision and operating norms.
The HLC is posting this Notice rather than conducting a full procurement because HLC believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence
Posting to ensure that the process is open, fair and competitive.
