10. THE GOVERNMENT REQUIRES PERFORMANCE OF THE WORK DESCRIBED IN THESE DOCUMENTS (Title, identifying no., date):
Furnish all plant, labor, equipment, and materials (except for Corporation-furnished pintles, pintle castings, pintle bushings, gate anchorage assemblies and quoin and miter contact blocks) and perform all work to rehabilitate the downstream miter gate at Eisenhower Lock. This work consists of raising, moving and supporting both downstream miter gate leaves as necessary to access the quoin and pintle areas, replacing miter and quoin contact blocks and wall quoin assemblies, replacing miter gate sill and corner seals, replacing pintles, pintle bushings and castings, replacing the six (6) inch and eight (8) inch diagonals, performing alignments, adjustments and prestressing diagonals as required to plumb the gate and achieve proper miter and quoin contact, and returning the gate to operational status. It also includes repairing cracks and other defects in the steel gate structure as required.
This procurement is open to both small and large businesses.

The estimated quantity shown for Items Nos. 1.c. and 2 are not guaranteed but represent estimated amounts that will be included in the total for the purpose of determining the lowest bid. The Corporation may or may not choose to award Optional Requirement Items Nos. 3.a. and/or 3.b. The Corporation will compensate the Contractor based on actual work completed under these items. If it is decided to award Optional Requirement Items Nos. 3.a. and/or 3.b., the award will be made no later than October 28, 2011.
The estimated price range of this project is between $1,000,000 and $5,000,000.

DESCRIPTION/SPECS./WORK STATEMENT
SPECIAL PROVISIONS
(BASIC REQUIREMENT AND ALL OPTIONAL REQUIREMENTS)
C.1. DESCRIPTION OF WORK.
The work covered by these specifications consists of furnishing all plant, labor, equipment and materials (except for Corporation-furnished pintles, pintle castings, pintle bushings, gate anchorage assemblies and quoin and miter contact blocks) and perform all work to rehabilitate the downstream miter gate at Eisenhower Lock. This work consists of raising, moving and supporting both downstream miter gate leaves as necessary to access the quoin and pintle areas, replacing miter and quoin contact blocks and wall quoin assemblies, replacing miter gate sill and corner seals, replacing pintles, pintle bushings and castings, replacing the six (6) inch and eight (8) inch diagonals, performing alignments, adjustments and prestressing diagonals as required to plumb the gate and achieve proper miter and quoin contact, and returning the gate to operational status. It also includes repairing cracks and other defects in the steel gate structure as required.
C.2. CONTRACT DRAWING AND SPECIFICATIONS.
Up to three (3) sets of the contract and reference drawings and specifications will be furnished to the Contractor without charge, at his/her request. Additional sets will be furnished on request, at the cost of reproduction. The work shall conform to the contract and reference drawings that form a part of these specifications and are available from the Office of Engineering and Maintenance, Saint Lawrence Seaway Development Corporation, 180 Andrews Street, P.O. Box 520, Massena, New York 13662-0520. See list of drawings under Part III, Section J, List of Attachments, Pages 55 through 73.
C.3. WORK SITE REQUIREMENTS.
a. General. The Contractor acknowledges that he/she has satisfied himself/herself as to the nature and location of the work, the general and local conditions, including but not restricted to those bearing upon transportation, disposal, handling, and storage of materials, availability of labor, water, electric power, roads, uncertainties of weather or similar physical conditions at the site, the conformation and conditions of the ground and structures, and the character of equipment and facilities needed preliminary to and during prosecution of the work. The Contractor further acknowledges that he/she has satisfied himself/herself as to the character, quality and quantity of surface and subsurface materials or interference from existing structures or related facilities to be encountered insofar as this information is reasonably ascertainable from an inspection of the site as well as from information presented by the contract and reference drawings and these specifications. If the Contractor fails to properly acquaint himself/herself with the available information and existing work site conditions, he/she will not be relieved from responsibility for properly estimating the cost of successfully performing the work. The Contractor shall be responsible for performing all work in strict accordance with applicable Corporation and Occupational Safety and Health Administration (OSHA) safety and health requirements. The Contractor shall also comply with Corporation lock-out/tag out requirements and furnish his/her own locks for this purpose.
b. Utilities.
