About this file
This document is a Questions and Answers (Q&A) issued by the Commonwealth of Massachusetts Executive Office of Health and Human Services (EOHHS) regarding the Due Diligence Notice for Self-Collected Testing Services (SCT Services) Bid Number BD-21-1039-EHS01-EHS01-56716. The Due Diligence Notice was issued on November 25, 2020 and this Q&A was issued on December 8, 2020. The notice indicates that EOHHS intends to contract with Color Genomics, Inc. for COVID-19 Self-Collected Testing Services, and seeks to determine if there are any other interested and qualified vendors. The notice outlines several minimum service requirements for vendors, including the ability to transmit sample requisitions and support digital accessioning for the Broad Institute, the designated laboratory.
The Q&A document addresses two specific questions. First, EOHHS confirms that the Broad Institute is the only designated laboratory and will not consider working with other laboratories. Second, EOHHS states that it is the vendor's responsibility to ensure the designated laboratory can process the samples collected, whether saliva or nasopharyngeal. No other pricing, set aside, incumbent, or funding details are provided in this document.

Due Diligence Notice for Self-Collected Testing Services (SCT Services) Bid Number: BD-21-1039-EHS01-EHS01-56716 Q&A Issued: December 8, 2020 This document contains responses to questions received regarding the Due Diligence Notice for Self-Collected Testing Services (SCT Services) issued by the Executive Office of Health and Human Services (EOHHS) on November 25, 2020. Answers have been provided to those questions which are of general interest and relevant to the preparation of a Response.
Q1. Would EOHHS consider working with a Designated Lab other than Broad Institute?
A1. No, the Broad Institute is currently the only Designated Lab. As specified in Section C: Minimum Service Requirements of the SCT Services Due Diligence Notice, the vendor is expected to posses existing capabilities which include the ability to “transmit sample requisitions and supporting digital accessioning for collected samples for the laboratory designated by EOHHS, currently the Broad Institute.”
Q2. Can the Designated Lab process saliva samples or nasopharyngeal samples?
A2. As specified in Section C: Minimum Service Requirements of the SCT Services Due Diligence Notice, the vendor is expected to currently posses the capacity to perform several of the Minimum Service Requirements in partnership with the Designated Lab. It is therefore the responsibility of the vendor to ensure the Designated Lab can process the samples collected.
