South Culvert Recess Concrete Rehabilitation- Eisenhower Lock Clarifications

1. Will the contractor be able to mobilize equipment and material into the culvert before the February 13th start date?

a. Likely not into the culvert, but staging equipment on the working wall and in the vicinity of the access area can be accommodated.

2. Are there any work hour restrictions (nights, weekends)?

a. No, work hours are at the discretion of the contractor.

3. Who’s responsible for the shotcrete testing?

a. Contractor per specification by a certified laboratory.

4. What are the business hours at 180 Andrews street?

a. Administrative building hours are 0800-430 Monday- Friday, excluding Federal

Holidays.

5. Can the contractor use the fire hydrants at the lock for shotcrete water?

a. No. There is a Village of Massena owned fire hydrant that precedes the Southside entrance. The contractor is permitted to contact and enter into an agreement with the Village of Massena for use of that hydrant. All coordination and agreements will be done by the contractor without SLSDC involvement.

6. Shotcrete is not typically specified as a concrete deck repair product, as is hard to get the appropriate desired finish on the desk surface. Will the SLSDC consider an approved replacement for shotcrete in this instance?

a. Shotcrete is specified for the contractor’s “ease”. The deck in this situation is a non-load bearing surface (not really a deck). However, cast in place would be acceptable.

7. Will the SLSDC publish a map of the locations of the shotcrete repairs in the tunnel?

a. Due to the lack of visibility until the lock is drained, there will be no maps provided.

Upon draining of the lock, locations will be identified and cleared or “chipped” of concrete needing rehabilitation for the contractor’s arrival.