1. Air. The Contractor shall be responsible for providing and maintaining all compressed air required for the performance of the work. The Contractor's portable air compressor(s) shall be located on the lock wall in areas to be approved by the Contracting Officer's Technical Representative (COTR).

2. Electricity. The Corporation will provide the Contractor with two (2) load centers which will be located on top of the lock walls or in the downstream sill area in the vicinity of the downstream miter gate at locations agreed upon by the Contractor and COTR. Each load center will provide the Contractor with 60 amps of 208/120 volt power, with 3-phase capability. All conductors, lights and outlets from there shall be provided by the Contractor. The Contractor shall provide any additional power required at his/her own expense. Temporary wiring and extension cords shall be properly sized and conform to applicable provisions of OSHA and the National Electrical Code.
c. Potable Water. Any potable water required shall be provided by the Contractor at his/her own expense.
d. Sanitation. The Contractor shall provide chemical toilets within his/her work area which shall comply fully with the New York State Department of Health Standards. The capacity of the toilets shall be sufficient to provide for the needs of the Contractor’s people and all waste material from the toilets shall be disposed of away from the site. The Contractor shall be responsible for keeping his/her work areas clean of refuse of any kind and shall dispose of all refuse off the site.
e. Parking Areas. The Contractor and his/her work crews shall park their vehicles in areas designated by the Contracting Officer's Technical Representative (COTR). Vehicles required to transport equipment and materials to and/or from the work site shall not be parked at the work site for long periods of time without prior approval of the COTR.
f. Work Areas. The work site required by this contract will be in the vicinity of the downstream miter gate at Eisenhower Lock.
g. Restricted Areas. The Contractor will be required to confine his/her operations to the work area, as designated in the previous subparagraph. The access roads, parking areas and Corporation buildings shall be kept free of the Contractor’s personnel, materials and equipment. When necessary for the Contractor’s personnel, materials, or equipment to occupy these restricted areas, the Contractor shall notify the COTR to coordinate this with Corporation operations. The Contractor’s personnel must not drive vehicles or equipment over culvert valve gratings located on the lock walls nor set up cranes on recess covers because they are not designed for these loads. The locations of the gratings and recess covers are shown on the contract drawings. Additionally, the Contractor shall keep his/her work crews off the lock chamber roof cover modules except for the designated walkways. The Corporation will furnish pendant remote controls for the Contractor’s use to position the gate leaves as needed.
h. Existing Conditions and/or Existing Features. The Contractor will be able to start mobilizing materials and equipment to the site to locations as approved by the COTR after receiving the Notice to Proceed however, he/she will not be able to place anything adjacent to the lock walls until the lock has been covered or has been given permission by the Corporation. Although the rehabilitation work is to take place during the winter 2013 maintenance period, the Contractor may elect to do some preparatory work (construct a work platform) and/or the diagonal replacements (Item No. 1.b.) during the winter 2012 maintenance shutdown period. Eisenhower Lock will not be covered in winter 2012, thus the Contractor must provide any heating and weather protection that is necessary for their work. Although the exact timing is subject to circumstances beyond the Corporation's control, by on or around January 10 2013 will have been installed at each end of Eisenhower Lock, the lock will have been dewatered to elevation 151 feet and the lock will be covered from the upstream stoplogs to a point upstream of the downstream miter gate recess at or near Station 776+00B, with walkways installed on the roof cover modules.

