SECTION C

DESCRIPTION/SPECS./WORK STATEMENT

I. Introduction.

The Saint Lawrence Seaway Development Corporation (Corporation) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation, which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Canada. The Corporation’s function is to facilitate the safe and efficient passage of commercial vessels through the Seaway. A major part of this function is the operation and maintenance of Eisenhower and Snell Locks located in Massena, New York. The Corporation is planning rehabilitation work on the upstream miter gate at Snell Lock in the winter of 2012 and under separate contract, rehabilitation of the downstream miter gate at Eisenhower Lock is planned for the winter of 2013. The contractor performing the rehabilitation of the downstream miter gate at Eisenhower Lock in 2013 may do some of the work during the period of January through March 2012, which will proceed concurrently with the work at Snell Lock.

II. Scope Of Work.

The Corporation will retain a single Inspection and Testing Contractor to provide quality assurance construction inspection services for both projects. The work areas will comprise the Snell Lock upstream miter gate and may also include the Eisenhower Lock downstream miter gate if the Rehabilitation Contractor for that project chooses to do certain activities (described below under b. Eisenhower Lock Downstream Miter Gate Rehabilitation) in the winter of 2012. Both projects may proceed concurrently during the period of January through March 2012, but will be performed under separate Rehabilitation Contracts. Inspection reports, logs and records for each project shall be completely separate, however, as workloads permit, inspection personnel may be shared between the projects. Each contractor will be referred to in this Work Statement as the “Rehabilitation Contractor” for the project under discussion in the particular part of the Work Statement. For the purposes of this Work Statement, the term “contract documents” refers to all contract documents pertaining to the particular project under consideration, i.e. the Snell Lock upstream miter gate rehabilitation or the Eisenhower Lock downstream miter gate rehabilitation projects. The term “project specifications” refers to the specifications governing the specific project under discussion. The required scope of inspection services for each of these projects is presented below:

a. Snell Lock Upstream Miter Gate Rehabilitation: The upstream miter gate rehabilitation consists of the following basic tasks: replace the miter and quoin contact blocks on the miter gate and the embedded wall quoins/contact blocks, replace and prestress the gate diagonals, replace pintles and pintle castings with bushings, and repair cracks and defects that have been identified in a previously performed condition survey. The construction inspection and testing services required will include but not limited to inspecting all work to insure conformance with project specifications and drawings, preparing daily logs, sampling and testing fresh concrete during placement, performing weld inspection and nondestructive examination (NDE) as required, participating in project progress meetings and preparing a final report on the project upon its completion. Specific duties are listed below:

· Provide inspection and testing services to verify that the project is being performed in accordance with the plans and specifications and Rehabilitation Contractor’s Quality Control procedures.

· Verify that the miter gate leaves are lifted and moved in accordance with the approved plan.

SECTION C (CONT’D)

· Verify proper qualification of welding procedures and personnel.

· Verify proper performance of structural steel work, including all welds.

· Check plumb and trueness of the miter and quoin posts and wall quoin assemblies before zincing.

· Monitor and inspect diagonal installation and prestressing operations.

· Monitor the zincing operation to verify that the work is being done in accordance with the approved plan, that proper alignment and contact of the wall quoin and miter gate contact blocks is maintained throughout and after the zincing operation and that the gate leaves are plumb after completion of the zincing. The gates shall be checked when the zinc has cooled to verify that proper contact of the mating surfaces is achieved and the gate leaves are plumb and are not warped.

· Perform NDE of designated shop and field welds and other areas as described in the project specifications and/or on the contract drawings. This includes visual inspection and other NDE on all new repair welds on the miter gate structure, new diagonals, and embedded wall quoin assemblies as shown on the contract drawings. This NDE will comprise ultrasonic examination (UT) of all new full penetration welds, and magnetic particle examination (MT) of all fillet and partial penetration welds associated with the diagonals and miter gate structures. Wall quoin contact block splices will be examined after all surface finish completion by the visible dye Liquid Penetrant (PT) method. Acceptance criteria for visual examination and NDE are stated in American Welding Society (AWS) D1.1 Structural Welding Code for cyclically loaded structures.

