Questions and Answers:
Q. A similar generator was provided which was quiet big 320KVA/250KW. It is switchable from 50 to 60Hz also are 8 different voltages available (for references see attachment). Would this be also this kind of generator?
A. No Q. Does the company must be a manufacturer or a dealer of Motor Generators, or can it be any company who is willing to submit a price quote?
A. The company submitting the process quote must be able to provide the motor generators. They must also be able to provide test procedures for the first article, run the test for the first article, and provide the test results in the form of a report. If a company can perform all of the above, they may submit a quote.
Q. Do we have to give price to all the locations on the solicitation or can we only submit a price quote for Incirlik AB, Turkey?
A. The company submitting a quote must submit a quote for all five systems/locations.
Q. Please confirm the 480VAC at 50Hz requirement for the unit to be in Turkey.
A. The 480VAC/50Hz requirement is correct.
Q. Please clarify the UL listing for the entire motor generator set. Typically, MG sets are not listed due to the uniqueness of each. UL/CSA/CE parts that are critical to the unit are used in the making of the set. Please confirm whether listed parts being used is acceptable or if the entire unit needs to be listed.
A. It is acceptable that all parts, and not necessarily the motor generator as an entire unit be UL listed
Q. Please confirm the response date of 3/27/17. We will work on responding to you by 3/21/17. If that response date is not correct, let us know and we can move in our response date to you.
A. This solicitation is being extended to 3/31/2017.
Q. Can we deliver all 5 MGT sets after the first article test? Wording suggests that “the last of the five deliveries would be in June 2018”.
A. All five systems can be delivered after a successful first article test. The last item must be delivered by 3/31/18.
Q. The referenced solicitation (Solicitation # DTRT5717Q80051) seeks equipment to convert 400V/50Hz AC input to 480V/60Hz output and specifically requests “Motor Generator (MG)” as the converter source. Would Solid-State Converters be considered as an alternative to mechanical motor generators?
A. We currently have solid state equipment at these five locations and have found that they are not suitable for the purpose.
Q. If they insist that one of the 5 units operate at 480 volts, 50 Hz, which is NOT a standard 50 Hz voltage, then the drive motor of that particular MG set will have to be a different model (same HP but different voltage parameters) than the other 4, i.e. it will be unique to that location. If they want them all the same, i.e. interchangeable, then they must supply voltages on the 380 to 415 range. I “suspect” that someone in Turkey has a 400 to 480-volt transformer that they put in to get closer to USA voltages, and they are “insisting” on using it. Explain to them that it hurts, us and any other vendor.
A. The voltage/current at Incirlik is 480VAC/50z. We need a motor generator capable of accepting this as input power. We do not need the motor generators to be interchangeable.