Construction-type stairways will have been installed from the roof covers downstream of the downstream miter gate to the downstream diffuser area, from which the Contractor can access the work area. The Corporation will furnish pendant remote controls for the Contractor’s use to position the gate leaves as needed.
i. Snow Removal. Snowplowing and sanding will be provided by the Corporation for roadway access to the work site and in the parking area however, it must be expected that at times of sudden, unpredictable and/or heavy snowstorms, the snow removal may be delayed. Any additional snow removal or sanding as deemed necessary by the Contractor to maintain his/her work schedule will be by and at the expense of the Contractor.
j. Inspection. The Contractor's work will be inspected by the COTR and by employees of an independent Inspection and Testing Contractor which will be working for and reporting directly to the COTR. The Inspection and Testing Contractor will have the authority to reject work not conforming to the specifications or contract drawings however, the Contracting Officer will have the ultimate authority for project acceptance. It is the Contractor's responsibility to insure that all work conforms to the contract documents. The Contractor will also be responsible for providing access to all work to the COTR and Inspection and Testing Contractor as required for inspection of the work. If the COTR, Inspection and Testing Contractor or Corporation health and safety representative determine that any of the Contractor’s work practices are not conforming to Corporation and OSHA health and safety regulations, they shall immediately notify the Contractor and record it in the daily log. If the deficiency is not corrected in a timely manner or presents an imminent danger, the COTR, Inspection and Testing Contractor or Corporation health and safety representative will have the authority to stop the work, but in that case, they must notify the Contracting Officer and COTR within one (1) hour of such occurrence. The Contractor shall verbally report any accidents immediately to the COTR with a written report to the Contracting Officer with copies to the COTR to follow within twenty-four (24) hours.
C.4. LAYOUT OF WORK.
The Contractor shall furnish, at his/her own expense, all stakes, templates (except for a Corporation-furnished template as described below in Paragraph C.6. “Plant.”), platforms, equipment, or other guides as may be required in laying out any part of the work. The Contractor will be held responsible for the execution of the work to such lines and grades as may be established or indicated by the COTR. It shall be the responsibility of the Contractor to maintain and preserve all controls established by the COTR until authorized to remove them. All elevations on the contract and reference drawings are based on the 1935 United States Lake Survey (USLS) Datum or other datum as may be noted on the individual drawing.
C.5. CORPORATION AND CONTRACTOR-FURNISHED MATERIALS.
a. Corporation-Furnished Materials. The pintles, pintle castings, pintle bushings, gate anchorage assemblies, wall quoin contact blocks, and miter gate quoin and miter contact blocks will be supplied by the Corporation. The pintle bushings and castings will be furnished as complete assemblies with the bushings installed in the castings. The Contractor shall take possession of the Corporation-furnished materials at a location to be designated by the COTR.
b. Contractor-Furnished Materials. With exception of the Corporation-furnished materials named above, the Contractor shall furnish all materials for the satisfactory completion of this contract. All materials shall be of the type and quality described in the Technical Provisions and contract documents.

C.6. PLANT.
a. Corporation-Furnished Plant. The Corporation will make available to the Contractor temporary structures, fixtures, bracing and other plant that was formerly used to move and brace the upstream miter gates for similar projects at Eisenhower and Snell Locks. A system for handling the miter gate leaves that is based on the concepts illustrated in the contract drawings was designed, fabricated and used for the upstream miter gates at Eisenhower Lock in 2011 and Snell Lock in 2012. The system comprises custom-fabricated fixtures and structures to support and brace the miter gate leaves which when combined with contractor-provided commercially available jacking systems were used to raise and laterally shift the leaves. The system is also designed for downstream miter gate leaves which are twice as tall and twice as heavy as the upstream gate leaves. The Contractor is expected to use this system for the downstream Eisenhower miter gate project. The Corporation will supply to the Contractor those items that have been fabricated expressly for the purpose of supporting and bracing the miter gate leaves, however, part of the support system and the commercially available jacking systems themselves will be the responsibility of the Contractor. The Contractor shall make such modifications as are necessary to adapt the equipment to the downstream Eisenhower miter gate and shall also install fixtures and anchors on the lock structures as required to secure the gate leaf bracing and supporting structures. The Corporation will also furnish to the Contractor the template shown on Reference Drawing R.C. Mahon 58560 Sheet 20 “Wall Quoin Setting Template-Miter Gates” which shall be used in installing the new wall quoins. The Contractor shall take possession of this plant at a location to be designated by the COTR. Corporation-furnished plant does not include fasteners, anchors or other one-time-use items used to assemble, erect and anchor the plant. These items must be furnished by the Contractor. After project completion, all Corporation-furnished plant shall be delivered by the Contractor in a condition comparable to that in which it was received and to a location designated by the COTR.