· Monitor and verify the Rehabilitation Contractor-performed inspections that are required by the project specifications. These Rehabilitation Contractor-performed inspections include visual inspection of all workmanship, dimensional conformance and welding for compliance with the requirements of AWS D1.1. In addition, the Rehabilitation Contractor must perform NDE on all new welds on the miter gate structure that are associated with reinforcing the gate at points to receive concentrated loads from jacking, bracing and moving the gate and also on new temporary structural systems that are used for jacking, moving and bracing the gate leaf. This NDE comprises UT on all full penetration welds and MT on all fillet and partial penetration welds. The Rehabilitation Contractor must also perform MT on all locations on the miter gate leaf where temporary welds have been removed. Acceptance criteria for visual examination and NDE are per AWS D1.1 requirements for cyclically loaded structures.

· Verify proper surface preparation, application of and curing of coatings is in accordance with approved Rehabilitation Contractor submittals and manufacturer’s instructions.

· Receive, review and transmit to the Contracting Officer’s Technical Representative (COTR) Rehabilitation Contractor submittals and requests for interpretation or clarification of the contract specifications and/or drawings and make appropriate recommendations.

· Review, make recommendations and transmit to the COTR any requests for change orders.

· Monitor demolition activities associated with the removal of the existing wall quoins. The Inspection and Testing Contractor will verify that the Rehabilitation Contractor is following approved methods to remove existing concrete and that the removal is carried out to the proper lines without damaging existing concrete to remain in place.

· Perform concrete quality control functions as described in Paragraph C.23 “Cast-In-Place Concrete” in the project specifications.

· Monitor and verify prestressing of diagonals, and verify final trueness, plumbness and in-plane tolerance of each miter gate leaf.

· Review Contractor payment requests and make recommendations to COTR regarding payment.

· Maintain a log of Rehabilitation Contractor activities to include a summary of daily progress, photographic record of critical work completed, Rehabilitation Contractor personnel on site, work hours, equipment on site, subcontractors and suppliers on site, materials and quantities delivered, visitors and purpose, etc.

· Act as the agent of the COTR in matters of this Contract that pertain in any way to the COTR.

· Assist the COTR with acceptance tests per Paragraph C.31 “Acceptance of The Work” in the project specifications.

Because the miter gate has critical dimensional, alignment, and stress tolerances, the Inspection and Testing Contractor shall provide as a minimum one degreed engineer with substantial field experience in critical close-tolerance heavy millwright work who shall inspect installation of the wall quoins, pintles/ bushings, miter gate contact blocks and diagonals. Further, a PE shall oversee all quality control procedures compliance as discussed under Paragraph III. Project Requirements. below especially with regard to the diagonal pre-stressing and miter gate alignment/plumbing and acceptance testing.

b. Eisenhower Lock Downstream Miter Gate Rehabilitation: The Corporation is awarding a separate contract to rehabilitate the Eisenhower Lock downstream miter gate in the winter of 2013. Because of the large amount of work to be accomplished in a short time frame, the Corporation is allowing the Rehabilitation Contractor the option of performing some of the work in the winter of 2012 in order to gain a head start on the project. This work may include the replacement and prestressing of the diagonals and may also include construction of a work platform to facilitate access to the lower miter gate. The replacement and prestressing of the diagonals will be similar to that to be performed on the Snell Lock upstream miter gate, with the exception that each downstream leaf will have two sets of diagonals instead of one set as for each upstream leaf. The specific inspection duties and tasks will be similar to those required for the Snell Lock upstream miter gate diagonals. The work platform will be a permanent part of the lock structure since it will be left in place during the navigation season. For this reason, quality control inspection is required. The exact nature of the work platform construction is not known at this time, since the Rehabilitation Contractor is responsible for the design and the project has not yet reached that stage, however, it is expected to include structural concrete and/or structural steel, and there may be anchored elements as well. The construction inspection services required will include but not be limited to inspecting all work to insure conformance with applicable sections of the project specifications, drawings and approved Rehabilitation Contractor submittals, preparing daily logs, verifying the Rehabilitation Contractor’s quality control operations, participating in project progress meetings and preparing a final report on the project components constructed upon their completion. A generalized breakdown of the required services is listed below:

· Review Rehabilitation Contractor submittals and advise on their conformance to requirements.

· Perform monitoring to verify that the project is being performed in accordance with the contract documents, including approved Rehabilitation Contractor submittals describing work methods, quality control procedures and materials for the work platform.

