SOURCES SOUGHT/REQUEST FOR INFORMATION
US DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT (HUD)
DU205NC-15-RCS-102932
RENT COMPARABILITY STUDY SERVICES
I. Purpose
The US Department of Housing and Urban Development (HUD) will have a need to obtain the services of real estate appraisers who will provide Rent Comparability Study Services (RCS) for HUD in designated geographical areas in the United States. The HUD Section 8 Renewal Policy Guidebook requires that
HUD obtain and review Rent Comparability Studies (RCSs) when an owner’s RCS exceeds 110 percent of a threshold established by the Department. The market rents resulting from these studies determine the rents owners can receive and, hence, greatly influence whether an owner will renew and continue providing project-based assisted housing or opt-out of the Section 8 contract and convert to unassisted, market rent housing. The market rents set in these studies also drive HUD's outlays for Section 8 project-based subsidy.
The purpose of the Sources Sought Notice/Request for Information (RFI) is to obtain information, for planning purposes, regarding:
(1) The identity of potential small business sources that have the capability to perform the work required under the attached Performance Work Statement (PWS); and,
(2) The size classification of available and potential sources under Product Service Code (PSC), R411, Professional-Real Property Appraisals, North American Industrial Classification System (NAICS) code
531320, Offices of Real Estate Appraisers. The small business size standard for NAICS code 531320 is
$7M.
II. Background
The (HUD) Office of Multifamily Housing Programs (MF HOUSING) is responsible for the overall management, development, direction and administration of HUD’s Multifamily Housing Programs.
HUD currently has contracts and purchase orders throughout the US for RCS services. The areas for the contracts and purchase orders may be based on a designated site, cities, counties, or states. As part of
HUD’s Strategic Sourcing Initiative, HUD is contemplating establishing Firm-Fixed-Price/Indefinite
Delivery contracts for MF Housing in each of the geographical areas:
Area I Area II Area III Area IV Area V
Connecticut Alabama Arkansas Alaska Illinois
Delaware Florida Iowa Arizona Indiana
District of Columbia Georgia Kansas California Michigan
Maine Kentucky Louisiana Colorado Minnesota
Maryland Mississippi Missouri Idaho Ohio
Massachusetts North Carolina Nebraska Montana Wisconsin
New Hampshire South Carolina New Mexico Nevada
New Jersey Tennessee Oklahoma North Dakota
New York Texas Oregon
Pennsylvania South Dakota
Rhode Island Utah
Vermont Washington
Virginia Wyoming
West Virginia Hawaii
HUD believes having contracts based on geographical areas will improve overall management, coordination, organization, lower administrative costs, and lower prices for RCS.
III. Responses to the Sources Sought Notice/RFI
In order for HUD to assess a firm’s capability, firms must submit a response that provides enough detail to indicate that it can provide RCS services to meet the potential requirements identified above and the attached Draft PWS.
HUD seeks industry comments on the attached Draft PWS. When submitting your comments, please identify the applicable section and page number of the Draft PWS.
HUD will not consider submissions of simple marketing materials/brochures, incomplete responses that do not conform to the requested elements of this notice, or references to websites.
All responses must:

IV. Review of Vendor Responses
The government will review vendor submissions in the development of the upcoming Request for
Proposal(s) (RFP). The government does not intend to respond to vendor submissions, but reserves the right to schedule follow-up meetings with vendors to discuss information provided in the Capability
Survey.