b. Contractor-Furnished Plant. The Contractor shall furnish all plant other than that named in “Corporation-Furnished Plant” above. The Contractor-furnished plant shall be in satisfactory operating condition and capable of safely and efficiently performing the work. The plant shall be subject to the inspection of the COTR at all times. The Contractor shall indicate the minimum plant which he/she agrees to place on the job in the "Statement of Plant", Section K.2. The listing of such equipment is not to be construed as an agreement on the part of the Corporation that the equipment is adequate for the performance of the work.
C.7. ENVIRONMENT PROTECTION.
a. General. For the purpose of this specification, environment protection is defined as the retention of the environment in its natural state to the greatest possible extent during project construction and the enhancement of the natural appearance in its final condition. Environment protection requires consideration of air, water, and land and involves noise, solid waste management, and management of radiant energy and radioactive materials, as well as other pollutants. In order to prevent and to provide for abatement and control of any environmental pollution arising from the construction activities in the performance of this contract, the Contractor and his/her subcontractors shall identify and comply with all Federal, State, and Local laws and regulations concerning environmental pollution control and abatement. Any non-compliance shall be immediately corrected and the Contracting Officer notified.
b. Notification. The Contracting Officer or her representative will notify the Contractor of any noncompliance detected by the Corporation with the aforementioned Federal, State or Local laws or regulations. Such notice, when delivered to the Contractor or his/her authorized representative at the site of the work, shall be deemed sufficient for the purpose. The Contractor shall, after receipt of such notice, immediately inform the COTR of the proposed corrective action and take such action as may be approved. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop order shall be made the subject of a claim for extension of time or for excess costs or damages by the Contractor.
c. Protection of Land Resources. The land resources within the project boundaries and outside the limits of permanent work performed under this contract shall be preserved in their present condition or be restored to a condition after completion of construction that will appear to be natural and not detract from the appearance of the project. The Contractor shall confine his/her construction activities to areas defined by the plans and specifications.
d. Protection of Water Resources. The Contractor shall not pollute the River with fuels, oils, greases, bitumens, calcium chloride, acids, insecticides, herbicides, or other harmful materials. The Contractor shall identify and comply with all applicable Federal, State, County, and Municipal laws concerning pollution of the St. Lawrence River.
C.8. SITE VISIT.
Prospective bidders are expected to visit the work site prior to entering a bid to determine the extent of work required. Certain portions of the work cannot be seen, since the lock is in service, however, much of the work area and the general conditions of the work site will be visible. Photographs of the downstream work area in a dewatered and covered condition will be available for inspection, which will allow the viewer to gain a general idea of working conditions. Failure to visit the work site prior to entering a bid will not relieve the successful bidder of the responsibility for the completion of the intended work. A site visit will be conducted at 1:00 p.m. on Thursday, July 21, 2011. To assist in planning the project, the Contractor will be allowed to visit a representative dewatered and covered lock and observe similar work in progress at upstream Snell Lock during the winter of 2012. Arrangements for site visits must be made with the Office of Engineering and Maintenance, phone 315-764-3240 or 315-764-3251 (no collect calls). Any expenses involved in site inspection and visits will be borne by the bidder.