· Receive, review and transmit to the Contracting Officer’s Technical Representative (COTR) any requests for interpretation and clarification of the contract specifications and/or drawings.

· Review, make recommendations and transmit to the COTR any requests for change orders.

· For the work platform, specific structural concrete and structural steel quality control/assurance requirements and tasks will be as described in the project contract documents with specific modifications as may be necessary to suit the actual approved design.

· Review Rehabilitation Contractor payment requests and make recommendations to COTR regarding payment.

SECTION C (CONT’D)

· Maintain a log of Rehabilitation Contractor activities to include a summary of daily progress, photographic record of critical work completed, Rehabilitation Contractor personnel on site, work hours, equipment on site, subcontractors and suppliers on site, materials and quantities delivered, visitors and purpose, etc.

· Act as the agent of the COTR in matters of this Contract that pertain in any way to the COTR.

· Assist the COTR with the final acceptance examination of the completed work in accordance with Paragraph C.32 of the project specifications.

It should be noted that it is not a certainty that the inspection and testing services described under b. Eisenhower Lock Downstream Miter Gate Rehabilitation above will be required. The need for these services depends on whether the Rehabilitation Contractor elects to do any work in 2012. The offeror shall provide technical and cost proposals to furnish all labor and equipment required to accomplish these services for both projects being performed concurrently. The Contractor shall be paid in accordance with the unit fee schedule for actual services rendered (See Section L, page 38 of 40).

III. Project Requirements.

The Inspection and Testing Contractor shall be fully responsible for designing and administering a Quality Control Plan for each Rehabilitation Contractor’s work, in accordance with the requirements stated above in Paragraph II “Scope of Work”. For this purpose, quality is defined as conformance of the work to the project specifications and drawings and to any national or industry codes and standards, and other documents referenced by the contract documents. The Quality Control Plan shall also include monitoring each Rehabilitation Contractor’s quality control procedures to verify conformance to the approved procedures, work plans, mix designs, shop drawings and the contract documents. The Inspection and Testing Contractor will have the authority to reject any nonconforming work. Any discrepancies and/or problems shall be verbally brought to the COTR's attention immediately and followed up in writing to the Contracting Officer and the COTR within forty eight (48) hours. Arrangements with the testing laboratory shall require test results to be furnished within the minimum number of days required for each test. Test results shall be furnished to the Contracting Officer and COTR by the testing laboratory as soon as they become available. All test methods shall be in conformance with the appropriate recognized standards governing such methods such as American Society for Testing and Materials (ASTM), American Concrete Institute (ACI), American Welding Society (AWS), etc. Attached for reference and information are the contract documents for each project.

IV. Duties and Responsibilities.

The Inspection and Testing Contractor shall conduct on-site inspection of the work and perform tests on materials used in the work to determine if the work is proceeding in accordance with the contract documents. Specific inspection and testing tasks to be performed include but may not be limited to those which are listed above in Paragraph II “Scope of Work”. The Inspection and Testing Contractor shall immediately report to the Rehabilitation Contractor, Contracting Officer and the COTR any work believed to be unsatisfactory, faulty or defective or which does not conform to the specifications and drawings, or which has been damaged. The Inspection and Testing Contractor shall likewise report any work that he/she believes requires further investigation or special testing, inspection or approval. All such reports shall be furnished verbally at the time of discovery and shall be confirmed in writing within forty eight (48) hours.

d. Project Staffing. The Inspection and Testing Contractor shall furnish at least one qualified representative for each shift. Additional qualified personnel shall be provided by the Inspection and Testing Contractor as needed to provide proper quality assurance, inspections and testing for the various activities performed by the Rehabilitation Contractor(s). Because both projects are separated by a distance of about three (3) miles, personnel may be shared between projects provided that the personnel are properly qualified to perform required testing and inspections which may reasonably be expected during the assigned shift. For each project, the Inspection and Testing Contractor shall provide a sufficient number of Engineers and/or Construction Inspectors to monitor the work and perform required sampling and testing. In addition, personnel performing testing and inspection of concrete shall be properly certified in accordance with the ACI. Personnel performing NDE of welding and structural steel work shall be certified to Level II for the particular NDE method being used in accordance with American Society of Nondestructive Testing (ASNT) provisions.
