Quality Assurance Surveillance Plan (QASP)

1. Scope As required by FAR 16.601(c)(1), since a labor hour contract provides no positive profit incentive to the Contractor for cost control or labor efficiency, appropriate Government surveillance of contractor performance is required to give reasonable assurance that efficient methods and effective cost controls are being used. The techniques described in this document will be performed by the CO and/or the COR pursuant to FAR Subparts 7.5 and 37.5 to aid the CO and/or COR in detecting any problems that may arise during the management and administration of service to be delivered under this contract, and to ensure efficient methods and effective cost controls are being used by the Contractor.

2. Implementation The methods described below will be utilized by the CO and/or the COR to ensure work being performed by the Contractor remains compliant with the terms and conditions of the contract; that the Contractor is not performing inherently governmental services; that efficient methods and effective cost controls are being used by the Contractor in performing the work; and that the Contractor is safeguarding and protecting any proprietary or sensitive information in its possession.

2.1. Review of Bi-weekly Status Reports – The CO and/or COR will review status reports to validate that the functions being performed by the Contractor are consistent with the contract requirements, to ensure the Contractor is providing the required services for the hours ordered, and provide the CO and/or COR with a basis for approving the Contractor’s invoices.

2.2. Review of Deliverables – The CO and/or COR will review deliverables to ensure compliance with contract requirements.