C.9. DISPOSAL OF SPOIL.
Any waste material, except for concrete removed by the Contractor and unused fresh concrete, to be spoiled in the prosecution of the work shall be removed from the work site by the Contractor and disposed of at his/her own expense in strict accordance with New York State Department of Environmental Conservation regulations. The Contractor may spoil concrete removed by the Contractor and unused fresh concrete on Corporation property at Eisenhower Lock in an area designated by the COTR.
C.10. DISPOSAL BY BURNING.
Burning will not be permitted.
C.11. USE OF EXPLOSIVES.
Blasting will not be permitted.
C.12. SAFETY.
The Williams-Steiger Occupational Safety and Health Act of 1970 (as amended) as set forth in 29 CFR 1926/1910, where applicable, shall govern this contract. In addition to the normal safety provisions that are required for work of this nature, the following special safety provisions are required for heating and placing zinc filler:
· Workers shall wear protective clothing including hard hats with fine wire mesh screen, goggles, leather sleeves, chaps, apron, and leather gloves.
· Workers shall wear air line respirators certified by the National Institute for Occupational Safety and Health (NIOSH) or the Mine Safety and Health Administration (MSHA). In enclosed spaces, both local exhaust ventilation and air line respirators are required. Air line respirators are not required if, prior to the zinc work on this project, the Contractor submits test results acceptable to the COTR indicating that his/her procedures for melting and handling zinc do not produce breathing zone zinc or zinc oxide vapor concentrations in excess of OSHA exposure limits. The testing shall be performed on trial heats using methods, equipment and materials specific to this project. Local exhaust ventilation shall consist of movable hoods placed close to the work to remove fumes at the source.
· Ladles, equipment and materials, and the locations where the zinc is to be poured shall be preheated before being used so that they will be moisture free.
· Heating devices and ladles shall be placed on a level, stable surface and protected from traffic, accidental tipping or similar hazards.
· Hot zinc shall not be carried up or down ladders.
· Buckets or vessels used for handling and transporting hot zinc shall be substantially constructed and shall not be filled higher than four (4) inches from the top.
· The Contractor shall submit with his/her general site health and safety plan a project-specific health and safety plan for handling zinc.
Before cutting or drilling existing concrete in the lock walls and sills, the Contractor shall first investigate the areas to determine that there are no buried utilities, facilities or objects that could be disturbed by the activity. Refer to the reference drawings for locations of subsurface utilities, facilities and objects. The Contractor shall follow lock-out-tag-out (LOTO) procedures and shall furnish their own locks and tags for the miter gate operating machinery and other operating equipment indicated by the Corporation that might affect the work areas. The Contractor shall also provide stairways or other means for their employees to access the work area. The stairways or other access means shall meet applicable OSHA requirements, shall be inspected daily and shall be maintained in a dry condition and free from ice and snow. The Contractor may use stairways provided by the Corporation or others, provided he/she performs and records the daily inspections. The Contractor shall also provide a first aid kit at the work area and an OSHA-compliant rescue basket for use in evacuating injured personnel from the work area. Commercially available scaffolding systems shall have documentation or certification that they meet the criteria of OSHA. Custom built work platforms and scaffolding systems, and anchoring plans and systems for same shall bear the stamp of a New York State licensed professional engineer. Scaffolds, work platforms, stairways, bracing and all other weight and load bearing fixtures that are to be secured to the lock walls shall be anchored in sound concrete using hardware that is deemed by the manufacturer as suitable for the purpose.
Anchors shall be installed in accordance with the manufacturer’s instructions. Load tests shall be performed on all anchors to a test load of at least 125% of the maximum design load or as recommended by the manufacturer. The Contractor shall be responsible for all load tests and for providing the reports to the COTR. Upon completion of the project, the Contractor shall remove all anchor hardware and patch the areas to the satisfaction of the COTR.
