About this file
This document is a Request for Information (RFI) 2025-104 issued by Gainesville Regional Utilities (GRU) for a Dual Circuit Transmission Line Design project. The RFI seeks information from engineering firms for rebuilding an existing 230kV transmission line to support dual 230kV circuits using 1590ACSR wire, spanning 2.53 miles from Duke Energy Florida's Archer Substation to GRU's Parker Substation. Interested firms are requested to respond by August 5, 2025, at 5:00 pm via the GRU eProcurement Portal. The project requires a comprehensive design package including demolition drawings, electrical layouts, foundation details, grounding plans, and various technical specifications. The design process will involve multiple review stages at 30%, 60%, and 90% completion, with teleconference meetings scheduled for each stage.
The compensation for this project will be structured as a total lump sum with milestone-based payments: 15% upon project award, 30% at 30% design package approval, 25% at 60% design package approval, 25% at 90% design package approval, and 5% upon as-built submittal. The RFI emphasizes that this is an information-gathering process and does not guarantee a contract. The document includes technical considerations such as conductor sizing, potential use of bundled conductors, and various economic and operational factors to be evaluated by the engineering firms. GRU will provide existing substation design documentation and coordinate with the selected contractor, with the ultimate goal of determining the most cost-effective and operationally efficient approach to upgrading the transmission line infrastructure.

1.6. Questions and Clarifications
Listed below are questions and clarifications to consider. When providing your estimated budget price, provide an explanation as to which route your estimated pricing is based on.
1. We have one existing 230KV transmission line with single conductor, 795 ACSR, which has an ampacity of 907 Amps (= 360.895 MVA @ 230 KV).
2. We are proposing a new dual circuit 230 KV transmission line, and each circuit should have the capacity to import 525 MVA (= 1,319 Amps at 230 KV).
3. From an economic standpoint, should we ask the Engineering Firms to consider the following:
a. For ease of operations and ease of maintenance, should we have two separate 230 KV transmission lines on different structures (aka two pole lines)?
b. If the existing structures can handle the additional load of larger conductors, it is more economical to use the existing structures for the first 230 KV line and build a second set of structures (2nd pole line) for the second 230 KV line? If yes, do we have enough width in our right of way (easement) to accommodate the second pole line?
c. If it more economical to build new structures with dual circuits on a single set of towers (one pole line with 2 circuits)?
d. Some SME advise that if the required conductor size on a 230 KV transmission line is larger than 1351 ACSS (for ampacity reasons), then it is better to use bundled conductor instead of single conductor for the following reasons:
i. Advantages of Bundled Conductors :
▪ Due to the increase in self-GMD reactance is reduced.
▪ We get a low voltage gradient at the surface of a conductor.
▪ Corona losses are reduced.
▪ Radio interference is reduced.
▪ Capacitance and loading capability are increased.
▪ Surge impedance loading becomes high.
▪ The reduced impedance of the bundled line will allow load to flow as intended.
ii. Disadvantages of Bundled Conductors :
▪ A large number of sub-conductors are needed to form a bundle of conductors. The cost of maintenance, replacement, and reliability increases.
▪ Due to increased cross-sectional area ice and wind loading increases.
▪ The construction of towers becomes complicated due to increased clearance requirements.
▪ The charging kVA of the line increases.
▪ As a number of sub-conductors are present in a group, damage to a single conductor destroys the entire group of conductors.
