SECTION C – STATEMENT OF WORK SUBSCRIPTION AGENT SERVICES
Page 8 of 54 Section C
SECTION C – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C.1 – GENERAL
1.1 BACKGROUND
1.1.1 The Department of Housing and Urban Development (HUD) insures an average of approximately $40 billion in multifamily rental projects each year. In doing so, it evaluates the market absorption potential for these projects and how they relate to existing projects in the market. HUD has two objectives. One is to avoid financing projects in markets where it is anticipated there will be an excess supply of rental units by the time the project is completed, thereby reducing the risk of default for the proposed project. The other is to avoid increasing vacancy levels above desired levels in the market to reduce the risk to financial viability of existing rental projects, some of whose mortgages HUD may have insured.
1.1.2 Most of HUD’s multifamily mortgage business is concentrated in metropolitan areas, especially large, fast-growing areas. Detailed information on the location, type, rents, and vacancy rates of existing and newly developed multifamily rental projects is highly valuable in estimating the impacts and potential absorption of rental projects applying for HUD mortgage insurance or subsidy assistance. A limited amount of rental vacancy rate data is available from the Bureau of the Census. This information is collected in greater detail for multifamily rental projects by a limited number of firms that sell it to interested parties in a standardized format. HUD is interested in purchasing such data to assist it in carrying out its market analysis functions.

PERFORMANCE REQUIREMENTS SUMMARY/STANDARDS (PRS)
1.1 PERFORMANCE REQUIREMENTS
Performance Requirement Summaries: The work efforts of the Contractor will be evaluated in terms of how well the requirements of this contract are satisfied. The GTR or GTM will periodically perform evaluations of the work to ensure there is a match between actual and expected performance. If there are discrepancies the GTR will notify the contractor in writing to communicate these performance concerns to the contractor and follow through to ensure performance gaps are closed. The Contracting Officer will be kept informed of the performance findings and the means to resolve identified performance concerns. The actual evaluations that are done by the GTR include using Performance Requirement Summaries (PRSs). These charts describe three performance facets:
A. Requirement Element: This is a Task or Deliverable or an aspect of a Task or Deliverable that will be evaluated by the GTR.
B. Performance Indicator (PI): The Statement of Work (SOW) delineates the levels of performance expected from the contractor. During the actual contractor performance, the GTR will evaluate the current level of performance, by using one or more Performance Indicators. The reason for using Performance Indicators is to know whether the contractor is or is not moving toward attaining the required level of performance.
A major challenge is ensuring that there is a match between the Performance Indicators and the feedback about actual performance. Use of these Performance Indicators can improve the expected versus actual performance “fit.” In addition, some pointers about using Performance Indicators include:
1.The more important the finding, the more thorough the Performance Indicator’s use and interpretation
2. A common set of Tasks (such as content development and management) or a common set of
Deliverables (such as reports) can use a common set of Performance Indicators to evaluate them.
3.The Performance Indicator level can vary depending whether the Task or Deliverable is critical or non-critical.
4.There may be one or more indicators in use for any Task or Deliverable.
C. Monitoring Method: This is the means by which the GTR or GTM will verify that the Performance Indicators are providing effective performance feedback information.

Each assessment is based on objective facts and supported by program and contract management data, such as cost performance reports, customer comments, quality reviews, technical interchange meetings, financial solvency assessments, construction/production management reviews, contractor operations reviews, functional performance evaluations, and earned contract incentives.
CPARS has connectivity with the Federal Past Performance Information Retrieval System (PPIRS). Completed CPARS report cards are transferred to PPIRS on a weekly basis and are available for source selection purposes. CPARS is for UNCLASSIFIED use only.