C.13. WAGE RATES.
a. In accordance with the requirements of Clause (a), Davis Bacon Act, (40 U.S.C. 276 a-7), see Part II, Section I, General Provisions, Clause 52.222-6 of this contract, the minimum wages to be paid to laborers and mechanics on this project, as most recently determined by the Secretary of Labor to be prevailing for the corresponding classes of laborers and mechanics employed on projects of a character similar to the contract work in the pertinent locality, are as set forth in Attachment I. The complete determination is incorporated in the contract specifications regardless of whether the Contractor will employ all of the classes of laborers and mechanics listed.
b. Any class of laborers and mechanics not listed in Attachment I, which will be employed on this contract shall be classified or reclassified to conform to Attachment I, by mutual agreement between the Contractor and the class of labor concerned, subject to the prior approval of the Contracting Officer. In the event the interested parties cannot agree on the proper classification or reclassification of a particular class of laborers and mechanics to be used, the question, accompanied by the recommendation of the Contracting Officer, shall be referred to the Secretary of Labor for final determination.
C.14. OTHER WORK.
At Eisenhower Lock, maintenance work by Corporation personnel and work by other contractors will be in progress concurrently with the work under this contract therefore, the work area may become congested. Only the Contractor's authorized personnel, subcontractors and suppliers shall be allowed to enter the work area. The Contractor shall fully cooperate with the Corporation in all phases of the work and any disputes which may arise will immediately be brought to the attention of the Contracting Officer through the COTR.
TECHNICAL PROVISIONS
C.15. GENERAL.
These specifications provide a basic description of the various tasks comprising the project. Together with the contract drawings, approved submittals, referenced publications, codes and standards where specifically cited and reference drawings, they form the complete technical specifications for the project.
C.16. SUBMITTALS.
a. Bidders. Bidders shall submit the following with their bids:
· A list of similar projects completed within the last five years, with references and including contact persons with current addresses and telephone numbers.
· A preliminary project schedule showing the showing the times for starting and completing the salient features of the project.
b. Contractors. Contractors shall submit the following within three (3) months of project award:
· A detailed project schedule showing dates and timelines for materials procurement, fabrication and performing the salient features of the work.
· Detailed project work plan explaining all project activities to be performed by the Contractor and any subcontractors. The work plan shall show each activity with timelines.
· Project-Specific Health and Safety Plan outlining how the Contractor will maintain health and safety of all personnel (Contractor, Corporation and others) who will be sharing the work space.
· Designs and construction plans for any specially constructed work platforms and/or scaffolding, and anchoring systems for same. For commercially available scaffolding systems, provide documentation or certification that they meet the criteria of OSHA. For custom-designed and built systems, provide certification by a New York State registered professional engineer.
· Welding procedure specifications for both structural and stainless steel, with procedure qualification records as applicable.
· A work plan for placing the zinc filler behind the miter and quoin contact blocks. The plan shall include a health and safety plan, procedures for preheating and temperature control of the zinc, blocks and adjoining surfaces of the wall quoins and gate miter and quoin posts and methods for placing the zinc while maintaining proper alignment and contact of the mating contact blocks.
· Qualification and certification data for firms and personnel performing nondestructive examination and welding inspection.
· Concrete mix designs and histories for all mixes proposed for the project.
· Painting procedure submittals including a complete description of paints and coatings proposed for all phases of the work with detailed instructions for their application, curing, surface preparation, etc., based on the manufacturer’s recommendations. The types of coatings to be used for various applications shall be as described in the project specifications. Information shall include manufacturer’s data sheets, instructions and Material Safety Data Sheets (MSDS).
· Work plan as described in Paragraph C.20 “Raise, Move and Brace Gate Leaves” for jacking and moving the gate leaves to access the pintle and quoin areas. This shall include specific designs of equipment and facilities for lifting, bracing and moving the gate leaf and supporting it in position.
