INSTRUCTIONS, CONDITIONS, AND NOTICE TO OFFERORS

I. PROPOSAL FORMAT

The Offeror’s written proposal must include the following:

PRICE QUOTATION

The Offeror shall provide pricing for CLINs 0100 through 0500 as reflected in the CLIN structure in the combined synopsis/solicitation notice and provide a total proposed firm fixed price for all CLINs (0100-0500).

TECHNICAL PROPOSAL

The Offeror’s technical proposal shall include the following:

1) A written description of the Offeror’s technical approach for successfully achieving the requirements identified in the Statement of Work (maximum 10 pages);

2) Resume for the proposed subject matter expert (maximum 8 pages);

3) Documentation demonstrating the Offeror’s prior experience in the following areas (maximum 150 pages):

o The Statement of Work requires sophisticated material failure tests. This material testing needs to cover the full range of material failure as a function of stress triaxiality and lode angle. In order to be sufficiently confident in the map of the material failure envelope, at least seven types of tests at disparate stress triaxiality and lode angles are needed. Demonstrated experience in developing and applying such material tests is necessary. Documentation describing development of seven or more disparate material tests and application of these seven tests to at least four material types is required. This documentation shall describe how initiation of material failure is measured and how propagation of material failure is measured. Comparisons of the material test results along with pre-test predictions shall also be included.

o The Statement of Work requires closed-form solution of puncture of a railroad tank car.

(Closed-form models can potentially be calculated by manually, as opposed to iterative models, which generally require a computer for solution.) Equations from such models are used by railroad industry crashworthiness standards and FRA crashworthiness regulations which Volpe has helped develop. Documentation describing development and application of three or more closed-form models of structural failure is required.

o The Statement of Work requires development of quasi-static intermediate scale test requirements. One distinguishing feature between material tests and intermediate scale tests is in the number of potential failure modes. The fracture mode includes the location where the material fails on the test article and strain state which results in material failure, e.g., tension, compression, shear, or some particular combination.

Material tests are constrained in such a manner that only one failure mode is likely for a wide range of material types. Intermediate scale tests allow multiple failure modes, and such modes may vary along with the material type. Prediction of material failure in intermediate scale tests is substantially more challenging than prediction of material failure in material tests, owing to the increase in potential failure modes. In order to evaluate their capability, descriptions of three or more intermediate scale tests developed and carried out by bidders are required. Comparisons of the intermediate scale test results along with pre-test predictions shall be included, to demonstrate that the efficacy of the material failure modeling and implementation.

FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS –

COMMERCIAL ITEMS

The Offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (see Attachment 2). An Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically using the System for Award Management (SAM) accessible via http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically in SAM, the Offeror shall complete only paragraphs (c) through (o) of this provision. The Offeror is reminded that if it completes its annual representations and certifications electronically in SAM it must update its representations and certifications as necessary, but at least annually, to ensure they are kept current, accurate, and complete. All Contractors must be registered in SAM in order to receive an award from a DOT Agency.

Any proposal that does not include the components specified above will be considered non-responsive.

II. EVALUATION FACTORS FOR AWARD

Basis for Award

An award will be made to the responsive and responsible Offeror whose offer, conforming to the solicitation, is determined to offer the best value to the Government in terms of: 1) technical approach; 2) resume; 3) prior experience; and 4) price. It is the Government’s intent to award a firm fixed price purchase order based upon initial offers without entering into discussions or negotiations (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price standpoint, reflecting ANY AVAILABLE DISCOUNTS. While it is the Government's intent to make award based upon initial offers, the Government may, nevertheless, determine during the evaluation period that it is necessary to conduct discussions.

Order of Importance

The technical evaluation criteria that are addressed in the Technical Proposal are considered more important than price in the selection of the contractor for award. When the Technical Proposals are evaluated as essentially equal, the quoted price may become the determining factor in making an award.

Evaluation Criteria

The Offeror’s proposal will be evaluated in terms of the following criteria:

1) Technical Acceptability

a) Technical Approach

b) Resume

c) Prior experience

2) Price

Technical Acceptability Technical acceptability of the Offeror’s proposal will be evaluated based on the following:

Technical Approach - The Offeror’s technical capability to satisfy the requirements of the SOW as demonstrated by its written technical approach;

Resume – The experience and expertise of the Offeror’s proposed staff to meet the requirements of the SOW as demonstrated by the proposed subject matter expert’s resume.

Prior Experience - The Offeror’s relevant work experience in the following areas as demonstrated by its prior experience:

o Developing material tests mapping the material failure envelope as a function stress triaxiality and lode angle o Conducting material tests to measure the material failure envelope o Comparing model predictions with test measurements of material failure o Developing closed-form models of structural failure o Applying closed-form models of structural failure o Developing intermediate scale tests which allow multiple potential failure modes o Conducting intermediate scale tests which measure failure mode(s) o Comparing simulation model pre-test predictions with intermediate scale test measurements, demonstrating the efficacy of the material failure modeling and implementation.

Price

The Offeror’s quoted price will be evaluated based on the total firm fixed price proposed for CLINs 0100 – 0500.
