STATEMENT OF WORK/SPECIFICATIONS
Shop Inspection/ Nondestructive Weld Examination
Single Skin Culvert Valve Fabrication
1. General. The Saint Lawrence Seaway Development Corporation (Corporation) is soliciting written proposals from qualified inspection firms for the structural steel shop inspection and nondestructive examination (NDE) services (hereafter called “Inspection Services” in this document) described in this work statement.
2. Background. The Saint Lawrence Seaway Development Corporation (Corporation) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Canada. The Corporation’s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway. A major part of this function is the operation and maintenance of the Eisenhower and Snell Locks located in Massena, New York. These locks were constructed in the 1950’s and opened to deep draft navigation in 1959.
Pursuant to a capital asset renewal program, the Corporation plans to purchase new single-skin reverse tainter culvert valves with operating struts, which will be fabricated of structural steel to the Corporation’s design. The culvert valves are large steel structures that serve to control the flow of water into and out of the locks. The approximate dimensions of each valve are 14 ft. high by 12 ft. wide by 16 ft. long, with an estimated weight of approximately 32,000 lbs. each. The struts are tubular structures approximately 50 ft. to 65 ft. long that are used to operate the culvert valves. A contract has been awarded to Custom Fabrications & Coatings, 1107 22nd Street, Granite City, Illinois (hereafter referred to as “the shop”) to fabricate a total of six (6) single skin culvert valves and six (6) struts for the valves. The first two (2) culvert valves and two (2) struts are to be delivered to the Corporation no later than March 30, 2015. Delivery of the subsequent valves and struts will be on a schedule to be determined however, is expected to be completed by December 30, 2015. For quality assurance, the Corporation will retain the services of an Inspection Firm to perform shop inspection including nondestructive examination (NDE) of welding and quality assurance inspection of structural steel painting for the first two valves and struts with an option to modify the contract to include similar services for the other four (4) culvert valves and four (4) struts. The Custom Fabrications & Coatings project representative is Mr. Travis Bentley at phone number 618-452-9540. It is expected that all inspection services will be performed at Custom Fabrications & Coatings’ Granite City, Illinois location.
3. Scope. The following is a list of work items that are to be completed by the Inspection Firm as part of this work:
1. Conduct visual inspection and NDE of all welds. All full-penetration welds shall be examined by means of the ultrasonic (UT) method. All partial penetration and fillet welds shall be examined by means of the magnetic particle (MT) method. The general locations and types of welds to be examined are shown on the design drawings, however, the fabrication shop drawings shall be reviewed for the final locations and types of welds. If the shop elects to splice members and this is approved by the Corporation, the shop will be responsible for the NDE of these welds and the Inspection Firm will be so notified, on a case-by-case basis. In such a case, the Inspection Firm shall monitor and verify the shop’s NDE. The NDE procedures, acceptance criteria and reports shall be as specified in the American Welding Society (AWS) D1.5 Bridge Welding Code. NDE acceptance criteria shall conform to AWS D1.5 tensile loading conditions. The Inspection Firm shall coordinate as necessary with the shop to schedule shop visits such that all welds are examined before they are rendered inaccessible by further fabrication. The inspection visits shall be timely so that the shop may make repairs as/if necessary without undue adverse impacts on their schedule.
2. Perform quality assurance inspection of the shop’s general workmanship. This includes trueness and straightness, and monitoring/verifying the shop’s procedures for attaining dimensional conformance.
3. Perform quality assurance inspection of the shop painting. The Inspection Firm shall verify that the surfaces are prepared and the coating system is applied in accordance with the specifications and with the approved procedures. Surface preparation, curing and application ambient conditions, and wet and dry film thicknesses shall be monitored as necessary. The inspection visits shall be timely so that the shop may make repairs as/if necessary without undue adverse impacts on their schedule.
4. Corporation-Furnished Information. The culvert valve specifications and design drawings are included in electronic format with this Request for Proposal. Other pertinent documentation such as shop fabrication drawings, shop painting procedures, Requests for Information (RFI’s), etc. will be furnished to the Inspection Firm as they are received by the Corporation from Custom Fabrications & Coatings.
5. Schedule and Deliverables. It is anticipated at this time that the fabrication for the first two valves and struts (covered under the initial award) will take place during the December 2014-March 2015 period. Schedules for services under additional award(s) will be determined at the time of those award(s). The Inspection Firm shall coordinate inspection visit schedules with Custom Fabrications & Coatings such that all welds are examined and all other required activities are inspected. Deliverables shall consist of the inspection reports for each visit. Inspection reports shall include the inspector’s name, date of the visit, detailed description of the work inspected, examination methods, NDE results, observations, repair follow-up examination and documentation, and other pertinent information. NDE reports shall also conform with AWS D1.5 Code requirements. All reports shall be delivered to the Corporation within one (1) week of completion of the shop visit covered on the report. Reports may be transmitted electronically and two (2) paper copies shall be submitted for record purposes.
