About this file
This is a Request for Information (RFI) issued by the California Department of Toxic Substances Control (DTSC) seeking qualified contractors to provide facility and equipment access for environmental analysis and research purposes. DTSC is soliciting information from contractors capable of providing access to a Scanning Electron Microscope (SEM) and an Electron Microprobe Analyzer (EMPA), along with sample preparation equipment and associated training. The contractor must accommodate up to four designated and qualified DTSC employees for research, method development, and analysis of environmental samples to characterize contamination sources and identify responsible parties. Facility access must be available during business hours Monday through Friday between 7:00 AM and 7:00 PM on mutually agreed appointment times. The RFI was published on February 2, 2026, with a deadline for submitting questions by February 13, 2026, and a response deadline of February 17, 2026, both at 3:00 PM PST. Responses should be submitted via email to contracts@dtsc.ca.gov with the subject line referencing "Request for Information - Facility and Equipment Usage."
Minimum qualification requirements include location within a fifteen-mile radius of DTSC's Pasadena Laboratory at 757 S. Raymond Avenue, Suite 105, Pasadena, California 91105, with provision of up to four parking spaces if needed. The contractor must provide equipment in good working condition, training on SEM and EMPA operation and data interpretation, and clean sample preparation areas. DTSC retains sole responsibility for project progress and development, and contractor work takes priority over DTSC activities at the facility. This RFI is issued for information and planning purposes only and does not constitute a binding solicitation; responses are non-binding, and respondents bear all expenses associated with participation. No specific pricing, set-asides, funding amounts, or contract term details are outlined in this RFI document.

Request for Information – Facility and Equipment Usage
You are invited to review and respond to this Department of Toxic Substances Control (DTSC) Request for Information (RFI). DTSC is seeking information from Contractors who are able to provide access to facilities and equipment such as a Scanning Electron Microscope (SEM) and an Electron Microprobe Analyzer (EMPA) to characterize soil and other materials to identify markers for source attribution. The Contractor must also provide training on sample preparation, the operation of SEM and EMPA, and the evaluation data and interpretation of results.
1. Background
The Contractor will allow up to four (4) designated and qualified DTSC employees access to facilities with equipment on mutually agreeable times for research, method development and analysis of environmental samples to characterize sources of contamination at sites. DTSC will use the equipment to develop the necessary forensic techniques and methods to help identify sources of contamination to determine the responsible parties that would need to clean up the contamination. This work protects the health and safety of communities affected by the contamination, obligates the responsible parties to be accountable and pay for cleanup efforts, and reduces the burden on the communities and the State to fund cleanup efforts.
2. Minimum Qualifications
At a minimum, the Contractor will be required to allow up to four (4) designated and qualified DTSC employees access to facilities and equipment on mutually agreeable scheduled appointment times during business hours from Monday to Friday between