· Procedures for concrete removal and cutting required to remove the existing embedded wall quoin blocks/assemblies.
· Diagonal prestressing plan as described in Paragraph C.26 “Replace Diagonals and Prestress New Diagonals”.
· Welder performance qualification records at least four (4) weeks prior to project startup.
For the purposes of this specification, “approval” of submittals means that the Corporation has reviewed them for completeness and for general conformance to the design concepts. “Approval” of any submittal does not relieve the Contractor from responsibility for proper workmanship, material conformance, dimensional accuracy and design adequacy for those elements not detailed on the contract drawings. The Contractor retains sole responsibility for dimensional accuracy of new fabrications and installations.

C.17. CORPORATION LOCK PREPARATION.
a. General. For the winter of 2013, the Corporation will install the stoplogs, roof cover modules, curtain wall, stairways, walkways and dewater the lock as stated in Paragraph C.3. “Work Site Requirements”, Subparagraph h “Existing Conditions and/or Existing Features” of the Special Provisions.
b. Covering. The downstream miter gate work area will be covered with steel-framed and decked roof cover modules that are approximately ninety five (95) feet long by nine (9) feet wide, and weigh approximately ten thousand (10,000) pounds each. The roof cover modules will have access openings which are covered with removable access panels. If larger openings are needed to insert or remove materials or equipment, the entire roof cover module will need to be removed. If the top elevation of the miter gate when it is positioned for the work interferes with any of the roof cover modules, the Contractor may install these covers in a raised and blocked position for sufficient clearance or may request the Corporation not to install covers over the work area. Covers that are installed in a raised and blocked position shall be secured so that they will not be dislodged by wind or incidental contact with vehicles or equipment. The Contractor may choose to install/construct a curtain or curtain wall to isolate the miter gate work area from the rest of the lock chamber. The Contractor shall maintain safety barricades and/or railing around any uncovered areas of the lock chamber at their work site. Any additional covering or weather protection that is required will be the responsibility of the Contractor.
c. Heating. The Contractor will be responsible for heating the downstream miter gate work area as required. Methods used for heating shall not create a hazardous breathing zone atmosphere for workers and shall not create excessive accumulations of carbon dioxide or other fumes or gases that interfere with concrete curing.
d. Lighting. The Contractor will be responsible for lighting the downstream miter gate work area as required.

C.19. TEMPORARY WORK PLATFORM.
In order to access the quoin and pintle work areas it will be necessary to shift the miter gate leaves upstream a short distance. The miter ends of the gate leaves will then project a short distance beyond the upstream edge of the apron and thus will be difficult to access. To facilitate access to the miter ends of the gate leaves, the Contractor, if he/she so chooses, may construct a temporary work platform adjoining the upstream edge of the apron as shown on Drawing No. SLS-326-274/3. The work platform shall be supported by the apron, the lock walls and/or the bedrock floor of the lock chamber. The platform and its supports/foundations must be designed for structural stability under the anticipated construction and personnel loads, and must be designed and sealed by a New York State registered professional engineer. To maximize the time available for the rehabilitation work in the winter of 2013, the Contractor may install the platform in the winter of 2012 and leave it in place during the 2012 navigation season, so that it will be ready for the Contractor’s use once the 2012 navigation season has ended and the lock is turned over to the Contractor in January 2013. If the Contractor chooses to construct the platform in 2012 for use in 2013, the platform must be designed and constructed as a permanent part of the lock structure and shall be constructed such that no part protrudes above the top-of-apron elevation and it does not intrude upon the chamber width above the top-of apron elevation of 161.5 feet USLS 1935. The platform shall also be designed to withstand any forces imposed by vessel and propeller wake turbulence. The plans and design of the work platform shall be submitted for approval.
