About this file

This document is a Due Diligence Notice from the Massachusetts Department of Transportation (MassDOT) Highway Operations regarding their intent to accept a Best Value Offer from Lindsay Transportation Solutions, LLC to provide carrier wheels for MassDOT's Barrier Transfer Vehicle (BTV) used to operate the HOV Lane on I-93. MassDOT is looking to purchase an initial supply of 1,000 wheels for approximately $75,275 and enter into a 5-year contract agreement with Lindsay Transportation Solutions, LLC to provide the carrier wheels and related equipment as needed. MassDOT is posting this Notice rather than conducting a full procurement as they believe this represents the best value to the Commonwealth, and are using this Due Diligence Posting to ensure an open, fair, and competitive process. The Notice provides instructions for any other interested and qualified vendors to submit documentation showing they can provide a comparable or better offer by the deadline of 3:00PM EDT on 10/17/2023.

Lindsay Transportation Solutions, LLC was previously awarded a contract in 2018 as the result of a COMMBUYS bid solicitation. MassDOT currently utilizes the Road Zipper System manufactured by Lindsay Transportation Solutions, LLC, which includes the BTV and flexible barrier walls. As Lindsay is the sole vendor who can provide the proprietary wheels for the BTV, MassDOT is seeking to enter into a long-term contract with them to ensure continued maintenance and operation of the HOV Lane system.

Due Diligence Posting of Notice of Intent to

Accept a Best Value Offer from Lindsay Transportation Solutions, LLC for Carrier Wheels for MassDOT’s Barrier Transfer Vehicle (BTV)

The Department of Transportation – Highway Operations (“MassDOT” or “Department”) of the Commonwealth of Massachusetts announces its intent to Accept a Best Value Offer, pursuant to the Commonwealth’s Due Diligence Posting policy, to contract for the following with Lindsay Transportation Solutions, LLC. (“Offeror”), pending the results of this Notice of Intent (“Notice”):

Description

Lindsay Transportation Solutions, LLC. is a company that manufactures and distributes the Road Zipper System which consists of flexible barrier walls and a Barrier Transfer Vehicle (BTV).

MassDOT Highway Operations utilizes this system to operate the HOV Lane on I-93 between Quincy and Savin Hill. MassDOT implemented this system in 1995.

MassDOT provides operation, maintenance and service of the Barrier Transfer Vehicle and part of this maintenance includes daily inspection and replacement of unsatisfactory carrier wheels.

Lindsay Transportation Solutions, LLC is the only vendor who can provide the wheels for their proprietary Barrier Transfer Vehicle. MassDOT is looking to purchase an initial supply of 1,000 wheels for a cost of approximately $75,275. Lindsay Sales Holdings, LLC was previously awarded a contract in 2018 as the result of COMMBUYS bid solicitation # BD-18-1030-0H100- 0H601-26513. A copy of this quote is attached within the COMMBUYS Due Diligence Posting.

MassDOT would seek to enter into a five (5) year contract agreement with Lindsay Transportation Solutions, LLC. to provide carrier wheels and related equipment as needed.

The Department is posting this Notice rather than conducting a full procurement because the Department believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair and competitive.
