Prospective Offerors, The government is providing responses to the following questions:

Question 1:What is the anticipated start/award date of the contract?
Response:HUD anticipates contract awards by September 30, 2017, before the end of Fiscal Year 2017.
Question 2:What is the anticipated contract start date?
Response:It is estimated that the first Task Order will be issued, after the Post Award Kickoff conference and within 30 days of the contract award.
Question 3:Is there an existing backlog of assignments that the contractor will need to address immediately upon award of the contract?
Response:Rent Comparability studies are assigned, as needed, with a prompt turnaround timeframe. Only new studies will be assigned to the new contractor.
Question 4:What should be placed in the "Unit" column of the Pricing Grid on page 3 of the solicitation?
Response:The most common response is “each” or as the offeror may determine.
Question 5:Please confirm that the "Post Rehab" quote should include 2 sets of analysis, both "as-is" and "after rehab".
Response:Yes, in accordance with Chapter 9: Section 8 Renewal Policy Guidebook, Appendix 9-6.5
Question 6:Will variable pricing be considered based on the scope of the assignment (e.g. scattered site developments, large number of unit types requiring analysis, etc.)?
Response:The successful contractor will be paid the Unit price for each assignment, regardless of the Project make-up.
Question 7:Are all reports submitted electronically? Will there be any requirements for hard copy delivery?
Response:Yes, all reports will be submitted electronically in Word or PDF format plus, one original and one hard copy of the RCS by mail.
Question 8:Is the Response Date: Feb 22, 2017 at 2:30 PM Central (fbo.gov indicates 2:30 AM)?
Response:The date for receipt of proposals is being amended to March 8, 2017 at 2:30 PM Central.
Question 9:How will the assignments be given out? Monthly? Weekly? Yearly?
Response:Assignments will be made on an as-needed basis. When HUD has a requirement, a Rent Comparability Study may be assigned to the contractor at any time during the performance period of the Task Order.
Question 10:How does HUD want the solicitation numbers expressed in our responses? For example, DU205NC-16-R-0004 (formerly identified as DU205NC-16-R-0003), or simply as DU205NC-16-R-0004 (the revised solicitation number)?
Response:Each solicitation was assigned a new number in Fiscal Year 2017. The revised solicitation numbers are as follows: Request for Proposal for Northeast Region DU205NC-17-R-0002, Southeast Region DU205NC-17-R-0003, Southwest Region DU205NC-17-R-0004, Midwest Region DU205NC-17-R-0005 and West Region Midwest Region DU205NC-17-R-0006
Question 11:Are all required forms uploaded to FedBizOpps.gov? For example, SF 33 is not included with any of the bid packages, as is customary for Federal proposals.
Response:HUD intends to amend the solicitations to include the SF 33.
Question 12:Who is the incumbent provider?
Response:There is no incumbent. However, these solicitations represent a new business model for HUD to acquire these services. In the past, HUD has not used Region-wide contracts for these services. There have been a variety of contract instruments put in place to satisfy HUD’s requirements. In some areas, services are satisfied by placement of a Purchase Order or Task Order on a single requirement basis. So there is no incumbent contractor for any of the Regions identified.

Question 13: “L.7 FAR 52.252-1 SOLICITATION PROVISIONS INCORPORATED BY REFERENCE. (FEB 1998): This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.” This section goes on to say, “The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer.” Please clarify, and/or provide the full text or blocks that need to be completed and submitted by offerors.

Response: In consideration of what would be an extremely lengthy response, you may find the full text of any provisions or clauses electronically at the following sites:

http://farsite.hill.af.mil/VFFARa.htm and http://www.acquisition.gov/far/index.html

To clarify, the clauses contained in Section K, Representations, Certifications and Other Statements of Bidders, does contain several blocks where the contractor must fill-in the blanks with information about their company/organization.

Question 14:Are offerors to (or may we) submit a redacted version of Part I? If so, please provide instructions as to how HUD would like redactions performed.
Response:There is no need for redactions in any portion of your proposal. Evaluators reviewing your proposal will need to read an unedited version, to properly evaluate each proposal.
Question 15:Does HUD require electronic (CD/flash drive) versions of either Part I or Part II?
Response:This solicitation does not require a CD/flash drive to be submitted as part of a proposal.
Question 16:We are interested in bidding on this project, however, are a bit confused on the pricing. Can we submit a separate pricing sheet for each state?
Response:No. The solicitation is not asking for separate pricing for each state. Contractors are requested to submit pricing for studies in all states covered by each solicitation.