C.20. RAISE, MOVE AND BRACE GATE LEAVES.
a. General. To replace the pintle and pintle casting with bushing, it will be necessary to raise the gate leaf vertically off the pintle. To replace the quoin contact blocks and the embedded wall quoin blocks/assemblies, each gate leaf must be moved laterally as well as raised vertically in order to allow access to the wall quoin area. This can be accomplished by first swinging the gate leaf out of the recess to an angle of approximately 10 degrees, raising the gate leaf vertically off the pintle and then moving it away from the quoin to a position far enough away to provide room to access the wall quoin. This position is called the “work position”. Once the gate leaf is in the work position, it will be braced to stabilize it in position. The Corporation will make available to the Contractor specific plant as described in Paragraph C.6. “Plant”. This plant will consist primarily of miter gate support structures, fixtures, platforms, and bracing which was fabricated specifically for this type of work. The “Attachments” section of this document contains work plan documentation that was used for handling the upstream miter gates in a similar project at Eisenhower Lock. This documentation comprises the earlier contractor’s design for the miter gate raising, moving and bracing system and their procedure for operating this system.
SECTION C (Cont’d)
Since the upstream miter gate leaves are similar to the downstream miter gate leaves except for height and weight and the plant was designed for the larger downstream gate leaves, the plant previously used to handle the upstream gate leaves may be used for the downstream gate leaves at Eisenhower with such modifications as necessary to adapt the plant for downstream Eisenhower. The Contractor may also use the upstream gate work plan documentation as a guide for the work plan he/she shall develop for this project.
b. Work Plan. Hydraulic jacks supported on a temporary track, roller and platform system may be used to lift and move the gate leaf. Temporary bracing connected to the top of the leaf will be required to stabilize it in the vertical position once it has been disconnected from the top gudgeon anchorage and the operating strut, as shown on the contract drawings. The bracing must be able to accommodate a vertical movement corresponding to the jack stroke while at the same time maintaining the leaf in a plumb vertical position while it is being disconnected and connected, raised and lowered, moved laterally and while it is being worked on. The approximate weight of a single downstream miter gate leaf is 300 tons. All project-specific plant (equipment, facilities and structures that were fabricated or modified specifically for the miter gate rehabilitation project and do not include commercially available “off-the-shelf” items) used to move, support, brace, prestress and stabilize the gate leaf that was retained by the Corporation, was designed for the downstream miter gate leaves with an added safety factor of 1.5. The Contractor shall design, construct and operate the entire system including the layout and installation of all equipment and temporary structures for lifting, moving, supporting and stabilizing the gate leaves. The contract drawings illustrate concepts for raising, moving and stabilizing the gate leaves that the bid could be based on, however, detailed design of the entire jacking, moving and bracing system, including member sizes, types, connection sizes and types and operating methods and procedures shall be part of the project-specific work plan that is to be submitted by the Contractor for approval. This includes a double-check on the design adequacy of any Corporation-furnished plant. Specifically, the Contractor shall be responsible for the following:
· Install all systems and furnish all labor and materials for lifting and laterally moving the gate leaves. The systems shall include Corporation-furnished plant supplemented by any additional Contractor-furnished plant, equipment and supplies that the Contractor deems necessary to adapt the Corporation-furnished plant for this project. The Corporation-furnished plant comprises custom-made special fixtures and structures that are specific to the miter gates and does not include commercially available off-the-shelf equipment such as hydraulic jacks and hydraulic power packs, nor does it include items incidental to installing the gate handling and bracing system such as fasteners, anchors, welding supplies, miscellaneous structural steel and other expendable or one-time-use items. These shall be supplied by the Contractor.
· Design and install structural reinforcing on the gate leaf at bracing connection points.
· Design, fabricate (except for Corporation-furnished items used on prior project) and install all temporary facilities to move and stabilize the gate leaf.
· All labor and materials to prepare the gate leaf for moving, installing and operating the temporary facilities for lifting, moving and supporting the gate leaves for quoin and pintle work and to restore the gate to its original position.
