STATEMENT OF WORK
Finalize a Standardized Methodology for the Committee for Aviation Environmental Protection (CAEP) Working Group (WG) 3 Particulate Matter Task Group (PMTG)
BACKGROUND
The Volpe National Transportation Systems Center (Volpe Center) has supported Federal Aviation Administration (FAA) aircraft emissions reduction initiatives for decades, and this support is becoming increasingly crucial as airports around the US consider expansion plans in order to meet increasing demand for aviation transport.
For Project Number 2 of the FAA’s Center of Excellence for Alternative Jet Fuels and Environment (ASCENT), the Volpe Center and fellow ASCENT member Aerodyne Research Inc. (ARI) of Billerica, Massachusetts, are developing a standardized methodology for the measurement of non-volatile Particulate Matter (PM) from aircraft engines. Development of this will contribute to joint Volpe Center and ASCENT projects with the International Civil Aviation Organization (ICAO) CAEP WG3 PMTG.
To develop this standardized measurement methodology on the air quality impacts of jet aircraft, the Volpe Center and ARI are utilizing the Aerosol Dynamics Simulation Code (ADSC), an inorganic pollutant plume model developed by ARI. This project will also utilize ARI’s Cavity Attenuated Phase Shift (CAPS) nvPM mass measurement system.
TASKS
As a part of the performance of all the tasks listed below, the Contractor Principle Investigator (PI) shall maintain project management best practices, including detailed resource planning as well as monthly reporting of status through October 11, 2016. Project management deliverables will include:
a) A project plan for Task 1 and Task 2 in MS Project format will be required within two weeks of award, via email to the COR. This shall be updated as needed with any change in project dates such as document due dates or additional information such as precise meeting dates.
b) Monthly reporting for Task 1 and 2, including project status, deliverables progress, and financial status, shall be required on the 22nd of each month through the duration of the project, starting the first full month after award, in MS Word format via email to the COR. This reporting shall continue through the conclusion of the project October 11, 2016, and involve 18 separate monthly status reports through the period of performance.
Task 1: Draft Appendix 7 and associated Attachments of Annex 16 Volume II The Contractor PI shall work with the Volpe Center and contribute to the completion of ICAO CAEP WG3 Appendix 7 and associated Attachments of Annex 16 Vol II by reviewing and addressing technical gaps. This will involve prioritizing and addressing the gaps and providing editorial support to complete all sections of the Appendix 7. A draft of the document will be prepared which will incorporate all of the inputs and meet all the needs of the ICAO CAEP WG3 PMTG.
As part of this task, the Contractor shall also serve as a Volpe Center liaison to the ICAO CAEP WG3 PMTG, serving as technical expert on all information related to ARI’s standardized nvPM measurement methodology and ADSC.
MEETING PARTICIPATION BY PI:
· Weekly one-hour teleconferences, currently scheduled for 9am ET each Wednesday, but this is subject to schedule change, through October 11, 2016
· 3-day meeting in Washington, DC (date TBD; contractor will be notified of precise date within 30 days of meeting)
· 3-day meeting in Montreal, Canada (date TBD; contractor will be notified of precise date within 30 days of meeting) DELIVERABLE: The primary deliverable for this task will be a Draft Appendix 7 and associated attachments for delivery to the Volpe Center, due by October 11, 2016, to facilitate its provision to ICAO CAEP WG3.
Task 2: Participation in ICAO WG3 PMTG Measurement System Experts Group (MESG) The Contractor PI shall also participate in the deliberations of the ICAO WG3 PMTG MESG and serve as the co-lead with the Volpe Center of the Metrics ad hoc group to support the work of the ICAO CAEP WG3 PMTG. The PI shall attend the same one-hour teleconferences described in Task 1 as part of this task. The PI will also develop an overall group work plan and lead meetings. Responsibilities shall include coordination with other PMTG ad hoc groups, development and maintenance of the PM values data base, technical expertise on all matters involving the ADSC, analyses of data to derive emissions indices at various engine thrust points with and without loss corrections, development of data quality label with measurement uncertainties, and development of a metric value, correlation parameter, evaluation points, characteristic value, and development of an updated correlation of smoke number to mass concentration.
DELIVERABLE: The primary deliverable for this task will be suitable metrics to support the development of a transition and LTO based PM standard, delivered via the new Chapter 4 of ICAO Annex 16 Vol II.
TRAVEL
Some travel by the Contractor PI will be required. Specifically, one trip to Washington D.C. and one trip to Montreal, Canada will be required. All travel performed under this Purchase order must be approved by the COR and shall be performed in accordance with Federal Travel Regulations (FTR). The actual costs for lodging, meals, and incidental expenses will be considered reasonable and allowable if they do not exceed the maximum per diem rates in effect at the time of travel as set forth in the FTR. In accordance with FAR Subpart 31.205-46, a written justification must be provided to the COR for amounts higher than the FTR maximum amounts. Travel will be reimbursed at actual costs (with a copy of the receipts for expenses) in the following categories:
1.) Airline Tickets (commercial rates)
2.) Hotel Expenses (Government rates unless pre-approved by the COTR)
3.) All Other Modes of Transportation (Taxi receipts are not required if less than $75.00)
Food and other miscellaneous expenses will be reimbursed at the prevailing FTR reimbursement rates.
Total travel costs for this work shall not exceed $5,000.
